CNBC Africa Interview – Renai Moothilal – Reflects on Importance of Automotive Policy Stability

In an interview with CNBC Africa, NAACAM CEO, @Renai Moothilal, said NAACAM looks forward to continued collaboration with government and specifically the new The Department of Trade, Industry and Competition South Africa (dtic) Minister, Parks Tau and Deputy Ministers Zuko Godlimpi and Andrew Whitfield, as well as with other stakeholders to ensure continued growth of the domestic automotive manufacturing sector.

He reflected on the importance of automotive policy stability, with possible positive tweaks in the coming years. “The APDP under the SA Autos Master Plan 2035 is key to maintaining the sector and growing it over the medium to long term.”

In terms of the EV market, Mr Moothilal said Minister Tau and the dtic already have a policy structure to work from through the recently published white paper on stimulating EV production in SA which now needs to be implemented. From a component manufacturing perspective there is now a higher cash incentive for NEV production announced earlier this year. “As a sector we've gone through a period of reshaping policy, particularly for electric vehicles, which now needs to be bedded down and implemented. But we also look to our partners in the vehicle assembly community to start making announcements around electric vehicle platforms here in SA…and volumes being announced, and with this the value chain will respond.”

Mr Moothilal advised that if there was any criticism of the current automotive policy it was on not delivering the increases in localisation initially envisaged. This has meant the domestic components sector is currently foregoing billions in lost economic opportunity, suggesting that “a very sharp focus on increasing that localisation rate has got to be the mandate of the new administration.” #WeAreNAACAM #NAACAMProud The Presidency of the Republic of South Africa

#NAACAMInsights: Talking to the current New Electric Vehicle (NEV) landscape in South Africa and opportunities for the domestic automotive industry, NAACAM Executive Director Renai Moothilal recently joined Mercedes-Benz South Africa CEO Mark Raine and Volkswagen Group South Africa CEO Martina Biene, in a discussion on "𝐄𝐥𝐞𝐜𝐭𝐫𝐢𝐜 𝐯𝐞𝐡𝐢𝐜𝐥𝐞𝐬: 𝐖𝐞𝐥𝐜𝐨𝐦𝐞 𝐭𝐨 𝐭𝐡𝐞 𝐟𝐮𝐭𝐮𝐫𝐞" hosted by CNBC Africa. The panellists recognised that the domestic NEV production landscape has potential, with multiple Original Equipment Manufacturers (OEMs) producing hybrid vehicles and making substantial investments in the future production of these vehicles. From a market demand perspective, Mark outlined three critical areas to accelerate demand for NEVs in the South African market; (1) aligning the custom duties and taxation faced by NEVs to those faced by internal combustion engine (ICE) vehicles, (2) increasing the provision of charging infrastructure, and (3) taking a holistic approach to educating and training all those operating in the NEV ecosystem, such as first responders. From a production perspective, Martina highlighted the inherent opportunity in the market – many of the critical raw materials required for producing the battery cell are present on the African continent, creating a significant opportunity for raw material beneficiation and localised battery cell manufacturing and assembly, in line with the SA Automotive Masterplan objectives. Further speaking to the prospects of NEV production, Renai commented, "We're already seeing component companies exporting into global NEV platforms. The quicker we realise that the capability and capacity exist in South Africa, the quicker we unlock barriers and take advantage of the big opportunities that come with NEV production." #NAACAMInsights: Renai Moothilal, CEO of NAACAM, recently joined CNBC Africa for a discussion on the Africa Growth and Opportunity Act (AGOA) and the likely impact on the domestic automotive component industry should South Africa face expulsion from the trade agreement. AGOA has been a building block of South Africa's automotive industry, and the sector is a large beneficiary of the scheme's preferential access into US markets, with component exports to the US amounting to R8.8bn, being 12.5% of total SA automotive component exports in 2022. Speaking to the possible impact of expulsion from AGOA, Moothilal noted, "The potential loss of AGOA would impact local component exporters, South Africa's vehicle export market, as well as other FDI into the country." Moothilal further recognised that it would be in the US's interest to continue its strong trade relationship with South Africa given that many intermediate components are supplied into the US market for final assembly, and these components benefit from the preferential access into the market. This included components into new electric vehicle platforms. 👩‍🔧👨‍🏭👩‍💻✅ #HighGearSA: As part of the High Gear project that is aligning TVETs with the demands of the automotive sector, eNtsa recently hosted a training event in collaboration with the Automotive Industry Development Centre (AIDC Eastern Cape) with lecturers from the Eastcape Midlands College- Corporate profile attending training presented by eNtsa. The lecturers were introduced to various technology solutions and industry trends at eNtsa, based at Nelson Mandela University. This forms part of the High Gear initiative that is aimed at advancing South Africa’s public TVET college system through Work Integrated Learning and Work-based Exposure.
