The Pennsylvania Health Care Cost Containment Council (PHC4) is delighted to spotlight Charles Wentzel, our Manager of the Research Department Statistical Division. Charles started at PHC4 over 29 years ago, when data came in as continuous-feed printouts and reel-to-reel tapes. How much things have changed since then! With a master’s degree in applied statistics from Villanova University, Charles manages the generation of complex risk-adjustment models and various reports. PHC4 knows Charles is an intellectual asset and we are grateful to have his expertise, as a part of our talented cohort of professionals!

The talented cohort at The Pennsylvania Health Care Cost Containment Council (PHC4) was greatly enhanced when Jiahao joined the team! He came to PHC4 from Independence Blue Cross as an accomplished professional with a PhD in Medicine from Ulm University, and more than a decade of experience in data analysis. Though he is very proud of the seven years of analysis he has provided in reporting on Hospital and ASC finances, he is most proud of his marriage of 35 years and his beautiful family. PHC4 is grateful for his many contributions!

The Maternal Mortality Review Act has given The Pennsylvania Health Care Cost Containment Council (PHC4) a significant role to play in delivering more transparency into the causes of maternal mortality in Pennsylvania. Senator Judy Schwank’s Senate Bill 262 requires the Pennsylvania Department of Health publish severe maternal morbidity data annually, using hospital discharge data from PHC4. In serving our mission, PHC4 proudly supports this effort.
