PUBLIC NOTICE
GUIDELINES ON IMPLEMENTATION OF PUBLIC SERVICE MANAGEMENT DIRECTIVE NO. 8 OF 2023 ON THE SALE OF POOL HOUSES
Following the issuance of Public Service Management Directive No. 8 of 2023 on Government approval for citizen sitting tenants to purchase pool houses, the following guidelines shall apply to facilitate implementation of the Directive;
i) For purposes of the above stated Directive:
a. Citizen sitting tenant refers to current public service employees allocated a pool house and retired public service employees who have been given permission, in terms of General Order 144.5, to retain and are in occupation of a pool house.
b. Land tenure refers to location, in relation to land categorization, of a pool house and means that an Applicant who has been allocated a residential plot by any Land Authority shall not be eligible to purchase a pool house situate in a similar land tenure as the pool house.
c. Eligible Pool Houses to purchase include all BHC pool houses and Government owned pool houses. It excludes official residences, institutional houses, houses in strategic locations and Government houses in plots of more than 1200 square meters.
ii) An Applicant shall submit an expression of interest to purchase pool house (both BHC or Government owned pool house), either to the Department of Housing or the office of the District Commissioner, indicating house number and location. The said offices shall, upon receipt of expression of interest;
a. Obtain price estimates of the pool house from Botswana Housing Corporation (BHC).
b. Confirm if the Applicant is in occupation of the house, up to date on rentals and does not own any residential property in the same land tenure as the pool house.
iii) Upon obtaining price estimates from BHC, the Applicant should;
a. Obtain a pre-qualification quote from a financial institution(s) and in the case of a self-funded Applicant, or six monthsโ bank statement as proof of sufficient funds.
b. Submit the financial documents with the application to purchase, to the Department of Housing or the District Commissionerโs office.
iv) The Department of Housing or District Commissionerโs office will verify the application and submit a comprehensive report to the Directorate of Public Service Management for processing.
v) In the event the Applicant does not qualify to purchase the pool house, they will continue to occupy the pool house on rental basis while the said pool house remains in the Pool House Register of the Department of Housing. If the Applicant is compulsorily retiring from the Public Service and meets the requirements set out in the General Orders for retention of the pool house, the house may be exchanged for a similar one from B.H.C.
vi) If the purchase is approved, the Directorate of Public Service Management shall notify Department of Housing or District Commissionerโs office who shall notify BHC to proceed with the sale.
vii) BHC will subject the application to purchase B.H.C pool houses to its own vetting process (credit and double holding for BHC pool houses) and if successful, BHC will issue an offer letter indicating the exact value of the pool house, the Applicant will bear the administrative costs which shall be paid upon receipt of the offer.
viii) Applicants purchasing through financial institutions shall approach the financier with an offer from BHC and copy of title deed to obtain a letter of undertaking.
ix) Upon receipt of the letter of undertaking, the Applicant shall sign an Agreement of Sale and effect the transfer of title, conveyancing fees shall be borne by the Applicant.
x) Successful Applicants will be given six months from the date of the offer, to complete the purchase process after which period the offer shall elapse. Rentals shall continue to be deducted until the full purchase price is received by BHC.
