🚫 Visitor Visa holders cannot apply for Student Visas while in Australia.
🚫 Temporary Graduate Visa holders will be prohibited from applying for Student Visas onshore.
🔒 Tightening regulations in international education.

Education experts have criticised the federal government’s newly announced plan to cap international student numbers, saying it will affect the profitability of universities, private colleges and some private schools.
The planned legislation is a bid to cut migration, ease housing pressures and tighten visa applications, and will allow caps for each educational institution.
It will impact University of Sydney, University of Melbourne, UNSW, Monash University, and The University of Queensland which enroll large numbers of international students, reports The Australian.
The new rules would include a loophole to surpass the cap — each institution would need to build their own accommodation to house students.
Phil Honeywood, CEO of the International Education Association of Australia (IEAA), said the policy would “damage Australia's reputation as a welcoming, safe, world-class study destination” and affect the local economy.
"It's going to cause a massive problem with 200,000 jobs potentially at risk," he told the Australian Broadcasting Corporation (ABC).
Shayaz Khan, CEO at Bluesky Immigration And Students Consultancy Services, writes on LinkedIn that while the caps are “intended to eliminate unethical practices and ensure high standards, these measures could limit students' options and access to diverse educational opportunities”.
Scott Gifford, PhD, Head of Group Funding at ANZ, said linking foreign student numbers to provision of student accommodation “will provide the economic incentive for a significant increase in student accommodation, taking pressure off private rental markets”.
