PATRIOTIC Front (PF) secretary general, Raphael Nakacinda has been sentenced to 18 months imprisonment with hard labor for defaming President Hakainde Hichilema.
In this matter, Nakacinda, aged 43, of farm number 1794, Kafue district pleaded not guilty to defaming President Hichilema contrary to section 69 of the penal code chapter 87 of the laws of Zambia.
In rendering judgment, Senior magistrate Irene Wishimanga found him guilty and convicted him accordingly.
Nakacinda on December 13, 2021 in Lusaka, with intent to bring the name of Mr Hichilema into hatred, ridicule and contempt, published defamatory matter by word of mouth, where he addressed people at the High Court of Zambia, which was also broadcasted by Muvi television that " His Excellency President Mr Hakainde Hichilema had begun to summon Judges at his private residence , intimidating and coercing them to frustrate PF legal
battles."

ECZ reopens ballot printing tender, encourages local bidders
THE Electoral Commission of Zambia (ECZ) has announced the reopening of the tender for the printing and delivery of crucial electoral materials, including ballot papers, ballot paper posters, blind voter templates, and announcement forms.
ECZ acting chief electoral officer, Bob Musenga, during a press briefing held this morning stated that the commission are committed to upholding the highest standards of transparency in the upcoming elections.
"The decision to reopen the ballot printing tender comes after careful consideration of governance issues in the initial solicitation document."
The ECZ originally released the tender in May 2023, and the deadline for submissions was set for June 28, 2023.
However, the Commission cancelled the tender because it identified significant governance problems.
"This cancellation was in line with the guidelines outlined in Section 69(j) of the Public Procurement Act 8 of 2020," Musenga added.
"Our primary concern is to ensure that the electoral process is free from any irregularities or biases. Cancelling the tender was a difficult but necessary step to maintain the integrity of the upcoming elections."
The reopened tender, scheduled for issuance tomorrow Friday, September 22, will be open to both local and international bidders and the commission has encouraged local bidders to bid for the tender.
"Bidders can obtain the necessary documents from the Zambia Public Procurement Authority (ZPPA) e-GP System, upon payment of a non-refundable fee of K1,000.00 or the United States dollar equivalent," said Musenga.
Meanwhile the Continuous Registration of Voters (CRV) initiative, which commenced on September 5 this year was expanded to include ten additional districts.
This expansion reflects the Commission's commitment to bringing electoral services closer to the people and encouraging broader citizen engagement.

In line with the Southern African Development Community's Principles and Guidelines Governing Democratic Elections, SADC through its Chairperson of the Organ on Politics, Defence and Security will deploy an Election Observer Mission (SEOM) to the Republic of Zimbabwe from August 17th to August 31st, 2023.
In our capacity as the Chair of the SADC Organ on Politics, Defence, and Security, during Zimbabwe's election on August 23rd, 2023, we are pleased to announce the nomination of former Vice President Dr. Nevers Sekwila Mumba as the Head of the SADC Electoral Observation Mission (SEOM) to Zimbabwe.
The SEOM will coincide with the upcoming SADC Summit to be held in Angola on 17th August 2023, where we assume Chairmanship of the Organ on Politics, Defence and Security Cooperation.
This appointment of Dr. Nevers Sekwila Mumba showcases the confidence of the Zambian people, reflecting his extensive experience in various senior roles he has held in the past.
We remain optimistic and eagerly anticipate a peaceful and democratic electoral process before, during, and after the elections in Zimbabwe.
