We sincerely thank you once again for your support towards โThe Changeโ in BCAOC that we had been working for. We accepted the election results with good spirit even though several anomalies were observed during the election that might have influenced the result. As we strive for transparency, we officially had asked for some clarifications from the Election Commission (EC), and also wanted to review the documents physically. After multiple requests in last 4 days we received the EC's response this morning, which we consider are NOT satisfactory and we still haven't been allowed to review the voting documents which we believe is our right.
We believe the community deserves to know few of the significant anomalies below:
Please note that these observations and recommendations are NOT meant to seek voiding the election, but we strongly believe that these will create awareness in the community and will help the future ECs to conduct free and fair elections for BCAOC.
OBSERVATIONS:
1. Number of ballots didn't match with the number counter foil; the numbering in the ballot paper books wasnโt sequential; two samples of foils counted didnโt match with the number of ballot papers. This case by itself is strong enough to void the election; we strong believe this especially given EC didn't allow us to count all the counter foils.
2. Election officials for all 5 ballot tables were denied; all parties agreed to ECโs decision that panels will send one official each for all five ballot tables and names were sent to EC. The decision was alerted by EC at the midnight before the election without consultation that the EC will conduct the election by their nominated officials only. On Election Day we found some of them were active supporters of the other panel. After an hour of election start EC allowed only three of our volunteers; we still didnโt have our representatives in two tables that had created the opportunity for unauthorized voters from other panel to vote.
3. The five tables for issuing ballots used the full voter list instead of only the list of voters by serial numbers (e.g. 1 to 500) which we believe helped many voters to vote more than once by just changing tables
4. By violating the membership deadline, voters were manually added on the election day and we believe some of the money receipts presented were inconsistent with the membership guidance
5. Some non-Bangladeshi cast votes as below:
a. An election official found a non-Bangladeshi casting vote. When the election official wanted to talk with her in Bangla she couldn't speak
b. The car pulling driver for Ripon-Joy panel cast vote although he was a non-Bangladeshi
c. One Burmese couple with Kolkata Bengali accent cast their votes
6. Some voters found that their votes were cast before they arrived the poll by manually changing their addresses; they also were allowed to vote which means that the prior votes were inappropriate
7. The current BCAOC top leaders were blocking Shahed-Shuvro panel members and threatening them by saying that they would cancel the election if seen around the polling room, whereas the other panel members were allowed frequent access near the election area as well as the voter validation room
8. Despite a formal complaint, the other panel supports were campaigning all through at the entrance, whereas the Security was instructed to push our supporters out.
9. EC members cast their votes although they gave an impression that they would only vote if there is a tie; EC members should have maintained their neutral position to avoid any conflict of interest.
10. A Bangladeshi journalist was not allowed to cover the election; not only she was asked not to record near the election areas she was asked to leave Genesis center indicating that some people wanted to hide the irregularities
RECOMMENDATIONS:
1. The election should be conducted by an independent third party; professionals should be hired and/or help from Govt. agencies should be obtained if required
a. In the case a third party can't be engaged all panels should send equal number of EC members; BCAOC must not select EC volunteers on their own
b. Current BCAOC officials must not be allowed to perform duty on the election day
c. Rule on no canvassing in the election area should be strictly followed
2. Voting documents should be stored with a third party for at least six months after the voting date and must be made available for review based on respective panel's request
3. Journalists should be allowed to report on voting not only to help ensuring free and fair election but also to create Bangladeshi community awareness among all Calgarians
This is very unfortunate that these incidents took place. For next two years we will keep observing all BCAOC related activities; if we see any such anomalies in future, we promise to bring them in public's attention as we believe in accountability & transparency.

Shahed-Shuvro panel strongly "DISAGREE" with the proposal made today that Int'l Students residing in CALGARY wont be able to Vote! We made them BCAOC executive member in the past, we took their help in our All events, we are giving them words for creating bridge between BCAOC & Int'l Students and Now we are hearing those students wont be able to vote, that's NOT FAIR!
