वाहन दुर्घटना!!

पश्चिम सिक्किम,०३-मानेबुङ देन्ताम क्षेत्र अन्तर्गत २१-कर्मटार गितांङ ग्राम पंचायत कार्यालय नजिक आज एक निजी सवारी दुर्घटना भएको समाचार प्राप्त भएको छ। उक्त दुर्घटनामा घाइते भएका यात्रुहरूलाई उपचारका लागि अस्पताल लगिएको छ। घटनासम्बन्धी थप जानकारीको लागि प्रतिक्षा गरिएको छ।

सम्पूर्ण जनसाधारणलाई यो सुचित गरिन्छ कि सेपखोला,नजोक नजिक रेलि खोला माथि भएको झोलुङ्गे पुल जसलाई गौलन पुल नामले चिनिन्छ।
अहिले घडी बाङ्गे नजिकको बेलि पुल अचल अवस्थमा भएको कारण जनसाधारण झोलुङ्गे पुल भएर हिड्न पर्न अवस्था रहेको छ।
यो पुल पनि धेरै पुरानो भएको कारण जिर्ण अवस्थामा।
यसको चाडै मर्मती कार्य गरिने भएकोले यश पुलबाट एक पटकमा केवल दुई जाना मात्र यात्रा गरि दिनु होला।
जबर्जस्ती,आफू खुसि दुई भन्दा अधिक हिडेर दुर्घटना भएमा आफै जिम्मेवार हुनु पर्ने अथवा अटेरी गरेमा कानुनी कार्वाही गरिने जानकारी गराउँद छु।

मुख्यमन्त्री पीएस गोलेले भेटे प्रधानमन्त्री नरेन्द्र मोदीलाई

भारतीय सेनाका इन्जिनियरहरूले उत्तर सिक्किममा काटिएका क्षेत्रहरूलाई पुनः जडान गर्न एक सय पचास फिट लामो झोलुङ्गे पुल निर्माण गरेका छन। त्रिशक्ति कोरका भारतीय सेनाका इन्जिनियरहरूले उत्तर सिक्किममा लगातार भारी वर्षाका कारण काटिएका सीमावर्ती गाउँहरूलाई पुनः जोड्न एक सय पचास फिट झोलुङ्गे पुल निर्माण गरेका छन्, जसले काटिएका स्थानहरूमा बस्ने स्थानीयहरूलाई राहत दिएको छ। चुनौतीपूर्ण परिस्थितिमा काम गर्दै सेनाका इन्जिनियरहरूले 48 घन्टाभन्दा कममा बिस नटभन्दा बढी गतिमा बग्ने पानीमाथिको फुट सस्पेन्सन ब्रिजको उद्घाटन गरेर आफ्नो प्राविधिक दक्षताको पुन: पुष्टि गरेका छन । पुलले अब ती क्षेत्रहरूमा सम्पर्क पुनःस्थापना गर्न र मानिसहरूको आवतजावतमा सहजता र सो क्षेत्रमा बसोबास गर्ने स्थानीयलाई राहत सामग्री उपलब्ध गराउने बाटो खुलाएको छ।
भारतीय सेना सीमा क्षेत्रमा बसोबास गर्ने जनताको सुरक्षा र कल्याण सुनिश्चित गर्न आफ्नो प्रतिबद्धतामा अडिग रहेको त्रिशक्ति कोरले एक प्रेस विज्ञप्ति जारी गरेर पुष्टि गरेका छन।

सरकारी जमीन अतिक्रमण भएको छ भने त्यो अतिक्रमण हटाउने निर्देश

राज्यको सरकारी जमीनहरूको अवैध कब्जा भइरहेको विषयबारे बिहीवार राज्य सरकारका अधिकारीहरूको एउटा समूह अनि पुलिस अधिकारीहरू मुख्यमन्त्री ममता ब्यानर्जीको भर्त्सनाको सम्मुखीन बन्न परेका थिए। राज्य सचिवालय नवान्नले शुक्रवार यसै विषयमा पदक्षेप गर्यो। नवान्न सूत्रले बताएअनुसार मुख्यमन्त्री ममता ब्यानर्जीको निर्देशमा चार सदस्यीय कमिटी गठन गरिएको छ। कमिटीमा कलकत्ताका पुलिस आयुक्त विनीत गोयल, वित्त सचिव मनोज पन्त, एडीजी (कानून-व्यवस्था) मनोज वर्मा र आईपीएस अधिकारी प्रभात मिश्रा छन्। मुख्यमन्त्रीले राज्यको कुन क्षेत्रमा कति सरकारी जमीन छ अनि त्यो कुन अवस्थामा छ आदि जस्ता विषयमा विस्तृत रिपोर्ट मागेकी छन्। सरकारी जमीन अतिक्रमण भएको छ भने त्यो अतिक्रमण हटाउने निर्देश पनि नवान्नले दिएको छ। सूत्रहरूले बताएअनुसार मुख्यमन्त्रीसमक्ष विभिन्न ठाउँमा सरकारी योजनाका लागि छुट्याइएको जमीन पनि कब्जा भएको रिपोर्ट पुगेको छ। यसबाट कलकत्ता शहर पनि अछुतो छैन । केही महीनाअघि ममता ब्यानर्जीले विभिन्न जिल्लामा प्रशासनिक बैठक अवधि भूमि औ भूमि सुधार विभागको कार्यप्रति असन्तुष्टि व्यक्त गरेकी थिइन्। प्रशासनिक बैठकको मञ्चबाट ममता ब्यानर्जीले सरकारी जमीनको अवैध कब्जामा केही तल्लो तहका सरकारी कर्मचारी पनि संलग्न रहेका आरोप लगाएकी थिइन्। राज्य प्रशासन सूत्रले बताएअनुसार हालै मुख्यमन्त्रीकहाँ जिल्ला स्तरको रिपोर्ट बुझाइएको छ। नवान्नका एकजना अधिकारीले भने, जिल्लाको प्रशासनिक बैठकमा मुख्यमन्त्रीले जुन निर्देश भएको छैन। परिस्थिति फेरिएको छैन जसले गर्दा मुख्यमन्त्री औधी रिसाएकी छन्। यसै विषयमा यसपालि नवान्नले कार्यान्वयनको मार्ग अपनाएको हो। उच्च स्तरीय कमिटी गठन त्यसैको सङ्केत मानिँदैछ।

सम्थार हुदै कालीझोडा जाने बाटो याङ १६ माइल , लठुटार, छेवैमा एकदै होशियारी संगले यात्र गरिदिने निवेदन गर्दछौ । किन भने एक तिर सडकको माथी बाट ढुङ्गा झर्दै छ अर्को तिर सडकको मुनि पटि प्वाल परेर उक्त बाटोले दुर्घटना पर्खेर बसे झै बसेको छ त्यसर्थ सवारी साधन चलाउँदा ध्यान दिनुपर्ने यस च्यानल द्वारा निवेदन गर्दछौ।

Continuing with my efforts to assess and address the challenges faced by communities affected by the floods along the River Teesta, today I visited Kalijhora, Riyang, and Bangey (Nazok) villages, to meet and interact with the people.

Following my visit and discussions, NHPC officials in Kalijhora have committed to processing a request for a 70-meter long protection wall to safeguard the village from potential flood threats. IRCON officials have committed to commence work on the construction of a protective wall on their dumping site in Riyang. Further, NHPC has allocated Rs 6 crores for the construction of a higher elevated bridge over the Relli River and an elevated approach road to Nazok, aimed at ensuring year-round accessibility. NHPC will also construct a protective wall on both sides of the Relli river to prevent further erosion in Bangey, Nazok.

Highlighting the need for accountability regarding the allocation and utilization of funds, meant for the rehabilitation of the people along Teesta, has been construed by the GTA Chairman Sh. Anit Thapa as "complaining". With all due respect to him, I am a public representative, and I am duty bound to voice their concerns.

Despite Chief Minister Mamata Banerjee's announcement of allocation of Rs 25 crore to GTA, there are concerns over the whereabouts of these funds, with delays in promised rehabilitation and housing initiatives. GTA had announced allocation of land for rehabilitation, no allocation has been made till date. GTA announced construction of new homes, only 3 are being constructed, but even those are sub-standard. There is no sign of any reconstruction along Teesta promised by the GTA. NHPC had allocated Rs 2.78crore to GTA for the construction of protection d***s in Teesta Bazar, we couldn't locate any such protection d***s, that fund too has gone missing it seems.

In the past week, I have reached out to central agencies operating in the region - NHPC, IRCON have extended support to local communities in various forms. The Ministry of Road, Transport and Highways has allocated Rs 500 crores as emergency grants to address the needs of NH-10, they are allocating further Rs 2000 crores for the development and expansion of NH-10. Hon'ble Prime Minister Sh. Narendra Modi ji has announced further construction of 3 crore new homes under PMAY. I will do my best to include the names of Teesta Flood victims so that they can become eligible to receive homes under the PMAY scheme in the coming days. However, amidst all this, what is missing is any action by the State Government and the District Administration to help and assist the flood victims.

The two NHPC dams TLDP III and TLDP IV generate over Rs 750 crores in revenue annually for the WB Govt. WB Govt buys electricity at the rate of Rs 4.35 per unit, yet it sells the same electricity to the people living in Darjeeling and Kalimpong for around Rs 8 per unit. With zero investment of their own, the WB State is the SOLE BENEFICIARY of these dams. Yet, these funds have never been used by the WB Govt to ensure the welfare of the local communities. Even during the time of crisis the WB Govt refused to declare the Teesta tragedy as a "disaster," further depriving our people of support from the center and the state allocations.

Yet, the West Bengal Chief Minister has the audacity to blame the NHPC, and the Central Govt. Instead of asking WB Govt a share of Teesta, Ramam, Jaldhaka hydro-power revenue, those associated with or supporting TMC in the hills are busy defending the state policy of destroying the hills. This is the hypocrisy, I am trying to bring to the attention of the people. I am not criticizing, I am merely pointing out the facts.

This is why, given the widespread devastation caused by the Teesta floods, I once again emphasize the critical need for collaboration among Central and State Govt, developmental agencies, district administrations, and elected representatives to prioritize and resolve concerns of our people.

सडक स्थिति: देन्तामदेखि गेज़िंगसम्मको मार्गमा अस्थायी अवरोध

पश्चिम सिक्किम, जुन 18: देन्तामबाट गेज़िंगतर्फ जाने सडकमा साना सवारी साधनका लागि अस्थायी अवरोध उत्पन्न भएको छ। सिङसोर खोला, जो क्रशर प्लान नजिक अवस्थित छ, बाढीको कारणले गर्दा यातायात अवरुद्ध भएको छ।

सार्वजनिक सुरक्षाका लागि साना सवारी साधनका चालकहरूलाई वैकल्पिक मार्गको प्रयोग गर्न सल्लाह दिइन्छ।

I visited the North Bengal Medical College to check on the Kanchanjunga Express accident victims who have been admitted here for their treatment. Tragically, so far we have lost the lives of 8 citizens, 44 have been injured and are undergoing treatment, out of whom 4 are a little critical.

We will spare no expenses to ensure the best possible medical treatment for all victims.

I am most grateful to the team of doctors, nurses and other medical staff who are working diligently to provide the best of care to all the accident victims.

रांगापानी छेउमा कञ्चनजंगा एक्सप्रेस माल गाडीसँग ठोकिएर ट्रेनको दुईवटा डिब्बा derail भएको छ। धेरै जनाले ज्यान गुमाएको छ भने त्यस ट्रेनमा सवार गोरूबथान मालबस्ती निवासी कालेब सुब्बा (37 वर्षीय) Excise Department को SI पदमा कार्यरत थिए उनले पनि ज्यान गुमाएको खबर प्राप्त भएको छ | यस खबरले सम्पुर्ण गोरूबथानमा नै शोक लहर छाएको छ|

आजको दिन १७ जुन २०१७ मा गोर्खाली सपुतहरु शहीद सुनिल राई, शहीद महेश गुरुङ, शहीद बिमल शशंकारले आफ्नो जाति - माटो - अस्तित्व अनि आउने भावी सन्तानको सुन्दर भविष्य छुट्टै राज्य गोर्खाल्याण्डकाे निम्ति हाँसी हाँसी आफ्नो प्राणको आहुती दिएका थिए। उनीहरु अहिले हामी माझ छैनन् तर उनीहरूले दिएको सर्वोच्च बलिदानको कथा प्रत्येक गोर्खाको छात्तीमा अमेट छाप बनेर युग युगान्तर सम्म रहनेछ।

गुवाहाटीबाट सियालदह जाँदैगरेको कञ्चनजङ्घा एक्सप्रेस रंगपानी स्टेशन नजिकै दुर्घटना भएको छ। यस घटनामा धेरै हताहत हुन सक्ने अनुमान गरिएको छ, बर्तमान स्थितिमी राहत तथा बचाँउको काम तिब्र गतिमान सुरू गरिएको छ।

केन्द्र सरकारले NH -10 को तत्काल मर्मत र पुनर्स्थापनाको लागि दिए 500 ​​करोड रुपियाँ

दार्जीलिङका लोकसभा (सांसद) राजु विष्टले लेखेका छन् ।

TEESTA UPDATE: NHPC Claims Nearly Rs 5.94 Crore Work Done

लिखेभिरमा पैह्रो झरेर बाटो बन्द भएको छ।

Today, I visited villages situated along the Teesta river to meet and interact with the people whose lives have been upturned due to the devastating flood in the river Teesta. This year's unusually heavy pre-monsoon rains have led to further devastating consequences in our Kalimpong, Darjeeling, and Sikkim region. My heartfelt condolences go out to the families who have lost loved ones, and my solidarity is with those who have been displaced or lost their homes and livelihoods due to the ongoing rains.

The recent relentless rains and resulting damages highlight the region's vulnerability. During this challenging time, it is crucial for the Centre, State, and local bodies such as GTA, Panchayat Samiti, and Panchayats to collaborate effectively in responding to this unfolding disaster.

In a federal structure like ours, responsibilities are divided between the Centre and the State under the Disastet Management Act, 2005 (DMA 2005). Each state, headed by the Chief Minister through the State Disaster Management Authorities (SDMAs), is mandated to formulate and coordinate disaster response efforts based on national guidelines.

Under Chapter II Section 26 (35) of the Gorkhaland Territorial Administration Act of 2011, disaster management, relief and rehabilitation are GTA's transferred subjects. It is therefore primarily GTA's responsibility to focus on disaster risk reduction and mitigation in our region. However, it remains unclear whether GTA has established a dedicated body such as GTA Disaster Management Authority (GTA-DMA) or the District Disaster Management Authority (DDMA), as required under the DMA 2005.

Because of all this, thousands of people have continued to suffer. Double tragedy has struck the people who had become victims of the Teesta Floods of October 2023, and who are yet to receive any help from the WB Govt. Neither have they declared the Teesta Floods as "disaster", which would have allowed Rs 120crore of SDR Funds to be used towards the rehabilitation of the people here.

I have therefore, formally requested intervention from Hon’ble Prime Minister Shri Narendra Modi ji, as Chairman of the National Disaster Management Authority, outlining the failure of the West Bengal Government to adequately protect lives and livelihoods along the Teesta River. Given the strategic significance of the region, particularly in terms of national security, I have also requested for a Central Team to assess the situation and take necessary actions to fix the damages at the earliest.

I am happy to share that the Central Govt has allocated Rs 500 crores towards addressing the immediate repair and restoration of National Highway - 10 (NH-10). Further, the Central Govt is preparing a DPR under the supervision of scientific and terrain experts for rebuilding NH-10, and expanding it by further 10mtrs, for which a budget of Rs 2000 crores will be additionally sanctioned.

I am grateful to the people of our region who have given their blessings for the second time. I assure them that I will approach the Central and the State Govt, NITI Aayog, NDMA and use all my resources, and power to help resolve the problems they are facing.
