ADJUSTED LEVEL 1 LOCKDOWN AND THE LIQUOR TRADE
The amended Regulations have been published in Gazette No 11342 dated 30 September 2021 and effective from 1 October 2021.
Subject to restrictive conditions that may apply the owners of liquor licensed businesses can operate as follows :
1. Off-consumption licenses
• These conditions apply to all the retail off-consumption licenses eg liquor stores licenses and grocers’ wine licenses, that allow for sales to the public.
• Sales to the public is allowed as per the liquor licence conditions (normal business hours as per Provincial Liquor Legislation)
• Orders for deliveries may be generated without restrictions as to the days and times of the day, but deliveries may only be done between the allowed trading hours.
2. On-consumption outlets
• These conditions apply to all the different kinds of on-consumption licenses eg hotels, restaurants, pubs, taverns, gaming premises, venue facilities, lodges and guesthouses, etc.
Night Clubs however remain close.
• The sale of liquor for on- consumption purposes thereof on the licensed premises is allowed from 10h00 to 23h00 on any day of the week.
Note: No more than 750 persons or 50% of the venue capacity will be allowed at any one time in the premises.
Manufacturers
• No restrictions apply to the manufacturing and bottling of liquor
• Orders for liquor may be generated
• No restrictions in respect of days and times of the day apply to these activities.
2. Distribution
• Manufacturers who are also registered as distributors, registered distributors and micro-manufacturers who are allowed to sell and supply to other retail licensees,
are allowed to distribute liquor and transport stock to the premises of licensed retailers.
• No restrictions in respect of days and times of the day apply to these activities.
5. General
Strict compliance with all health requirements, eg sanitization, social distancing, wearing of masks, protection of own employees, etc apply to each and every liquor licensed business.
- A curfew will be from 24h00 to 04h00 on all days.

The amended Regulations have been published in Gazette No 11337 dated 12 September 2021.
Subject to restrictive conditions that may apply the owners of liquor licensed businesses can operate as follows :
1. Off-consumption licenses
• These conditions apply to all the retail off-consumption licenses eg liquor stores licenses and grocers’ wine licenses, that allow for sales to the public (excludes wineries, wine farms, micro-breweries and micro-distillers)
• Sales to the public is allowed between 10:00 and 18:00 from Mondays to Fridays (except when any of these days is a public holiday)
• Orders for deliveries may be generated without restrictions as to the days and times of the day, but deliveries may only be done between the allowed trading hours from Mondays to Fridays.
• Liquor stock from suppliers and distributors may be received outside the allowed trading hours as the Regulations do not restrict distribution and transportation times.

Dear Licensee
As from Friday 2nd April 2021 the following applies:-
The new Regulations as announced by the President make provision for the following:-
1. Off-consumption outlets (Liquor Stores and Grocers Wine) may not sell any liquor on Friday (2/4), Saturday (3/4), Sunday (4/4) and Monday (8/4). As from Tuesday, the 6th April 2021 the trading hours will be as per the issued license conditions.
2. With the exception of night clubs, on-consumption outlets may supply liquor only for on-consumption on any day from the authorized opening time (as per the issued retail license) until 23h00.
Furthermore:
2.1 A maximum of 50% of floor space to be occupied (to the maximum of 250 persons indoor and 500 persons outdoors) are allowed inside licensed accommodation establishments, theatres, cinema units, conference facilities, wedding and function venues, restaurants, bars, taverns, shebeens and similar establishments;
2.2 All these premises must comply with social distancing requirements as well as all health protocols and the wearing of masks.
3. Liquor distributors are allowed to operate as per the initial trading hours that were authorized by the NLA, being from 06:00 until 18:00 on Mondays – Saturdays, and from 09:00 until 17:00 on Sundays.

As from Monday 1st March 2021 the following applies:-
The Regulations that were published in Government Gazette No 11246 dated 28 February 2021 make provision for the following:-
1. Off-consumption outlets (Liquor Stores and Grocers Wine) may sell during the normal trading hours as per the provincial liquor license issued;
2. With the exception of night clubs, on-consumption outlets may supply liquor only for on-consumption on any day from the authorized opening time (as per the issued retail license) until such time at
night to allow customers and employees to get home before the curfew gets operational at 24:00.
Furthermore:
2.1 A maximum of 50% of floor space to be occupied (to the maximum of 100 persons indoor and 250 persons outdoors) are allowed inside licensed accommodation establishments, theatres, cinema units, conference facilities, wedding and function venues, restaurants, bars, taverns, shebeens and similar establishments;
2.2 All these premises must comply with social distancing requirements as well as all health protocols and the wearing of masks.
