With russiaphobia now mainstream, the Canadian Intelligence agencies focus on China and Canadian citizens and permanent residents of Chinese descent. Be scared and angry at the "other" and then you will not think twice about killing them. This is not new. It's been going on for decades.
This is how public support for war is built.
