Never has there been so much momentum or excitement around the digital of and as today. The positive and increasing focus on lifelong – instead of batch loaded degrees that feel obsolete shortly after graduation – is a widely recognized, if understated, result of increasingly rapid technological change. As opposed to thousand year old institutions, traditions and unions dictating semestered , open source networks and multinational companies are delivering content based on labour market information ( ) that attempts to prepare learners for constantly evolving occupations and competencies. With exacerbating inequality and even creating inequity, the world seems poised to replace paper higher education with digital forms of skills recognition as the ultimate measure of human capital. institutions are defending their value beyond skills and brick-and-mortar place-based learning. Yet simultaneously they are being forced to move online in the face of a pandemic, to learn and apply over a summer the age old pedagogical rule that personalized is always superior. This is the beginning of a conversation about and skills, credentials and technology. Perceiving the need to build a consensus around the digital recognition of skills while reinforcing the trust of accredited education providers, the authors of this paper created the International Council Badges Credentials (ICoBC).

Yet with the pandemic, faster and cheaper pathways to good jobs are needed now more than ever.

We hope you are having a great summer despite the current challenges. Several members of the Executive Committee and the Board of Directors have taken some time off recently – others will be off during the next couple of weeks. We have nevertheless advanced two important initiatives that we want to share with you. Please find more information on how to become involved below.

One of the core ideas behind the ICoBC is the localization of resources in the field of badges and credentials that are currently mainly available in English. For this reason we have assembled a team of Spanish, German, French, Russian and Italian speakers to review translated content on the ICoBC website in these languages. If you speak an additional language and you want to promote the awareness on the potential of badges and credentials in that language, please send an email to [email protected].

Four weeks ago we asked members of ICoBC if they wanted to partner in a consortium to apply for funding for a nation-wide education platform in Germany. The call was successful and we have a team together which we believe is particularly strong at facilitating different training providers in a central platform and recognizing non-formally acquired skills.

We also have received similar requests from other countries to partner for projects related to grants such as US "The Reimagine Workforce Preparation Grant Program". Whilst we think it is too early yet to launch a related working group, we are inviting interested parties to join a conference call on the subject. On July 1st, the European Commission launched the Europass platform - a single European portal for citizens to manage their learning and careers. (https://europass.eu) One of the main functionalities of the new platform is Europass Digital Credentials (EDC) - a suite of free software and services that will help individuals and organisations to issue, store, share and verify digital credentials which are legally admissible throughout the European Union.

Anthony Camilleri, member of the Board at ICoBC, is one of the leading people involved in the launch of EDC and invites you to an early-adopters programme, which provides implementation support for organisations interested in issuing or receiving Europass digital credentials. This includes support for software companies designing student information systems, learning management systems, e-portfolios or human resource management systems to support interoperability with Europass.

Welcome to the recently merged and re-branded International Council on Badges and Credentials Facebook group.

Director Simone Ravaioli has invited interested parties to join the Kick-Off meeting on "Recommended Practice for Integrated Learner Record (ILR)".

The need for this project was identified by the US Chamber of Commerce T3 Innovation Network and promoted by the White House to US Federal agencies in December, 2019. Members of the Digital Credential Consortium and Credentials Communities Group ( ) reinforced the importance of this work. Multiple initiatives in Europe - including the Europass Digital Credential Infrastructure ( ) and the European Blockchain Service Infrastructure ( ) - and in Asia point to the need for international recommended practices as well.

The meeting will take place on Thursday, July 9th 2020 at 11am EDT (5pm CET). You can register below to join the Webex.
