It is all the more necessary to dwell on the question of 90 percent being Disabled (Not Able) because in a certain sense it may be said that it is the youth that will be faced with the actual task of creating a society that will be able to give back .
For it is clear that the generation of unemployed Zambian young people brought up in society of poverty can, at best, is destroying the foundations of this our so called Christian National that is full of people who claim to be men of GOD , the Disabilities we see today are man-made way of life, which was built on exploitation starting from President Kaunda’s time, which has not been able to accomplish the tasks of creating a social system that would have helped the proletariat and the working classes retain power and lay a firm foundation, which can be built on only by the Zambian younger generation that is starting to work under the new conditions, in a situation in which relations based on the exploitation of man by man still exist.
And so, in dealing from today's angle based of the past FAKE leadership with the tasks confronting the Zambian youth, we must say as Zambians that the tasks of the Youth in General, and all the Senior Citizens in particular, might be summed up in a single word: "Learn" not to be Disabled it’s the "Venerable (Voters) vs the Honorable (MPs).
Of course, the above". Does not reply to the principal and most essential questions: What to learn, and How to learn? And the whole point here is that,with the transformation of the old, FAKE POLITICAL THUGS in our society, the upbringing, training and education of the new generations that will create the Zambian society cannot be conducted on the old lines of MEN OF DOGS, POLITICAL THUGS while the so called MEN of GOD are just watching. The teaching, training and education of the youth must proceed from the material that has been left to us by the old society. We can build Zambia only on the basis of the totality of knowledge, organisations and institutions, only by using the stock of human forces and means that have been left to us by the old society. Only by radically remoulding the teaching, organisation and training of the Zambian youth shall we be able to ensure that the efforts of the younger generation will result in the creation of a Zambian society that will be unlike the Past old society of Political Thugs, i.e., in the creation of a Christian Nation not of Men of DOGS but GOD as our society makes sure that we have the right leadership.
That is why we must deal in detail with the question of what we should teach the Zambian youth and how the youth should learn to VOTE for real Leaders if it really wants to justify the name of Democratic youth, and how it should be trained so as to be able to complete and consummate what must be started by not working with FAKE People in the name of DEMOCRACY while we are experiencing DEMON-CRACY. STREET VENDORS MUST BE SEEN AS WORKERS !

The daily grind of street vendors comes with a host of obvious business challenges: sourcing and preparing goods to sell; attracting a steady stream of customers; and generating enough take-home pay to survive. It’s a hustle, and one that these roadside entrepreneurs know well.

But the hustle only goes so far.
Conducting their livelihoods in public spaces, Zambian Street vendors face difficult challenges extending beyond their everyday business transactions.

Woefully inadequate infrastructure, particularly around access to clean water and toilets, often wreaks havoc on their working lives. Multiple costs – including trips to the toilet and water delivery – cut into already meagre earnings. Limited access takes a toll on vendors’ mental and physical health, further reducing their earning potential.

The above are key findings from research that I did with street vendors in in Lusaka, Mwinilunga, Livinstone,Mongu,Choma, Kabwe,Chipata, Kasama and Kitwe self-funded.

As a concerned Zambian I examined how inadequate access to water, sanitation, and hygiene has affected vendors, and found that the resulting economic, health and environmental burdens can have long-term consequences that may further entrench workers’ poverty and exclusion.

In Lusaka, water and toilet expenses cut out 8-12% of vendors’ monthly earnings. In Kitwe, these cost burdens were even higher: vendors spend approximately 20% of their incomes on toilets.
In rural parts of Zambia, vendors spent approximately 20% of their incomes on toilets. “Improving economic opportunities for the poor cannot happen in a vacuum,” as we all know “Street vendors are out there every day trying to earn an income, but policymakers need to address these structural inequities that hinder those at the base of the pyramid from making a living and a life.”

Street Vendors and marketeers often pay for toilets and have to wait in long queues.
Street vendors already struggle to make enough to survive; the cost of accessing toilets and clean water only adds to that burden. Toilet services are needed on a daily basis and often several times in a working day, which means that these recurring fees can be endless.
Most vendors use pay-per-use toilets in Lusaka and Kitwe, where some facilities may even charge extra for toilet paper. Paying for services, however, doesn’t guarantee quality. Many vendors still struggle to access clean or convenient sanitation after 58 years of Independence , even when free options were available. In Lusaka, free toilets may fall into disuse, often close early, or have excessively long queues.
In addition, many vendors need toilets to conduct their businesses and for women, the burdens of meagre toilets are especially challenging. Women often need to visit toilets more frequently and may also bring their children, who often accompany them to work.

LOCAL GOVERNMENT AND LOCAL GOVERNANCE OF STREET VENDING IN ZAMBIA.

I was on the streets of Lusaka over the weekend and the reality of challenges faced by street vendors in relation to access to space, infrastructure and services, evictions and confiscations contradicts the language of rights espoused in the national constitution and the developmental or promotional approach that underpins the national laws and local policies that we have in Zambia.
I had talks with 50 vendors on Lumumba, Freedom and Cha Cha Cha Roads.
Arguably, the disjuncture between the ideal and street vendors’ reality suggests that local authorities have not translated the constitutional rights and policy principles into binding laws and tangible practices at the local and national level.

That is why over the past many years all regimes have had problems with vending leading into discussions and the shortcomings of the local governance of street vending in Zambia.

These relate to non-recognition of street vending and criminalization of the contravention of street vending laws. In addition, the laws are complex and inaccessible to street vendors, and local authorities often do not consult street vendors before making decisions affecting their livelihoods.

Non-recognition of street vending as a legitimate economic activity Local by-laws, regulations and ordinances in Zambia do not expressly recognize the right to vend, but collects cash from the street vendors and makes permission to vend subject to detailed undocumented regulations and restrictions on timing and place of trade, and the types of goods that street vendors can sell.

Over the years some restrictions are so unreasonable that it is impossible for the Street Vendors (VOTES) to comply with them and non-compliance is a criminal offence that attracts a penalty of imprisonment while the Authorities have continued collecting levies from the very people who put them in power. Another issue relates to the local authority’s powers to confiscate goods: local laws often give local authorities extensive power that has led most vendors having lost goods because of such laws which affect the growth of the the Informal Economy of Zambia.
For example, vendors leave at least one metre for pedestrians to walk along footpaths ignores the fact that countless stretches of footpaths in Lusaka and other towns are less than two metres wide, making it virtually impossible for street vendors to comply with the law.
It is not in order to confiscate goods for contraventions of the laws without allowing traders to oppose or defend allegations made against them.
Local laws frame street vending as a nuisance and a threat to cleanliness, orderliness, public health and traffic fluidity. The tone of these local laws resonates with the political and public discourse that blame street vendors for the dirt, disease, crime and congestion in urban spaces .
This discourse ignores the structural challenges that workers face largely as a result of local authorities’ failure to allocate adequate space and provide the necessary infrastructure and services and the costs that street vendors incur to address these shortcomings while the Local Authorities collect money from the vendors on a daily basis and nothing is gone at all .
Colonial-era policies were instrumental in establishing this strict regulatory approach in jurisdictions like before independence 58 years later in Zambia we still have such laws in place. These policies were oriented towards strict planning and the promotion of orderliness in towns. In Northern Rhodesia then Zambia as was a colony England, this regulatory approach was part of the King or late Queens’ broader strategy to suppress black people’s economic activities to secure their “cheap” labour for white capitalists’ concerns, which is being used today !

England denigrated black people’s economic activities as “inadequate”, “backwards”, “wasteful” and “inefficient”. It further constrained their activities through a barrage of laws and regulations, including racist licensing laws and restrictions on freedom of movement and activity in urban areas . The transition to majority rule in Zambia did not automatically translate into the transformation of local governments’ approach to regulating street vending. Local governments have either retained the colonial legislation or have adopted new legislation that maintains the regulatory approach. Several other narratives explain the contemporary exclusion of street vendors from urban space and apply to many other communities in Zambia.

Most people who claim to be seeking recognition as modern and ‘CIVIC leaders’ do not see vendors as part of the modern urban or rural landscape. National and local governments also exclude street vendors from urban and rural spaces when preparing for mega events.
Some past events highlights the role of private development and management companies that are vested in the exclusion of street vendors from urban and rural spaces. The non-recognition of street vendors’ collective rights to access and use urban and rural Zambian public space to earn a living creates regulatory loopholes that enable local government officials to use their power to extract concessions from street vendors that we see taking place every day.
Officials extract these concessions through ‘informal governance practices’, such as harassment (demands for bribes and protection fees), as well as evictions and confiscations were we all have seen the Local Authorities Police and the Zambia Police time and again above. These practices are informal because they do not adhere to written norms that regulate the ways in which local government authorities are empowered to address street vending. Moreover, the non-recognition of street vendors underpins institutional biases that influence the prosecution of offences and stakeholder consultation on the implementation of policy. These informal practices and institutional biases have persisted for a long time in Zambia and must be stopped by protecting the Zambian vendors, which we the Zambian Citizens will need protection and enacted progressive national statutes that seek to make sure that the rights of vendors are respected now and beyond.

Dear Zambians VOTERS,

Political thugs who announced their or may in future bid for any election or the Presidential General Election now or in 2026, I’m just thinking the Government across have the tools to prevent POLITICAL THUGS and POLITICAL TERRORISTS for Ten(10) from taking office in Zambia.

The Zambian People have seen over the years the breach of Political Thugs and Political Terrorists, and we should, assess whether Political Thugs’ and others’ actions related to office abuse should disqualify them from holding public office again before and the 2026 General Elections.

We need an Anti-Political Thugs and Anti-Political Terrorists clause to be included in the Zambian Constitution that should state that government officials who engage in Abuse of Power, Insurrection agnist the constitution should be disqualified from remaining in government as MPs. Democracy can not be led by People with broken souls.

The Government must conclude that the actions of Political Thugs or other officials are disqualifying under this clause — and should take steps to prevent them from ever holding any office again.

There’s a lot on the line in every election when MP's (DICKANS) who show their Private Parts to the public must hold a public office, of course. But the stakes are especially high for our Democracy when someone unfit for office is on the ballot.

Accountability from those POLITICAL THUGS, etc who participated in and enabled the constitutional insurrection is paramount. One way to hold them accountable is to make sure they can never jeopardize our democracy from within or outside again.

We must send a clear message that those who attack our democracy by being POLITICAL THUGS and POLITICAL TERRORISTS don’t get to walk away — and back into government — scot-free.

DEMOCRATS vs DEMONCRATS .

For democracy, we must as Zambians believes that “gradually, people are realizing not that democratic leaders always get it right, but when they do get it wrong, their political position is seriously weakened and they’re very often removed from office, just by the pressure of public opinion, and their own political colleagues that surround them .” Those of us who have been around have seen that happen here in Zambia.

Is Democracy the worst system of government apart from all the other kinds? Today’s Democracy in most African Nations is not perfect, there’s a lot that goes wrong with the kind of Democracy that we see in African leaders.

Sometimes most of the Time Democracy makes a fool of itself and those who VOTE, but the system is such that when it does go seriously wrong, there is a peaceful and institutional way of changing leaders. Dictatorships and authoritarian governments don’t permit that, but time has it all !

Remember Democracy Can Not Be Run By People with Broken Souls . Democracy Can not Be Called Democracy when TUGS more from One Party to Another .

Since the August, 2021 General Election there is been a lot of talking about what happened in the 2021 elections, that is why, lawmakers across Zambia must introduce legislation that would dramatically criminalize voting activity, to identify and classify the bills, which must be divided into the following categories:
• Empowering a law enforcement agency by giving them more power or resources
• Creating a new enforcement agency
• Creating new criminal penalties
• Increasing penalties for existing offenses
Before 2026 we need bills that would create or increase criminal penalties, based on the type of activity that would criminalize:
• Voting
• Voter assistance
• Ballot collection
• Political Thugs and Political Terrorists
• Election administration
• Buying voters liked evidenced in Kabushi , Kwacha ,ete, etc
• Election interference

ZERO S*X TOLERANCE -STATUTORY INSTRUMENT (SI) No.10/2022.
Honorable vs the Community

Does Zambia need to come up with an SI on S*xual Exploitation and Abuse and S*xual Harassment to protect the likes of Mabumba, Vubwi MP and Others?
The Zambian Government through Parliament must establish principles or come up with an SI for use by all Members of Parliament and agencies engaging with Public Affairs on the prevention and response to incidents of s*xual exploitation and abuse and s*xual harassment (SEAH).
The principles or SI will reflect the leaders commitment to increase the New Dawn Government’s engagement in a clear and consistent manner on SEAH issues, to promote accountability and transparency in response to SEAH incidents, and to ensure that an Member of Parliament or Government Officer or ordinary Citizens follows principles or the SI so that we can have integrity in our lives instead of some lawmakers going out in public showing their JOHN, we can’t have such kind of useless behaviors , why should you keep such kind of people who break the law and are using taxpayers resources to go show their D _ _ K on social media ?
Zambia needs laws that are effective and transparent in a manner to make sure that those in the lead will know that once found out then the will be FIRED with no benefits .
These Principles or SI must have six (6) key components:
Zero S*x Tolerance (ZST) when found playing with (DIKIPUSI) while holding a Position as an MP or Government Staff.
The New Dawn must come up with an SI and continue to promote the full implementation of policies of Zero S*x Tolerance for S*xual Exploitation and Abuse and S*xual Harassment, including Zero S*x Tolerance for inaction in response to allegations, across Zambia and outside Zambia. This includes support for policies that prioritize prevention and mitigation efforts, monitor the effectiveness of such efforts, ensure safe access to confidential SEAH reporting mechanisms and appropriate survivor support, and embed survivor-centered principles across all actions in response to reported allegations – including investigations.
The Zambian Government must recognize that an absence of reporting does not mean incidents are not being perpetrated, nor does it indicate that Zero S*x Tolerance policies are or will not be fully implemented.
A Survivor-Centered Approach
The Zambian Government must expect all allegations or incidents of s*xual exploitation and abuse and s*xual harassment to be reviewed and addressed ASAP, while respecting principles of due process. In its engagement with the Community and other National Organizations, the Government should continue to advocate for the use of survivor-centered principles and standards – an approach that recognizes and empowers survivors as individuals with agency and unique needs, safeguarding their dignity and well-being.
Prevention and Risk Mitigation.
The New Dawn Government should work with Parliament and other National Organizations to institutionalize prevention and mitigation measures that go beyond basic awareness-raising, training, capacity-building or dissemination of codes of conduct, and include a commitment to promote adequate funding, dedicated technical staff, and meaningful risk analysis and mitigation. The Government must hold any MP or Government Officer to the highest standard, including from the onset of a S*x Crisis, conflict or emergency, to mitigate against such risk, especially with highly vulnerable populations that get used by those who have money to buy S*X .
Accountability and Transparency.
The Zambian Government must expect those in leadership our great Nation Zambia to take meaningful action to support accountability and transparency through, among others, the following: the conduct of timely and survivor-centered investigations; response efforts driven by the needs, experiences, and resiliencies of those most at risk of SEAH; clear reporting and response systems, including to inform the Constituencies of allegations or incidents; and accountability measures, including termination of employment of that of being an MP or involvement of law enforcement, as needed.
Organizational Culture Change.
The Government of Zambia must work to advocate for the development by us as a People as to what kind of leaders will lead us as evidence-based metrics and standards of practice in the implementation of Zero Sec Tolerance policies, promote holistic approaches, empower women and girls, and reinforce leadership and organizational accountability. Policies, statements, and training are essential, but alone are insufficient to produce lasting positive change. Systems-level change requires a shift in organizational culture, s*x behavior, and the underlying processes and mechanisms to deliver assistance and promote internal and external accountability.
Empowerment of Communities.
The Zambian Government must prioritize, in partnership with the leadership of communities, the critical importance of locally-led efforts, particularly those led by women and girls, who, when meaningfully supported and engaged, can inform the measures that may mitigate risks and promote safer assistance than being used by those who use the vulnerable so that they can have s*x with them.
