MasterPlan’s value rests with its people. There is never one person who makes a business great, but good managers are a critical ingredient in the success of any company. This is the approach that Simon Tonkin has followed in his 42 years at the helm of MasterPlan. In his own words,
“… It’s all about the people, …. get that right and the rest will follow.”
It is through Simon’s people-first approach that MasterPlan continues to thrive today and will into the future. It is therefore with mixed emotions that we announce that Simon Tonkin will be stepping aside as Managing Director from the 1st of January 2024.
Building from this strong foundation, we are proud to announce that Greg Vincent will be assuming the role of MasterPlan's Managing Director. Greg’s knowledge and the high regard for him as a planning professional will ensure the vision and values of MasterPlan are maintained and continued.
On this handover, MasterPlan celebrates the career of Simon Tonkin.
Simon has acted as a Director of the company since the early 1980’s, first as Brian Turner and Associates, then Bone and Tonkin Planners, and since 1996 as MasterPlan. Simon’s collaborative and percipient management approach has successfully navigated the company through challenges, growth, and success alike.
Simon’s career as a professional Planner, Director, and mentor has, in his words,
“…. been significantly enhanced by the people met and the relationships established.”
Simon was previously recognised by his peers as a Life Fellow of the Planning Institute of Australia. Simon says,
“We are privileged in the role we play as planners, and we should respect that role and the community we serve.”
Simon is looking forward to having more time for leisurely pursuits, but you will still see him around as he continues to assist our clients through MasterPlan.

With the School Holidays here, MasterPlan would like to take a moment to recognise Discovery Holiday Parks on their transformative Goolwa Holiday Park development which provides family accommodation and activities.
Discovery Parks recently completed stage 5 of the 6 stage re-development of the park. MasterPlan facilitated planning consent for the significant upgrade in 2021. Since that time Discovery Parks have worked tirelessly to drive the project through an accelerated construction and delivery phase, resulting in a dramatic transformation of the site over the past two years. The remarkable change can be seen in the timelapse below.

The MasterPlan team is pleased to have assisted with the development of a supported accommodation precinct in Northfield, providing a mix of unit forms to suit the varied needs of occupants. The precinct provides much needed accommodation whilst responding to the features of the site, retaining a series of significant trees and providing landscaping surround the buildings to heighten amenity both within and outside of the development.

Graham Burns has advised that he will be transitioning to retirement at the end of 2022.
Graham's contribution to the planning profession over the past 47 years has been driven by his passion to serve the industry underpinned by his commitment to achieving client success.
Graham joined Bone and Tonkin Planners, now MasterPlan, in 1986, and has been a valued member of the MasterPlan team for 36 years of continued service to the consultancy.
Joining Simon and Geof in 2001, Graham served as a Director for 20 years, helping to shape the company's position, now located across three offices around Australia.
The Directors and staff of MasterPlan would like to thank Graham for his contribution to the company, the planning profession, and to the many clients he has assisted in the Development Industry, and State and Local Government sectors.
Graham will finish in the office on Thursday 22nd December, but don't be surprised if he pops his head up to finish off some projects and assist in the transition of projects to other MasterPlan staff over the next 6 months.

MasterPlan has recently assisted a number of our clients to obtain approvals for infill development within the Housing Diversity Neighbourhood Zone of Adelaide’s established suburbs providing for medium-density housing while maintaining residential amenities.
The Zone provides opportunities for higher densities close to public transport and activity centres, allowing for a qualitative assessment based on the location of each development. Several of our clients have recently used this combination of policy and location to obtain approvals for medium-density housing within this Zone, providing a greater level of housing choice in well-connected middle-ring suburbs like Firle and Felixstow. These high-quality residential flat buildings are each located within 200 metres of both shopping and bus routes and allow these suburbs to cater for a range of needs and lifestyles while maintaining valued features like established street trees and establishing new trees on the site of the development in accordance with the urban tree canopy policies.

David Lake, Kirsten Falt and Adam Williams from MasterPlan were very pleased to join colleagues from local government, state government, and the private sector to celebrate 30 years of the Country Planning Officers Group at Seppeltsfield Barossa.
Speakers identified that recent natural disasters have highlighted the fragility of our built environments and increased concern and awareness about the resilience of our towns and communities. The seminar provided a timely opportunity to reflect on the Pinery and Sampson Flat fires of 2015 and the Gawler River Flood of 2016, and how we as planners can help with recovery from such events and identify opportunities to minimise the risk from a natural disaster in the future.
Today is World Town Planning Day, a special day to recognize and promote the role of planners and planning in creating healthy, prosperous communities. It is celebrated in 30 countries on four continents, a practice that started in 1949.

MasterPlan is pleased to have received the Minister’s support for the Nexus Hospital within the Repat Health Precinct.
Thanks to the hard-working project team led by Swanbury Penglase the approval provides needed improvements to South Australia’s health system.
The building will be the centrepiece of the Repat Precinct with a world-class design that compliments the site’s rich history.

MasterPlan staff participated in Ride2Work Day, enjoying the benefits that riding a bike can provide, including being a more cost-effective, healthful, and ecologically friendly mode of transportation.
Good planning, through the provision of bicycle storage and end-of-trip facilities at the workplace can help facilitate and enable staff to enjoy the benefits riding a bike as an alternative means of journey to work.
This has been proven to limit the effects of climate change with every kilometre you ride a bicycle instead of driving a car saving around 240 grams of CO2.

It’s Time…
World Leader in Luxury, the LVMH Group now have their approval for the Swiss watchmaker TAG Heuer to open a Boutique featuring their new global retail direction for the brand in the Precision Group's Adelaide Central Plaza
The Boutique will occupy a prominent tenancy at the corner of Rundle Mall and Charles Street featuring a modern avant-garde design adding to the premium retail experience offered at the Adelaide Central Plaza.
Congratulations Precision Group for securing LVMH and TAG Heuer to Adelaide Central Plaza and to Maya Projects Group for the design of the new Boutique.
Infill development is often controversial and divisive topic amongst the community. However, when done right, the impacts from additional dwellings can be almost imperceptible to the community, whilst increasing housing choice and density.
A great example of this is a recent approval granted to our client for a pair of two-storey semi-detached dwellings on Sturt Place, Beaumont. Our client sought to provide two high-end dwellings within an established, tightly-held residential area. Council was satisfied that the development responded to the established character of the area by carefully presenting to the street as a single dwelling.
The finer details of the design, including integrating vehicle and pedestrian gates within the front boundary wall to present a single driveway and pedestrian access, provision of a common hipped roof and a staggered façade, along with the retention of existing street trees, ensured a positive and contextually appropriate impact on the street.
The resulting two-storey semi-detached dwellings are contextually designed and seamlessly integrated into the street to minimise effects on adjacent properties and the streetscape.
MasterPlan is proud to have been involved in this successful project from its inception which serves as a positive example of contemporary infill development.

MasterPlan attended the Property Council of Australia Education Lunch at Adelaide Oval.
The Hon. Minister Blair Boyer MP presented a bipartisan approach to delivering educational facilities and praised the property and development industry for delivering high-quality infrastructure to support public education in the State.
The esteem Panel of experts recognised the continuing need for the property sector’s support for:
· Education as South Australia's largest export industry.
· A continuing demand for student accommodation (Post Pandemic) which currently only provides 1 bed per 14 students;
· Assistance in increasing the transition of High school students into tertiary education which is currently the lowest in the Nation;
· The Government investment in Technical colleges; and
· The important need for flexible and adaptable buildings to accommodate the future needs of education and training in the current education building projects;

MasterPlan has assisted Tiwi Design to obtain approval for a one-of-a-kind development working arts display centre on Bathurst Island.
Tiwi Design is one of the greatest and most artistically diversified art centre corporations that promotes, conserves, and enhances the Tiwi Culture.
The building will provide space for working artists, painting, carving, screen printing and weaving. The cultural centre will highlight the indigenous community’s culture through art displays and workshops.
The Centre will also support the local community by creating job opportunities, and new businesses, advancing cultural engagement between visitors and local communities.

Introducing the Nexus Suites!
The Barossa Assessment Panel have endorsed a discrete expansion of the recently approved Nexus Barossa hotel. Consent has been granted for an additional four buildings comprising 12 luxury accommodation suites. The suites will deliver a boutique accommodation option, which is distinct from the approved hotel in its form and function. It will have its own exclusive point of arrival, check-in facilities, and entertainment areas; and, will be marketed as the luxury offering of the overarching Nexus operation.
As shown in the visualisations by Brown Falconer below, the considered siting and design produces a high quality visual outcome with a controlled effect on its complex natural setting.

At the Mount Barker Council Assessment Panel Meeting on 21 September, the CAP approved the development of the Wellington Road Tavern.
To be developed as part of the emerging activity centre off Wellington Road, the hotel will provide food and beverages in an entertainment and leisure environment for the growing Mount Barker Community.
MasterPlan worked closely with the project team , , , , and to carefully navigate the assessment process including public engagement, native vegetation management and response to Council requests for information.
