Again, sound proofing can be an effective tool in a new build but retrofitting old building is huge job and wouldn’t come close to conforming to the current bylaws. Have you tried to make rents affordable so people have money to go out? Maybe don’t let developers abuse bylaws in order to get what they want at the expense of the broader community?
