SPEAK UP, STRIVE, UNITE FOR A VAWC FREE COMMUNITY: NOLCOM KICKS OFF 18-DAY CAMPAIGN TO END VIOLENCE AGAINST WOMEN AND CHILDREN
Northern Luzon Command launched the 18-Day Campaign to End Violence Against Women and Children (VAWC) celebrations of activities and programs with a seminar on Violence against Women (VAW) and Men Opposed to Violence against women Everywhere (MOVE) Update on November 28, 2023 at the NOLCOM Conference Room Camp Aquino, Tarlac City.
The campaign theme, “United for a VAW-free Philippines” aims to highlight the powerful impact of harnessing and consolidating individual effort towards the goal of having a VAW-free Philippines. As a background, the AFP’s participation in this advocacy is based on two (2) laws; Republic Act No. 10398 and Proclamation No. 1172, series of 2006. The theme resonates with the Philippine Commission on Women’s muti-year effort to prevent and eradicate violence against women and girls globally, emphasizing the importance of solidarity in addressing this critical issue.
Pcpt Edna Lyn De Leon Pangilinan, the Chief of the Women and Children Protection Desk of Tarlac Police Provincial Office tackled topics RA 9262, a special law otherwise known as Anti Violence Against Women and their Children Act of 2004 and Republic Act 11313 Safe Spaces Act (The “Bawal Bastos Law”). The next speaker, Cpt Nelson Joseph C Fabre Professor, the Chief Operations Branch of the Office of the Dean, Corps of Professors, AFP discussed about Men Opposed to VAW Everywhere (MOVE) where it was said that men are not necessarily a hindrance to gender empowerment rather, they can be partners in empowerment and in development.
Afterward, Commo Karl A Decapia PN, the Deputy Commander, Northern Luzon Command and the Chairperson of GAD Focal Point Committee conveyed his gratitude and appreciation to the resource speakers whose expertise and dedication are truly significant towards a safe and inclusive environment for everyone. “As we continue this 18-day campaign, let us remember that each day is an opportunity to raise awareness, educate and advocate for change. This campaign is more than just an annual event; we must keep the momentum going beyond these 18 days, ensuring that the message of respect, safety, and equality echoes throughout our units”, Commo Decapia said.
Likewise, Lt.Gen Fernyl G Buca, Commander, Northern Luzon Command expressed the same commitment in maintaining and enhancing gender-sensitive policies and procedures within the organization. “Our Command actively promotes a culture of respect and inclusion, emphasizing a zero-tolerance policy for gender-based discrimination and harassment, NOLCOM actively works to create an inclusive environment that values diversity, recognizing the unique contributions of all personnel, irrespective of gender,” the NOLCOM Chief said.
Violence Against Women (VAW) was originally observed from November 25 to December 10, in line with International Human Rights Day, the campaign was extended by President Gloria Macapagal Arroyo in 2006 to cover December 12, coinciding with the International Day Against Trafficking. Now, the period from November 25 to December 12 each year is now recognized as the "18-Day Campaign to End Violence Against Women (VAW)" in the Philippines.

Former Secretary of Guerilla Front 55 of the New People's Army (NPA), A***n Jane Ramos, has affirmed that Kabataan Partylist Representative Raoul Manuel is a member of the Communist Party of the Philippines. Ramos further indicated that Rep. Manuel is likely to deny this affiliation, as it aligns with their responsibility to disavow connections to the underground mass organization and the Communist Party of the Philippines.
Army lights Christmas trees nationwide
Fort Andres Bonifacio, Taguig City — The Army commander led the simultaneous lighting of its Army units’ Christmas trees on Dec. 1 at the newly inaugurated Division and Administrative Coordinating Center (DACC) here.
The annual Army event was held at the new DACC area to symbolize that the Army celebrates the yuletide season together with its field units, said Lt. Gen. Roy M. Galido, the Army commander.
The DACC is a facility that serves as the offices of the liaison personnel of the different Army major units to coordinate their different administrative requirements at HPA.
Originally adjacent to the old ASCOM compound, the DACC facilities are now located across the Army Recruitment Center compound along Lawton Avenue.
Aside from the Christmas tree lighting, the Army commander also inspected the add-on facilities inside the DACC area such as the water refilling station to serve free and drinking water for the soldiers and the modern laundry and dry cleaning facilities.
The commander of the Headquarters Support Group also reported the completion of the lighting of all the streets inside the Headquarters Philippine Army.
The theme for this year’s Christmas lighting is, “Kutitap ng Pasko sa Sundalo” (Christmas Sparkles on Soldiers) focusing on three Ps – Paglilingkod, Pamilya, at Pag-asenso.

In an effort to bolster renewable energy-based salt production and foster sustainable practices among local fisherfolk, two peoples organizations (POs) get solar technology on Friday, November 24, 2023.
The three (3) sets of high-density polyethylene (HDPE) Liners for Solar Salt Production Package worth of Php401,400; three (3) sets Materials for Solar Salt Production worth of Php718,200 and (10) units of Small Scale Cooking Furnace worth of Php708,136.56 for a total of Php1,827,736.56 were given each to Samahan ng Mangingisda ng Sitio Dumaguipo at Dinipan President Ka Joseph , and Samahan ng Mangingisdang Agta President Ka Joel under the Bureau of Fisheries and Aquatic Resources (BFAR) Development of Salt Industry Project (DSIP) or “Asin sa Alat”.
The said two (2) POs received a total amount of Php3,655,473.12 together with BFAR Regional Director (RD) Wilfredo M. Cruz and other local officials held at Sitio Dimaguipo, Barangay Cozo, Casiguran, Aurora.

CAPACITATING PEOPLE'S ORGANIZATION IN BALBALAN
103rd Infantry "Mabalasik" Battalion successfully facilitated the conduct of the 2-Day People's Organization Summit held at BEMPCO Hall, Brgy Poblacion, Balbalan, Kalinga on November 16-17, 2023.
The Summit was attended by the different People's Organizations of Brgy Balbalasang, Brgy Dao-angan, Brgy Mabaca, and Brgy Poswoy, and said activity was graced by Honorable Almar Malannag, Mayor Balbalan, and spearheaded by Ltc Joel V. Lucas, Commanding Officer of 103rd Infantry Battalion. The conduct of the summit seeks to assist with the People's Organization's obstacles, difficulties, and challenges by providing them with seminars, lectures, training, and demonstrations of various livelihood programs.
Additionally, seeks to allow participants to generate sustainable income while expanding their knowledge, strengthening their competencies, and capacitating their abilities.
The People's Organization Summit was effectively completed with the support and assistance of the Municipality of Balbalan and various agencies in Kalinga.
