Yap DOE Empowers Educators: Workshop on Teacher and Leadership Standards

Yap State Reports 27 Criminal Cases in May, Highlighting Law Enforcement's Commitment to Justice

Additionally, 2 juvenile cases have been identified, involving charges of illegal consumption. Furthermore, there have been a total of 9 disposal cases during this period. DYCA Director Inspires Young Readers at Yap State Library’s Summer Reading Program

Colonia, Yap – On Tuesday, June 25, 2024, the Department of Youth and Civic Affairs Director, Alex Gilfiley, delivered an inspiring speech at the Yap State Library’s Summer Reading Program. Director Gilfiley began with an impactful opening statement: “The gateway to the world is through the first book you ever read.”

The young readers, aged 10-12, greeted Director Gilfiley with enthusiasm, eagerly anticipating his words of wisdom. He captivated the audience by sharing his background and career journey, including surprising details such as being taller than Tom Cruise and meeting several famous actors. His personal anecdotes and insights into the world of books enchanted the children, providing valuable tips for cultivating a lifelong love of reading.

The highlight of his speech was a heartfelt reminder for the children to always be grateful and appreciative of their parents. Director Gilfiley's visit left the young readers inspired and eager to embrace the joy of reading.

YSL Public hearing: Yap Legislature Evaluates Re-Nominated YFA Board Members

Colonia, Yap – Yesterday at 10 am, the Committee on Resources, Education, and Development (RED) conducted a public hearing at the Legislative Chamber on Gov. Comm. No. 11-215 regarding the re-nomination of board members for the Yap Fishing Authority (YFA) whose terms have recently expired. The re-nominees include Mr. Steven Young-Unk, Mr. Julius Chosemal, Mr. Louis Lukan Gaw, Mr. Damien Kanrow Pongilyab, and Mr. Samuel Baamfel. The hearing provided an opportunity for legislators to evaluate the qualifications and contributions of the nominees and ensure the continued effective management of the YFA.

Cargo Vessel Kota Raja Delivers Essential Goods to Yap State, Departs for Palau

Yap, FSM – Last week, the cargo vessel Kota Raja V-229W departed Saipan and arrived in Yap State ports to offload 23 containers to supply businesses with essential goods. The containers came from various countries and contained diverse merchandise and goods. As follows:

3 containers from Cebu, Philippines containing cement
2 containers from China containing furniture & equipment
2 containers from Guam containing general merchandise
1 container from Guam containing general butane
1 container from Guam containing beer
2 containers from Malaysia containing water
1 container from Manila, Philippines containing general merchandises
3 containers from Taiwan containing water
2 containers from Vietnam containing rice
4 containers from the U.S. containing general merchandises
1 container from the U.S. containing vehicles
2 containers from the U.S. containing frozen produces

The cargo departed on Thursday, June 20th, en route to Koror, Palau, and is expected to return to Yap on July 1st, 2024.

Yap State Government Receives $203K Dividend Boost from FSM Bank

Colonia, Yap – On Monday, June 24th, 2024, Sylvia P. Fanasog, representing the Bank of FSM, met with the Honorable Governor Charles S. Chieng at the Office of the Governor to deliver a dividend check of $203,000.00 to the State of Yap Government. Also in attendance were Yap State Treasurer Michelle Chugen from the Office of Administrative Services and DYCA PIO Jovanna Nabetam. This dividend, stemming from FSM Bank shares owned by the Yap State Government, will be deposited into the general funds managed by the Yap State Treasurer. This exemplifies the collaborative efforts between government and private sector in fostering mutual relationships and enhancing financial stability for the State of Yap.

Yap’s Little Ambassadors Showcased Their Performance Before Leaving Home

On June 20, 2024, in Talgow, Rull, the Japanese Exchange Group representatives presented the culmination of their efforts by performing the Sabureg dance outside the Media building. The Sabureg dance explains how Yapese navigators used the stars to find their destinations. Twelve children, six boys and six girls aged 10-14 were selected from various schools across mainland Yap to perform this special five-minute dance. The students have diligently practiced and will showcase the Sabureg in Japan as part of their cultural display during the immersive intercultural exchange program.

A delegation of twelve Yapese youths, along with their chaperones Youth Sports Coordinator Constantine Gibeengin and Youth Awareness Officer Ursula Luchuu from the Youth Division, departed for Japan as part of the ten-day-long Children Exchange Program with the Micronesian Islands on early Sunday morning, June 23rd, via UA. The group will visit historic landmarks, engage with local youth groups, and participate in educational workshops. This journey aims to strengthen the international and cultural exchange between the Micronesian region and Japan, fostering global understanding, cultural appreciation, and lasting friendships. The youth group has been preparing to learn more about Japanese culture, language, and etiquette to make the most of their experience.

Colonia, Yap — On Friday, June 21st, 2024, the tabulation of 28 off-island ballot boxes was successfully completed at the Small Business Development Center (SBDC) conference room. These were the last of the remaining ballot boxes that were needed to be tabulated.

Attendees included 10 Election Board Members as tabulators, 5 Election Board Members as verifiers, police officers and the DYCA Oversight Team consisting of Election Office Commissioner Christopher Buchun, Election Analyst Jovita Torwan, Prudence Legalegram, HPO Officer Jeffrey Marbey, Youth Division Chief John W. Fillmed, Media Division Chief Eijan Ruwetmag, Media Division program presenters Sebastian Flawyoch and Medson Yatilman, PIO Jovanna Nabetam, and the DYCA interns. The tabulation process followed previous procedures, with the police officers, DYCA team ensuring ballots were counted and delivered for verification as well as surveillance cameras in place for monitoring purposes.

The following unofficial results from last nights tabulation, including the unofficial results from the first tabulation held on Election Day, May 31st, concluded to an overall total of 2,045 votes casted; The breakdown was 1,072 votes for "YES," 943 votes for "NO," and 30 spoiled ballots. In conclusion, this was the voice of the People of Yap answering the question of: "Shall the State of Yap commence a review of its Political Status?"

Yap Health Professionals Enhance Skills in Data-Driven Decision-Making

Colonia, Yap – On Wednesday, June 19th, 2024, the Department of Health Services (DHS) has successfully completed the Data for Decision Making (DDM) class, part of the Strengthening Health Interventions in the Pacific (SHIP) and Post Graduate Certificate in Field Epidemiology (PGCFE) program. Participants in the class included Anthony B. Minginfel (Medical Supply Supervisor), Nikita Lesawelrang (Clinical Nurse OPD Supervisor), Lorenzo Haleyaluo (Clinical Nursing Supervisor), Bernolina B. Sog (Quality Assurance Assistant), Danilee B. Giltug (Laboratory Quality Assurance), Catherine Gootinngin (Laboratory Technician), Santus Bugomal (Electronic Health Record Technician), Godwin Etineisap (Surveillance Officer), Glenda Waithog (Surveillance Officer), Dr. Cindy Lefagopal (Dentist), Shannon Yolrus (Dental Hygienist), Truleen Manna (Public Health PREP Educator), Roxsan Thigthen (WCHC Data Clerk), and Charlene Laamtal (PHHEP-Yap Coordinator).

The DDM class is a program through PIHOA and CDC in partnership with Fiji National University. The program began in February 2024 and concluded with its final module on June 10-14, 2024. Its primary objective was to teach participants how to effectively manage, analyze, and disseminate data to drive planning and decision-making within the health sector. The class covered five modules over five months, equipping participants with the skills to improve the quality of data and facilitate data-driven decisions. Projects completed by the students addressed key issues within the DHS, including reducing medicine stockouts, antimicrobial resistance, and improving patient tracking for non-communicable diseases. More details on the course outcomes and capstone projects will be shared in future updates.

Yap State Public Library kicks Off the Summer with the Annual Summer Reading Program

Colonia, Yap –The Yap State Library is kicked off this summer with its annual Summer Reading Program, which started this Monday, June 17, 2024. This year's program, themed “Enjoy this summer with fun reading activities!” promises to engage young readers with a diverse range of activities and reading challenges designed to ignite a love for literature and learning. Running through July 19, 2024, participants can enjoy storytimes, look forward to special guest visits from members of our community, work on their grammar skills, and enhance reading comprehension skills, all tailored to inspire and entertain.

This program is open to children, ages 6-12 offering exciting incentives and rewards for reaching reading milestones, such as having the best behavior and attendance, encouraging participants to explore new genres and discover new favorites.

Public Hearing for New R & D Director Nominee Scheduled for June 24th

The public hearing pertains to Gov. Comm. 11-197, on the nomination of Mr. Benedict Rikin for the new directorship for the Department of Resources & Development. Legislature Holds Public Hearing to Appoint New Director for the Office of Administrative Services

Colonia, Yap — At 10am held at the Legislature Chamber, the Committee of Finance of the 11th Legislature of the State of Yap convened a public hearing, pertaining to Gov. Comm. No. 11-243 on the nomination of Mr. Vitus Foneg for the new Directorship for the Office of Administrative Services(OAS). Attendees present included Governor Charles Chieng, House Speaker Nicholas Figirlaarwon, Vice Speaker Ted Rutun, Floor Leader Terence Fong, Chairman of Finance Committee Pius Talismeise, Director Giltug Joe C. of the Department Public Work & Transportation(DPW&T), and Honorable Governor’s Nominee for Director of OAS Vitus Foneg.

According to Governor Chieng, Mr. Foneg has extensive experience in government and private sectors of Yap State economy, including roles such as former Executive Director for Tomil Resources Conservation Trust(TRCT), former Division Chief of Commerce & Industry at the Department of Resources and Development(R&D), and his currently position as Statistic Specialist IV at the FSM National Statistic Office managing the Yap Branch. More details to follow as a session is still being discussed and scheduled regarding this decision.

GPPC INC. Brings in Aggregates for Airport Runway Construction

Colonia, Yap — GPPC Inc. efforts in the construction of a new airport runway, a project funded by the National Government, is marked by the successful delivery of a barge filled with high-quality aggregates for its construction which is currently docked at Ngoch. This shipment highlights GPPC Inc.’s role in supporting major infrastructure projects, contributing to the development of a vital runway that enhances connectivity and economic growth for the island. GPPC Inc. has taken safety precautions by collaborating with the Department of Public Works & Transportation and DYCA on the transportation of aggregates from the barge. This project is estimated for four more days and until the barge departure this Sunday, June 23, 2024.

The general public is advised to practice road safety and remain alert of the dump trucks transporting the materials to ensure a safe journey for everyone.

Yap Children Exchange Group Prepare for Japan

These children, coming from various communities in Yap, have been diligently practicing a special five-minute school dance performance. Their goal is to present this dance to our esteemed friends in Japan. In addition to their dance practice, they are also learning Japanese etiquette to ensure they show the utmost respect during their performance in Japan. The experienced DYCA team and Martin Ruwniyol are preparing these young groups for their departure to Japan this coming early Sunday Morning.

Governor's Courtesy Meeting with FSM Vice President

Colonia, Yap — On June 12, 2024, from 3:00 pm to 4:10 pm, The Honorable Aren B. Palik, Vice President of the Federated States of Micronesia and the Honorable Governor of Yap, Charles Chieng, Lt. Governor Francis Itmai, and other key officials convened a courtesy call meeting to address a range of critical issues impacting Yap State and the FSM.

The discussions covered several important areas, including improvements to logistical and operational aspects of the airport, the Vice President’s visit to the Yap High School graduation as the guest of honor, and ongoing responses to the drought emergency. In addition, the meeting addressed economic concerns related to FSM’s COFA agreement and discussed strategies for economic development in Yap State.

A significant portion of the dialogue focused on enhancing the relationship between the state and national governments. Another topic addressed was US military activities in Yap and the FSM related to the Yap airport project and the importance of coordinated efforts to manage its activities. The Governor reiterated Yap State’s commitment to collaborating with the National Government, highlighting initiatives to assess land values accurately. Vice President Palik stressed the necessity of precise land evaluations and effective communication to support these efforts.

The conversation also extended to current international matters, emphasizing the need to build capacity and develop a national security policy to address cybersecurity threats. Looking ahead, an upcoming roundtable exercise is planned in Pohnpei to prioritize state needs and actions, particularly in infrastructure, transportation, and financial sectors. The meeting concluded with a reaffirmation of ongoing cooperation and support between the FSM National Government and Yap State Government.
