For FY2024 the application deadline is December 2023. Before that you should contact the professors.

Please do prepare a short resume before you contact anyone. Be specific about what is your main strength. CGPA really doesn’t matter. But having higher is a plus point. Apart from MEXT or JASSO, this university has several own scholarships for students. Almost 95% students (both national and international) are provided with scholarship. In case you don’t get MEXT, you will need to pay the entrance examination fee ~ 380000 japanese yen which is non refundable and 300000 japanese yen as a semester fee which is refundable. You will get ~180000 yen per month for you PhD course and ~166000 yen for M.Sc. course. And after 1 semester the semester fee will be given back to you.

Having IELTS is not mandatory. Medium of instructions as English certificate is enough. But some Professor may recommend IELTS.
