NEBOSH Tips: Secrete behind hierarchy of control

It should be noted that all the control measures are derived from the hierarchy of controls. So as a NEBOSH student, you should know how to use or apply the hierarchy of control. You can use the hierarchy of control to articulate any question. In other words, you can use one answer to answer different question that want control measures and you can only do it if you are able to unpack the hierarchy of controls. The only controls that are not universal across are those under engineering. Engineering controls vary depending with the type of a question. For example, engineering controls of noise are not the same as of vibration, dust, demolition, etc. However, other controls measures like elimination, substitution, administrative and PPE for are applicable for most scenarios that require you to outline control measures.
Elimination: You can use elimination as a control measure for noise, vibration, radiation, light, confined space etc.
Substitution: You can use substitution as a control measure for noise, radiation, light, confined space etc.
PPE: You can use PPE as a control measure for noise, radiation, light, confined space etc. The only thing that differs is the specific type of PPE depending with the hazard. It’s up to you to know the specific type of PPE for a given hazard.

Administrative: It is very important to be able to unpack the administrative controls and use them to answer any question that requires general controls measures and only when the question requires you to give engineering controls will you be required to identify specific engineering controls. Below are examples of administrative controls:
1. Training (induction, continuous, Toolbox talk etc.)
2. Development of procedures and standards
3. Risk Assessment
4. Policy
5. Medicals
6. Emergency plan
7. Job Rotation
8. Frequent breaks
9. Reduce time of exposure
10. Supervision
11. Inspection
12. Permit to work
13. Consultation with employees
Above control measures are dynamic and can be applicable to structure an answer for any question that requires you to outline general controls of different circumstances.
