The European Cooperation System is pleased to participate in the 59th Annual Meeting of the Board of Governors of the African Development Bank and the 50th Annual Meeting of the Board of Governors of the African Development Fund.

These meetings will be held from 27 to 31 May 2024 at the Kenyatta International Conference Centre in Nairobi, Kenya.

The central theme of these Annual Meetings is Africa's Transformation, the African Development Bank Group and the Reform of the Global Financial Architecture.

The delegation of the European System of Cooperation will be led by Mr Gabriel MVOGO, President of our Organisation. He will contribute to the high-level conference on jobs and advanced industrialisation in Africa. This conference will take place on Thursday 30 May 2024 at the Kenyatta International Conference Centre in Nairobi, Kenya, in the presence of several authorities and high level speakers.

The second panel of the Future Jobs and Technologies Conference, held on March 13, 2024, at the headquarters of the EESC - European Economic and Social Committee , brought together prominent speakers, including Ms. Elizabeth Kuiper from the European Policy Centre, Ms. Marie-Alice THIERRY-PORTMANN from the Human Resources Department of the Ayming, and Mr. Thomas Kaës, Head of Digital Products at Ayming, with Nicolas Franchinard from Consilium & Potentia moderating the discussion. The discussions centered around the impact of artificial intelligence (AI) and automation on businesses and workers, highlighting concerns and opportunities. Ms. Kuiper emphasized the need to clarify the debate on AI, stressing collaboration between the EU and its member states to ensure equitable access to opportunities, while the Ayming duo highlighted AI's potential to enhance human capabilities while emphasizing data security and customer education.
The speakers agreed on the importance of leveraging the opportunities offered by AI and robotics while effectively addressing the challenges they pose, particularly in terms of access and discrimination, necessitating international standards and regulations. Emphasizing the need for clarity, collaboration, and a human-centered approach, the panel laid the groundwork for future deliberations. The first panel of the Future Jobs and Technologies Conference, held on March 13, 2024, at the headquarters of the EESC - European Economic and Social Committee, highlighted the contributions of Ms. Laetitia Watteau Pouliquen from NBIC Ethics, Ms. Daiana Huber from the CPIP Romania - Centrul pentru Promovarea Invatarii Permanente, and Ms. Aminata Deen Toure from the office of the Guinean Minister of Higher Education. The discussions focused on "Automation - Job Robotization: Employment Opportunities, Innovation, and Ethical Standards," moderated by Mr. Nicolas Franchinard from Consilium & Potentia. The discussions emphasized equal ethical standards, learning opportunities, and access to AI and robots. Speakers addressed various topics, including the need for international regulations on AI and robotics to avoid regulatory disparities and preserve safety, as well as the importance of universal learning and accepting failure as an integral part of the learning process. Furthermore, concerns were raised about professional retraining and combating gender-based discrimination resulting from AI and robotics, with concrete examples of policies such as affirmative action in Guinea.

The 28th Conference of the Parties on climate change ( COP28 UAE ) is taking place in Dubai from November 30 to December 23, 2023. This international conference brings together the signatory countries of the United Nations Framework Convention on Climate Change, as well as climate stakeholders.

The Emirati presidency of COP28 has expressed a desire to focus on the first Global Stocktake, energy transition, and solidarity between North and South countries. This desire is highly appreciated by Mr. Gabriel MVOGO SAINT, President of the European Cooperation System.

The President of the European Cooperation System strengthens Support for Ukraine
On the sidelines of the 12th annual EUSDR ( European Union Strategy for the Danube Region) - Danube Region Strategy Forum, which took place on October 24th and 25th, 2023, in Brdo pri Kranju, Slovenia, the President of the European Cooperation System, Mr. Gabriel MVOGO SAINT, had the honor of meeting His Excellency Mr. Andriy Taran, the Ambassador of the Republic of Ukraine in Slovenia. During this meeting, the two individuals discussed the critical situation resulting from the Russian invasion in Ukraine.
The President of the European Cooperation System expressed his deep respect for the Ukrainian people and reaffirmed his commitment to supporting Ukraine in these challenging times. He commended the courage and determination of the Ukrainian people in the face of the challenges they are confronting.
The President emphasized the importance of international cooperation in achieving a peaceful resolution to the situation in Ukraine. He reiterated the European Cooperation System's willingness to work closely with Ukrainian institutions for the development and prosperity of Ukraine, as well as for the restoration of peace in the region.
The President of the European Cooperation System also expressed concern about the humanitarian situation in Ukraine and stressed the urgency of international assistance to address the needs of the populations affected by the conflict.
The European Cooperation System reiterates its call for a peaceful resolution to the crisis in Ukraine, based on respect for international law and Ukraine's sovereignty. We continue to closely monitor the situation in Ukraine and work towards peace and stability in the region.

A delegation from the European Cooperation System, led by the President, took part in the work of the 11th World Forum for Democracy / Forum mondial de la Démocratie. This major international forum was held in Strasbourg from 6 to 8 November 2023.
The central theme of the 11th Forum was "Democracy equals Peace".
By identifying and analysing initiatives and experimental practices, this edition highlighted democratic innovations. It also highlighted the various challenges facing countries in crisis.
Alongside the various international delegations taking part in the event, we were delighted by the contributions of H. E. Ms Marija Pejčinović Burić , Secretary General of the Council of Europe; Mr Olivier Becht , Minister attached to the Minister for Europe and Foreign Affairs, responsible for Foreign Trade, Attractiveness and French Nationals Abroad; Mr Franck LEROY , President of the Grand Est Region; Ms Pascale PFEIFFER , Alsace Councillor, Delegate for the Strengthening of Democratic Ties and European Democracy, Collectivité Européenne d'Alsace ; Mr Pap Ndiaye, Ambassador, Permanent Representative of France to the Council of Europe ; Ms Véronique BERTHOLLE, Deputy Mayor of Strasbourg, in charge of International and European Relations.

With great honor, the European Cooperation System participated in the second edition of the Annual Africaribbean Trade and Investment Forum ( ACTIF2023 ), jointly organized by the African Export-Import Bank (Afreximbank) and the Government of Guyana, on October 30 and 31, 2023, in Georgetown, Guyana, under the theme 'Creating a Shared Prosperous Future.
The key areas of interest for B2B engagements and roundtable discussions in this second edition were focused on the following points:

- Accelerating industrialization and increasing production capacity.
- Creating a conducive environment to boost private sector investment.
- Improving infrastructure, financing, and commercial logistics.
- Developing special economic zones and industrial parks.
- Promoting trade, tourism, and regional integration.
- Enhancing agricultural productivity and agro-industry.

The President of the European Cooperation System expressed deep appreciation for the contributions of high-profile individuals who took part in this event, including:

- H.E. Dr. Mohamed Irfaan Ali, President of the Cooperative Republic of Guyana, who emphasized the importance of celebrating Africa and CARICOM's achievements and taking ownership of global solutions, with ACTIF being a crucial pathway.

- Hugh Hilton Todd , Minister of Foreign Affairs and International Cooperation of Guyana.

- H.E. Dr. Carla Natalie Barnett, Secretary-General of the CARICOM Secretariat, who encouraged strengthening bilateral cooperation and commitments in various priority areas.

- Mr. Phillip J. Pierre, Prime Minister of Saint Lucia, highlighted the potential of strengthening economic ties for robust trade relations and investments, especially in technology and renewable energy sectors.

- Professor Benedict Oramah, President and Chairman of the Board of Afreximbank, highlighted significant advancements in trade and development between the African and Caribbean regions, including the development of the Africa Trade Centre in Barbados.

The Republic of the Congo initiated and organized a major international summit from October 26 to 28, the Three Basins Alliance Summit, encompassing Biodiversity and Tropical Forest Ecosystems, known as the Summit of the Three Basins Summit of the Three Basins of Biodiversity Ecosystems and Tropical Forests (Amazon - Congo - Borneo Mekong Southeast Asia). The European Cooperation System actively participated in this summit alongside heads of state, governments, international organizations, and civil societies. The primary focus of the summit included:

- Preserving biodiversity and tropical forests.
- Defining the outlines of a Global Governance framework.
- Crafting a shared strategy complete with a working program and a green investment portfolio.
- Coordinating a sub-regional and intercontinental platform for scientific and technical cooperation to bolster the capabilities of the Three Basins.
- Developing a shared strategy to stimulate investment projects aimed at combatting climate change and safeguarding biodiversity.
- The paramount goal of this high-level summit was to strengthen South-South governance for the three regulating ecosystems, Amazon - Congo - Borneo Mekong Southeast Asia.

The President of the European Cooperation System commends the Republic of the Congo for the excellent organization of this summit. We also extend our appreciation for the Congolese hospitality, which we greatly valued.

Our organization had the honor of being invited to the 8th World Investment Forum, organized by the United Nations Conference on Trade and Development (UNCTAD), held from October 16 to 20, 2023, in Abu Dhabi, United Arab Emirates. Mr. Gabriel SAINT, President of the European Cooperation System, was keen to participate in these high-level discussions that focused on the investment challenges faced by developing countries worldwide in the context of current global crises.

The opening ceremony was distinguished by the presence of the Crown Prince of Abu Dhabi, Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, the Secretary-General of UNCTAD, Rebeca Grynspan, the Vice-Governor of Dubai, Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, the President of Timor-Leste, José Ramos-Horta, a Nobel laureate, and the President of Togo, Faure Essozimna Gnassingbé. President Gabriel SAINT wishes to express his gratitude to Mrs. Rebeca Grynspan, Secretary-General of UNCTAD, for the high regard that the United Nations Conference on Trade and Development has for the work of the European Cooperation System.

At this international forum, world leaders addressed the financing deficit. In an opening statement, the United Nations Secretary-General, António Guterres, urged participants, including heads of state, business leaders, sustainable funds, sovereign funds, and experts, to implement the Sustainable Development Goals (SDGs) recovery plan and work towards an annual investment of $500 billion for developing countries. He also called on governments to establish a fair carbon price and for businesses to implement credible carbon neutrality plans, in line with the recommendations of the High-Level Expert Group on the commitments of non-state entities to net-zero emissions.

Under the theme "Investing in Sustainable Development," the forum aligns strategically with the upcoming global climate change negotiations at COP28. A dedicated section within the forum will focus on promoting climate financing and investment, providing a crucial platform for policymakers to find solutions and support global climate negotiations.

The Global Leaders Summit examined the $4 trillion investment deficit in achieving the SDGs, as only 15% of the SDGs are on track to be achieved by 2030. The investment deficit in developing countries has risen from $2.5 trillion per year in 2015 to $4 trillion today. (Source: United Nations Conference on Trade and Development)

From 3 to 5 October 2023, the European Cooperation Systemtook part in the 5th edition of Intersec KSA at the Riyadh International Convention and Exhibition Center (RICEC).

This 5th edition of Intersec Saudi Arabia #2023, organised in association with the Saudi Ministry of Interior and Civil Defence and with the international participation of exhibitors, speakers and visitors, ended on a positive note.
The three-day event welcomed the entire value chain.

As the curtain rises on the 2023 edition, the European Cooperation System would like to thank the entire Intersec Saudi Arabia 2023 team. We are very grateful to our valued partners the Saudi Ministry of Interior and Civil Defence. See you at the next edition.

The European Cooperation System has contributed to the work of the Global Power Women Conference (GPWC) 2023, organised on 21 September 2023 at the New York Hilton Midtown (USA) by the Centre for Economic and Leadership Development ( CELD) UK and Amazons Watch Magazine.
The central theme was "Advancing Resilience & Transformational Women Leadership for Sustainable High Performance & Global Impact."
We followed with great attention the work of the two main sessions of this high-level conference:
- Being the Female Pioneer in a male-monopolized Terrain: Lessons in Resilience and Strategy.
- Confidence: The Secret Sauce to Propel Women into Leadership Positions.

On September 2, 2023, the European Cooperation System obtained approval from Ivorian authorities to observe the municipal and regional elections of the Republic of Côte d'Ivoire. Our experts trained 35 young Ivorians in the role of international election observers. The purpose of this training was to deploy our observers across 28 regions of Côte d'Ivoire. An international report on this election is currently being preparedOn September 2, 2023, the European Cooperation System obtained approval from Ivorian authorities to observe the municipal and regional elections of the Republic of Côte d'Ivoire. It was a real pleasure to be actively involved from 5-8 September 2023 in Singapore at Gastech. Gastech is the world's largest energy exhibition and conference for natural gas, LNG, hydrogen, climate technologies and low-carbon solutions.
Gastech 2023 is the world's largest meeting place for natural gas, LNG, hydrogen, low-carbon solutions and climate technologies.
The first day featured a series of insightful contributions from policymakers, CEOs and business leaders on the multiple and interconnected challenges facing the global energy sector. The European Cooperation System and delegates discussed the essential role of natural gas, LNG and hydrogen as key drivers of future energy security and accelerators of the energy transition, in Asia and beyond.
On the opening day of Gastech 2023, Mike Sabel, CEO of Venture Global LNG, and Lorenzo Simonelli, Chairman and CEO of Baker Hughes, announced Venture Global LNG's long-term expansion plan to increase production from 70 million tonnes per annum to over 100 million tonnes per annum of LNG export capacity.
