Welcome to Todd Talk
A couple of days ago, I was talking to a potential client about lessons for his daughter, He told me that there was a rumour that bookings for Practical Driving Assessment's (PDA's) had blown out to a two year wait.
In this Todd Talk I want dispel the misconceptions on availability of PDA's in the Perth Metro area.
If you have been searching for a PDA booking, then you will know how hard it is to find one when you want/need one, there are rumours flying around that there are no assessments available for approximately three months and more, I have heard staff in the licencing centre state this, but what they should be also stating is that 'currently there is no bookings available but the department is constantly releasing bookings as they ascertain Assessor availability and people cancel bookings at any time', so just keep looking/refreshing your search and you will find one.
In fact, I remember hearing/reading someone from the DoT stating that they hold back a one or a couple of Assessor's bookings in case an Assessor has to have a day off and release those booking only a week in advance.
So people, please don't panic, forget the rumours, in the last couple of weeks the Office for the Minister for Transport has done a media release stating that the Department has employed another seven Assessors and will do another recruitment drive later on this month, they have also put steps in place to counter the bulk booking and on-selling that some schools are currently doing, by 'stopping the swap' (which I covered in previous Todd Talk), so by the middle of this month we should see the PDA booking system to be fairer for all.
The Department is also recommending that people don't share their private details with third parties in an attempt to secure PDA bookings, remember your or your child's private details are just that, private.

I had a comment on my last addition of Todd Talk 'Stop the Swap', from another Driver Instructor from the Driving Instructors of Western Australia forum.
Rhod posed the question 'If the DoT is struggling maybe it's time they outsource PDA's, seems to work for vehicle inspections, Truck licences and is already working in South Australia.'
Good point, as it also has been introduced into Tasmania as well, but when look at the history of othe States ventures into privatisation of services, including licencing, they have mostly had to go down the road of recovery of those services due to misuse and corruption.
The Western Australian government has, in the past gone the way of 'public partnerships' as a way of extending services that they had previously and currently offer, as a consequence they have had to beef up their investigation and compliance to monitor the services.
The DoT has had to introduce changes to the access of the Instruction industry because of the lack of moral compasses of a few in the industry 'Stop the Swap'.. would we want these same people access to issuing certificates of compency to our novice drivers?

Subject - Stop the Swap
Anybody, who is trying to get their licence now, or knows/related to someone who is trying to get an Assessment in the Metro area, will know how hard it is to book an assessment, some learners are booking in the regional areas or even it's been reported that some are going interstate to do their assessment.
On the 16th March 2023, the Minister for Transport's office released a press release that on the 12 April 2023 the function for swapping assessments, available to Registered Driving Instructors will be switched off for a 6 month trial to try and alleviate the lack of available assessments to the public.
The Departments hand has been forced because of public pressure, to do something about the small amount of instructors/Driving Schools taking advantage of the online booking system, by using programs/Bots to book multiple assessment booking and on selling them as if they own those bookings, the Department has been made aware of such actions, but have always stated, when broached, that they can do little about it, as what they were doing wasn't considered to be illegal.
Is this a good solution? I believe it is, as I have been part of the chorus of people in the department and outside, that has raised this issue and remedy, Stop the Swap...

To quote a famous radio host "Hello World", if you are familiar with my website 'southerndistrictsdrivingschool.com.au' (quite a mouthful), you would have read my bio and found out that I am a licenced Driver Instructor in the Fremantle, Melville and Cockburn areas, but I have had more experience than that in this industry, I was a MDL Assessor for the DoT for 15 years and have gained a good understanding of the Assessment process, the inner working of the DoT policies and procedures.
I would like to use this knowledge and experience to disseminate information to the public about training and assessment processes, it's goals and it's inception.
You will be able to post questions to me and I'll do my best to give factual and experienced answers, I will be able to pose these questions to the relevant authority for a unbiased answers, I will be attending Driver Instructor Workshops and receiving updated Bulletins from the DoT and will be periodically posting to keep you, the Western Australian public updated.
The purpose of these posts are not for me to force my opinions and biases on you, nor to create a whinge session on the difficulties that we all face, but to try and give you an understanding about why, how and when decisions are made, explain outcomes and how that outcome came to be.
Any opinions I express will be only my opinions and I ask that anybody commenting on my posts 'Please be Respectful' as this is not designed to hurt anybody, nor to be a forum for hate, racism or discrimination.
