IMPORTANT: Following the detection of another local case in Perth’s northern suburbs, Perth and Peel will enter a circuit-breaker lockdown for a minimum of four days from midnight tonight.

Tonight’s new positive case is a man in his 30s - he worked at the Indian Ocean Brewery – and he had a meal at the brewery on the same night as the original case on the evening of Tuesday 22 June.

Once again, it only involved fleeting contact with the original case.

Tonight we also had genomic sequencing confirm that the original case, who had visited Sydney, is now confirmed as carrying the Delta variant, the same variant from the Sydney outbreak.

That is why, based on advice from the Chief Health Officer, effective from midnight tonight, Perth and Peel will enter a full lockdown for four days, at a minimum.

We will continue to review the situation, based on testing numbers and information from our contact tracing team, and provide updates when we can.

We hope this will be a circuit-breaker which will give our testers and contact tracers time to nail down a truer picture of how far this latest outbreak has spread.

We are worried this new variant can linger in the community and can transmit between people very easily.

So please, I ask everyone, to do the right thing here and follow the health advice and instructions we are putting in place.

Effective midnight tonight:

People will be required to stay at home unless they need to:
- work because they can’t work from home or remotely – a full list of essential workers and services will be available on www.wa.gov.au as soon as possible;
- shop for essentials like groceries, medicine and necessary supplies;
- attend to medical or health care needs including emergencies, compassionate requirements and looking after the vulnerable;
- be vaccinated; and
- exercise with a maximum of two adults from the same household (children under 18 years are not counted), limited to one hour per day within a 5km radius from home, and masks must be worn, except for vigorous exercise.

The following restrictions apply for the lockdown period:

People can enter the Perth and Peel areas only to access or deliver essential health and emergency services and other essential requirements.

Restaurants, cafés, pubs and bars to provide takeaway service only.

Casinos, nightclubs, entertainment venues and public venues to close.

Universities, TAFEs and training colleges to close.

Beauty, nail and hair services to close.

Retail is permitted but only for essential health services and essential goods such as supermarkets, pharmacies, petrol station, hardware and others. Non-essential retail restricted to click-and-collect or delivery only.

Public venues such as swimming pools, recreation centres, playgrounds and skateparks to close.

Fitness venues including private exercise venues, gyms, pilates, yoga, dance studios to close

Places of worship and cultural institutions to close.

Community sport is not permitted.

Private outdoor gatherings are not permitted and events and functions are not permitted.

Weddings are restricted to five people for compassionate reasons only, and funerals are restricted to 10 people.

No visitors will be allowed in homes, unless it is for essential services, critical maintenance, caregiving and compassionate reasons or an emergency.

Travel outside the Perth and Peel region is not permitted unless you are exempt to obtain or provide essential goods or services or other compassionate and medical reasons.

Schools, boarding schools and childcare centres in the Perth and Peel regions will remain open, except for the three schools that have been directly impacted as they are a listed exposure site.

Unless exempt, people in Perth and Peel are required to wear masks outside of the home, in all indoor settings, on public transport, and outdoors at all times – except for vigorous exercise.

Anyone who has travelled outside of the Perth and Peel regions since Sunday must continue to wear face masks in public, as per the existing directions.

Visits to aged/disability care are prohibited except for essential care, compassionate reasons, end of life and advocacy.

Visits to hospitals are prohibited except for compassionate reasons (eg. end of life, accompanying a child, supporting partner giving birth). Priority 2 and 3 elective surgeries will be postponed.

All these restrictions come into force from midnight tonight.

We want everyone to follow the advice, do the right thing, and when in doubt – use common sense.

I know today’s developments are deflating.

But we can take comfort in the fact we have acted quickly.

We introduced restrictions, including mandatory mask requirements which will hopefully have helped minimise any spread.

Western Australia, you have done it before.

You’ve listened to the health advice and come together to keep each other safe, and to keep our state strong.

Now is the time to do it again.

It’s time to prove to the rest of Australia – and the world – what can be achieved when a community comes together.

With no further local cases of COVID-19 overnight, and strong testing numbers, I can now confirm the next steps for Western Australia.

At midnight tonight the lockdown will end as planned.

However, a range of interim restrictions will remain in place as part of a stepped-down approach.

We need to be cautious as we come out of lockdown. The virus could still be out there, and that’s why this approach is safe and the best way forward.

We can’t go back to where we were like last week, just yet.

This approach will give us confidence to begin to get back to normal while we wait for further testing and the incubation period of the virus to come to an end.

The interim restrictions will be in place for the next four days - specifically from 12.01am Tuesday 27 April, through to 12.01am on Saturday 1 May.

As we receive more test results, we will review the situation in a few days, and then detail the plan for Saturday and onwards.

These will be the new arrangements for Perth and Peel:

From tomorrow, people in the Perth and Peel regions will be free to leave their homes.

Masks will remain mandatory, as they are now, both indoors and outdoors, and on public transport. As they are now, masks are not required for primary school children or younger, for vigorous outdoor exercise and for people exempt, including those with certain disabilities.

The ‘stay at home’ order will be revoked - people can return to work unless they can work from home or they are in a vulnerable category.

All schools will resume, but all staff and students at secondary schools will be required to wear a mask. Primary school students will not be required to wear a masks. Teaching staff at both primary and secondary schools are permitted to remove their mask while teaching.

TAFE can open, just like schools. Universities are open but only for online learning.

From tomorrow, there will be a 20-person limit in all homes, and private indoor and outdoor gatherings.

All public venues including hospitality venues, entertainments venues, and retail outlets can re-open – except for the Casino, nightclubs, and indoor fitness venues.

The 4 square metre capacity rule will be in place for this period only, with a limit of 20 patrons, not including staff. As in the past, the workplace, schools and public transport are exempt from the 4 square metre rule.

For hospitality venues, like pubs, cafes and restaurants, it will be seated service only for the next four days.

For the next four days, weddings and funerals can apply for an exemption to have 100 people. As they have during the lockdown period.

Community sport and training can proceed with players and officials, but no spectators.

Visits to hospital, aged care and disability care facilities are restricted to compassionate grounds only. Elective surgeries will be limited to Category 1 and urgent Category 2 procedures.

In terms of travel, from midnight tonight, people can travel out of the Perth and Peel regions, to other parts of WA. However, anyone who has been in Perth or Peel since 17 April must wear a mask in public places, as per the requirements above.

I understand there will be a lot of questions and there will be some confusion, and I know these conditions will be tough for many businesses.

But it’s important we remain cautious and ease off restrictions, in line with health advice, so we can get back to normal as soon as possible.

Coming out of lockdown is no easy task.

It’s about balancing things out – and coming to a point that is in the best interests of the whole community, based on the latest health advice.

Over the next few days, as we get more people tested, we will be able to then outline the next plan, beyond Friday.

It’s been fantastic to see so many Western Australians do the right thing over this challenging weekend – but it’s crucial that we keep it up.

Keep getting tested, using the SafeWA app, practice good hygiene and COVID-safe habits, and keep looking out for one another.

Following the recent announcement by the Premier of the 3 day lockdown of Perth and Peel areas, we will only be serving takeaway orders from Saturday 24th April until Monday 26th April unless further announcements by the government says otherwise. Ubereats orders is still available for home deliveries. Please wear a mask and maintain social distancing. As unfortunate as it is, we will again have to adhere to lockdown rules to keep our community safe.

I’ve just finished a number of urgent emergency meetings, and have a serious issue to update the community on.

- Current situation -

Today, Victorian Health received the test result of one of the people in the immediate adjacent room to the cases involved in the Mercure Hotel intra-room transmission. The male in his 50s is COVID positive and is currently in hotel quarantine in Melbourne.

He was one of the two people in immediate adjacent rooms. The other person has returned a negative result and will complete 14 days of hotel quarantine in Perth.

This case arrived in Perth on April 3, on flight SQ223, after spending time in Shanghai. His room was alongside the family from the UK, so opposite the couple from India but one over to the right.

He returned a negative result on Day 12 in hotel quarantine, and was then subsequently released on the 17th of April, before leaving for Melbourne on the 21st of April.

This means he spent up to five days in Perth, and we now need to assume he was infectious during this five day period.

I will now go through what we currently know, but I want to say this – this is a fast evolving situation and we are acting on information that this just coming to light.

Because the person is in Victoria, we’ve immediately mobilised teams to begin contact tracing.

A more detailed summary of the locations and specifics times will be released later today, when we have that information finalised from our contact tracing team.

But generally, this is what we know at this stage:

After leaving hotel quarantine on the 17th, he stayed with a friend and her two children at their home in Kardinya and went to a Malaysian restaurant.

That friend has – who is a close contact – had a rapid COVID test today and that has just returned positive.

On the 18th, the Victorian case visited a swimming pool in the southern suburbs. He had a coffee in Leeming, and dinner in Northbridge, and then stayed at St Catherine’s College at UWA – which offers short-stay accommodation.

On the 19th he visited a Chinese traditional medical doctor, went to a Northbridge and again stayed at the college that night.

On the 20th he visited Kings Park and Northbridge again.

On the 21st he had breakfast at St Catherine’s, before being driven by his friend to the airport. He boarded flight QF 778 from Perth to Melbourne at 1.05pm that afternoon.

That flight had 257 passengers and Victorian Health is working on contact tracing those people.

For any Western Australia that was on that flight, and has since returned, you will be required to be tested immediately and self-quarantine for 14 days.

So in summary, we now have two positive cases that have been in our community from April 17.

Details and locations for both the Victorian case and his friend, will be finalised and released publicly as soon as possible. If you have been to these locations during the times listed you will need to get tested and isolate until you return a negative test result.

If people are deemed a close contact by public health officials, you will be tested and required to self-quarantine for 14 days.

We are currently scaling up our contact tracing and COVID testing teams. We’re also obtaining CCTV vision to piece together more details.

We know his accommodation at St Catherine’s College at UWA has a separate bathroom. Health will be sent into St Catherine’s College to test people. So anyone at UWA, if you’re feeling unwell. You need to get tested.

- Restrictions and three-day lockdown -

As a result of this situation, we need to act and do what is necessary to prevent further community transmission.

We have gone more than 12 months of no community transmission and our lives in WA have been normal, compared to what we have seen around the world. We need to do everything we can to protect our way life.

That’s why, from midnight tonight, Perth and Peel will enter a THREE DAY lockdown over the long weekend – until midnight on Monday night.

I know this hard to take. I really wish we didn’t need to be doing this. But we can’t take any chances with this virus. We just can’t.

- Lockdown -

From midnight tonight, people will need to stay in the Perth and Peel regions and won’t be able to leave, unless you have an exemption.

There will be the four reasons to leave your house, these are:
work because you can’t work from home or remotely;
shopping for essentials like groceries, medicine and necessary supplies;
medical or health care needs including compassionate requirements and looking after the vulnerable; and
exercise with a maximum of four people, limited to one hour per day, and masks must be worn (except for vigorous exercise).

- Masks –

Masks are mandatory from 6pm tonight and over the three-day lockdown for Perth and Peel residents, and we recommend they be worn immediately.

If you have left Perth and Peel since 17 April, you will be required to wear a mask whenever you are in public across WA.

Over the short three-day lockdown, you must wear a face mask unless you’re in your home, in your car with people you live with or doing vigorous exercise.

Masks are not necessary for children under 12.

- Venues to close -

The following facilities within the Perth and Peel regions will need to close over the course of the lockdown:

Pubs, bars and clubs, except for takeaway.
Gyms and indoor sporting venues – no community sport is permitted;
Playgrounds, skate parks and outdoor recreational facilities;
Cinemas, entertainment venues, and casinos;
Large religious gatherings and places of worship; and
Libraries and cultural institutions.

The following restrictions will apply for the lockdown period:
People can enter Perth and Peel only to access or deliver essential health and emergency services and other essential requirements, or returning residents.
Restaurants, cafes or pubs, to provide takeaway service only;
No visitors to hospitals or residential aged care or disability facilities, unless there are exceptional circumstances;
Weddings and Funerals will be permitted – however, they will be limited to a 100 patron capacity, not including staff, and masks must be worn;

This will be the ONLY exemption for restaurants and other event locations.

- COVID Testing -

If you are unwell, more than ever you need to stay home and get tested if you’re symptomatic.

Our testing clinics are open and ready for people to get tested, if you are symptomatic.

Vaccinations will continue over the three-day lockdown period.

COVID is incredibly challenging. As we’re experiencing.

I know this three-day short lockdown is difficult, but I hope we can keep it to three days only, give our contact tracers and health teams the time they need to ensure community spread is limited.

Unfortunately, Anzac Day dawn services will be cancelled in the Perth and Peel regions.

I encourage everyone to take part in a driveway dawn service again this year. I will be doing that again.

We will be monitoring this all very closely here-on and continue to assess the situation – as more information comes to light.
It has been more than a year – WA has experienced community transmission of this virus before. This has been an incredible result.

However we need to go back to what we know best, we need to stay safe.

We’ve all done this before and it has kept us safe.

It’s crucial we act calmly and sensibly, to keep the community safe.

I know for many Western Australians this will be disruptive.

My thanks goes out to everyone across the community for their patience and understanding.

As I’ve always said, I’ve been incredibly proud of WA.

The response of Western Australians has always been second-to-none.

Again, I urge everyone to act heed the health advice to stay safe.

We’ve maintained caution in abundance the whole way along this unpredictable COVID-19 journey. We need to stay the course together.

Take care of your loved ones and be respectful of others including those who are working to keep essential services and supplies ticking over.

As you know, the short-sharp lockdown of Perth, Peel and the South West is due to end tomorrow evening at 6pm.

As of 8pm tonight, I can confirm that we have recorded no new local cases of COVID-19. This is a remarkable achievement, and the credit belongs to each and every Western Australian.

The short five-day lockdown has done the job it was designed to do – to reassure us that we don’t have community spread of the virus.

Provided that we continue to have no new local cases tomorrow, that lockdown will end at 6pm.

But as we have flagged, some restrictions will need to remain until we can be absolutely sure that our community is COVID-free.

Tonight I can outline to you what that transitional phase will look like for our State.

Pending ongoing testing results and expert health advice, lockdown restrictions for Perth, Peel and the South-West will be lifted at 6:00pm tomorrow evening (Friday 5 February).

Following that, stay-at-home rules will be lifted - and interim restrictions will apply to Perth and Peel.

The South West will immediately return to pre-lockdown conditions at 6pm tomorrow (Friday 5 February).

A post-lockdown transition period for the Perth and Peel regions to keep WA safe and resume a more COVID-safe way of life will remain in place until 12.01am Sunday morning, 14 February – allowing for the full 14-day incubation period to run its course.

All Western Australians must continue to practise physical distancing where possible and maintain good personal hygiene at all times.

The post lockdown transitional measures for the Perth and Peel regions, include the following measures:

- Everyone must continue to wear a mask in public and while at work, unless exempt or for outdoor vigorous exercise

- All business and venues can reopen, except for the casino and nightclubs

- 4 square metre capacity rule in place for most venues

- 150-person capacity – excluding staff – at hospitality, entertainment and venues and events including weddings and funerals at these venues

- Community sport can start, and involve up to 150 people including players, officials and spectators.

- Seated service only at hospitality venues

- Dancing only permitted at weddings and dance studios

- 20-person limit for private indoor and outdoor gatherings

- Visits to aged care and disability care facilities restricted to compassionate grounds

- Residential school and boarding facilities can resume with a COVID Safety Plan

- Only essential travel is permitted in and out of the Perth and Peel regions to other parts of WA.

Under the post-lockdown transition measures, Perth and Peel schools will start from Monday, 8 February, with the mandatory mask rule applying to all school staff and secondary students. Masks are not required for primary school students.

Masks are also mandatory for staff at childcare facilities as well as students and staff in higher education, including TAFEs and universities.

Teaching staff are permitted to remove their mask if teaching at the front of the classroom to enable clear enunciation.

People who need to leave the Perth and Peel region for essential purposes must wear a mask at all times in other regions of WA, as per the rules in place in Perth and Peel.

Elective surgery at WA public hospitals will resume once the lockdown has ended and people will be contacted directly to re-schedule and re-book their appointments which were suspended due to the five-day lockdown.

FIFO workers will once again be able to leave the Perth and Peel regions, but documentation will be required and they must follow strict health protocols.

COVID-safe measures including the use of contact registers and SafeWA will continue to be crucial as part of post-lockdown life.

Currently, the onus is on businesses to ensure a contact register is available for patrons.

But from 6pm tomorrow the responsibility will be shared – individuals will now also face penalties if they fail to scan in using either SafeWA or the contact register available. As always, authorities will apply a common-sense approach.

This is an important step for our State, and one which we are only able to take because Western Australians have overwhelmingly done the right thing under extremely challenging circumstances.

This week we have seen the absolute best of WA. The community united behind one another, followed the rules, got tested and gave us confidence to move to this transitional stage.

But this has been an extremely disruptive week, and I expect the next 24 hours and the following week will still be challenging for many people.

I encourage everyone to support local businesses as much as they can - it will go a long way to help them recover from the events of the past week.

I wish we could just snap back immediately to the life we had last week - but doing so would be too risky. It would be irresponsible.

All things going well, and if we continue to see good results from our COVID testing, this phase will last for less than nine days.

But to make sure that happens, I do need to ask one more thing:

If you are unwell, if you have any symptoms – please go get tested.

And obviously, if you have been to any of the exposure sites, you need to get tested. And even if you have received a negative result, get tested again if symptoms develop.

I cannot stress this enough.

I know this week has been tough.

But we live in the best country in the world – and the best State in the country.

And we will get through this.

Beginning at 6pm tonight, the whole Perth metropolitan area, the Peel region and the South West region will be going into a full lockdown.

This lockdown will run until 6pm on Friday.

A five-day lockdown.

It’s crucial we act quickly, to keep the community safe.

We cannot forget how quickly this virus can spread, nor the devastation it can cause.

Following our discussions with the Chief Health Officer and Police Commissioner, the following measures will be put in place from 6pm for people in Perth, Peel and the South West:

People in these regions are required to stay home, except for the following four reasons:
- Shopping for essentials like groceries, medicine and necessary supplies.
- Medical or health care needs including compassionate requirements and looking after the vulnerable.
- Exercise, within their neighbourhood, but only with one other person and only for one hour per day.
- Work, where you cannot work from home or remotely.

In addition to this Stay Home rule.

If you do leave home, for one of the four reasons you will be required to wear a mask at all times outside and if you need to work indoors, then wearing a mask in the workplace is also mandatory.

To be clear, mask wearing on public transport is also mandatory.

People in the Perth, Peel or South West region need to stay inside their region for the next five days, unless for an essential reason.

We are strongly encouraging that everyone in this area, who is from another WA region, stay here and do not travel further outside of this area until the lockdown is over.

If you do need to travel outside the region you are in now, that can only occur if you need to return to your place of residence or exceptional circumstances.

The transport of essential goods into this region, is permitted, under our existing transport guidelines.

This lockdown means the following businesses, venues and locations in the relevant regions need to close for the next five days:
- Pubs, bars and clubs
- Gyms and indoor sporting venues
- Playgrounds, skate parks and outdoor recreational facilities
- Cinemas, entertainment venues, and casinos
- Beauty therapy services, parlour or salon including hairdressers, barbershop, nail salon, tattoo parlour, spa or massage parlour
- Large religious gatherings and places of worship
- Libraries and cultural institutions

Restaurants and cafes will close, and provide takeaway service only.
10 people can attend funerals, weddings are cancelled for the next five days.

No visitors are permitted to your home, unless caring for someone vulnerable or an emergency.

No visitors will be allowed in aged care homes, unless exceptional circumstances.

No visitors to hospitals and/or disability facilities, unless exceptional circumstances.

Elective surgery and procedures for categories 2 and 3 will be suspended from Tuesday, 2 February. Category 1 and urgent category 2 surgery will continue.

For a majority of schools in these regions, school was due to start tomorrow.

That has now been put on hold and schools will be closed until next week – following the lockdown measures.

It is, in effect, an extension of the school holidays.

All these measures will be reviewed regularly and the Chief Health Officer will continue to monitor the serious situation and provide more ongoing advice.

This is an extremely fast-moving situation.

I know for many Western Australians this is going to come as a shock.

Western Australians have done so well for so long but this week it is absolutely crucial that we stay home, maintain physical distancing and personal hygiene and get tested if you have symptoms.

This is a very serious situation and each and every one of us has to do everything we personally can to help stop the spread in the community.
We have acted decisively and swiftly given these circumstances.
