District Commissioner Paul Masuwa has advised Serenje Town Council to prioritize local contractors when awarding Constituency Development Fund (CDF) projects.
And Council Chairperson Mr. Staivous Mulumba has called for the review of councillorās conditions of service for councillors which were last amended in 2016.
The District Commissioner and the Council Chairperson were speaking during a capacity building meeting which has been organised by Local Impact (USAID) for councillors, traditional leaders and senior council officers.
Mr. Masuwa said contractors should only be outsourced if projects cannot be managed by local contractors.
āHis Excellency, President Hakainde Hichilema has been telling us that CDF must benefit the local. I will not be happy if for example a construction of a 1x3 classroom block is awarded to a contractor from Lusaka or Copperbelt. I believe that we have contractors who can build a 1x3 classroom block in Serenje District,ā Mr. Masuwa said.
And the Council Chairperson in his opening remarks appealed to relevant authorities to consider revising the conditions of service for local contractors.
The Local Impact (USAID) has organised a three days orientation meeting targeting traditional leaders, councillors and chief officers from the council with the special focus on the role of councillors in human resource matters, councillor - officer relationship and the
councillorsās role in the utilization of CDF among several topics.
The orientation meeting is also being attended by their royal highnesses, Chief Chibale, Chief Kabamba and Chief Chisomo.

MINING LICENCE COVERING 3 CHIEFDOMS SHOCKS CHIEF KABAMBA
Serenje, Sunday (March 5, 2023)
Chief Kabamba of the Lala people of Serenje District, Central Province, is shocked that a named investor has been given a mining license covering three Chiefdoms, without consulting traditional leaders.
The Traditional Leader has since refused to sign a Consent Letter for the investor as provided for under the Chiefs' Authority Act (Chapter 128) of the Laws of Zambia.
He observed that the move was in contravention of the Environmental Impact Assessment - EIA Act which set out the general principles, procedure and methods to enable the prior consideration of environmental impact assessment on certain public or private projects.
This came to light when Centre for Environment Justice (CEJ) Executive Director Maggie Mwape paid a courtesy call on Chief Kabamba at his palace in Serenje, where the NGO is executing a three year project, Resilient Initiatives for Sustainable Environment - RISE, supported by Bread for the World - BftW.
Chief Kabamba said he is disappointed that the license covers Kabamba Chiefdom, Chibale Chiefdom and parts of Mkushi Districts and Luano District.
He emphasized that Traditional Leaders were interested in investors to develop the country but that chiefs must be consulted to avoid Human Rights abuses by displacing vulnerable people.
Meanwhile, Central Province Council of Chiefs Chairperson Chief Chibale was surprised that a license was issued without his knowledge.
He said Traditional Leaders under the Central Province Council of Chiefs recently resolved that the Ministry of Mines and Minerals Development should be reformed to allow for participation of Chiefs to provide consent before issuing licenses.
Chief Chibale added that Chiefs in Central Province further resolved that all chiefdoms should generate Chiefdom Development Trusts or foundations whose responsibilities should, among others, be the allocation of land and resource mobilization in the Chiefdoms.
He said the Chiefs resolved that all Chiefdoms shall identify and compile a list of investors in mining, timber trading and any other economic activities.
The Traditional Leader urged Government to always engage Chiefs in the development agenda.
And Centre for Environment Justice (CEJ) Board Member Boniface Mumba said his organization appreciated the role Chiefs play in the environmental sustainability.

Kanona and Mupepetwe secondary schools to have dormitories - Council Chairperson

His worship, the Council Chairperson Mr. Staivous Mulumba says Mupepetwe and Kanona secondary schools will be upgraded into boarding schools by construction of dormitories using the Constituency Development Funds (CDF).
The Council Chairperson says the construction of dormitories will help vulnerable pupils have access to CDF secondary school bursaries within Muchinga Constituency.
Mr. Mulumba said the local authority is concerned that vulnerable pupils from Muchinga Constituency did not exhaust the 2022 CDF allocation for secondary school bursaries despite being funded by the Ministry of Local Government and Rural Development.
The Council Chairperson was speaking today when he visited Kanona Secondary School, Mupepetwe Secondary School and Mambwe Locha Primary School of Muchinga Constituency to appreciate challenges being faced.
Mr. Mulumba said he will be engaging the office of the area member of parliament Mr. Emmanuel Banda to ensure that vulnerable pupils in his constituency are provided with decent learning facilities.
āI have been working very well with the area member of Parliament Mr. Emmanuel Banda where developmental projects are concerned. And he has been supporting my office and I know that he would love to see decent learning facilities for our pupils,ā he said.
Meanwhile, Mr. Mulumba said all the schools will soon have enough desks for all the pupils following a presidential directive that no pupil shout be seated on the floor by 31st December, 2023.
After touring the schools, Mr. Mulumba also donated close to 200 text books for junior secondary school in mathematics, English andIntegrated Science.
The Council Chairperson has also promised to make a follow up following a report that Mambwe Locha does not receive funding for
Early Childhood Learning (ECE) despite its establishment in 2013.
