UPDATE on A257 LITTLEBOURNE ROAD CLOSURE

Update on the A257 Littlebourne Road closure: The permit for the thirteen-week closure has been revoked due to non-compliance of the conditions of the permit. Further discussions are taking place to establish a revised start date and duration of works. Until this has been resolved we will not be able to provide a start date."

UPDATE from Kent County Council regarding A257 Road Closures.

I have organised along with Cllr Mike Sole meetings mid August and First half of September for updates and feedback.

Waiting to hear if it is possible to have the Kent Karrier available during this time for residents.

Information on the A257 Littlebourne Road works

The A257 Littlebourne Road will be closed at St Martin’s Hill for approximately thirteen weeks from Wednesday 24 July to facilitate developer works designed and delivered by Taylor Wimpey for the development at Howe Barracks.
The road will be closed to traffic between the western entrance to St Martin’s Hospital and Chaucer House Care home to Windmill Road for the entirety of the works.

KCC is legally required to facilitate these works, which were lawfully granted planning permission by the Local Planning Authority, Canterbury City Council.

The works will include:
• a full reconstruction of the carriageway from Windmill Road to the bus stop past Warwick Road
• the installation of new drainage and kerbs
• the diversion of gas, electric and telecom utilities
• and adding a new traffic light signal on the junction of Littlebourne Road and Buffs Road

The existing gas main to be diverted runs through the middle of Littlebourne Road and there are multiple drainage connections running across the carriageway. It is not possible to maintain appropriate safety and running lane widths to undertaken the works under temporary signals.
KCC is working closely with the developer, and relevant stakeholders, to ensure adequate signage and traffic and bus diversions are in place.
This will be checked when in place.
Taylor Wimpey remains fully responsible for all aspects of the design and delivery of the scheme until the works are complete. KCC will continue to encourage the developer to explore ways to lessen the network impact of their work during the construction period.

Traffic Management Plan
The works will be carried out between 7.30am and 7pm, Monday to Friday, and between 8am and 1pm on a Saturday.


Diversion route

The diversion route in place will be via the A257 St Martin’s Hill, to Longport, Lower Chantry Lane, A2050 New Dover Road, Dover Road, Dover Road (slip eastbound on) A2 Dover Road, Barham (slip eastbound off), B2046 Box Iron Road, Adisham Road, High Street, A257 Canterbury Road, Wingham Road, High Street, The Hill, Canterbury Road, and finally, the A257 Littlebourne Road (and vice versa). Bus changes
Stagecoach have finalised their diversions for local bus services and full details can be found on the Stagecoach website.

KCC continues to work with Stagecoach and Taylor Wimpey regarding arrangements for school services from September.

I asked if the Kent Karrier service could be offered to residents during the road closure - this is being investigated by KCC officers.

Children with free school transport due to special needs will have alternative arrangements made for them.

The 43 bus will follow the official diversion route so not serve anywhere between Wingham and Canterbury.

The 11 bus will go to Littlebourne and then down Bekesbourne Lane.

I have made sure that we have meetings arranged over the summer and then the first week of September to keep updated and feedback on the impact of the diversions with officers.

The document sets out a clear plan for transport in Kent which is ambitious but achievable in its aims to improve all types of journeys. This plan will replace our fourth Local Transport Plan 'Delivering Growth without Gridlock' which was adopted in 2017.

KCC want to hear your views on the updated ambition and policy outcomes and objectives, as well as the proposals they have set out for the county and each district.

The developer, Taylor Wimpey, has been contacted and the challenge put to them to review their traffic management arrangements to see if there is anything that can be done to reduce the length of the closure through alternative TM arrangements.

To date, they have advised the 13 week closure is due to the amount of utilities that need to be lowered and diverted. A key driving factor is that there are significant areas of reconstruction of Littlebourne Road which their design necessitates.

We have, therefore, suggested they review their design to see if they can reduce the extent of the areas needing reconstruction and/or consider the use of alternative materials that will reduce the amount of excavation required.

The s278 agreement indemnify KCC against all third-party claims relating to the works, any claim made would be against the Developer.

We are awaiting a response from Taylor Wimpey, prior to commencement of works, with a proposed way forward

Visit to the Oaze Mud and Sand flats to meet with marine habitat experts Ian Titley The Seaside Museum, Herne Bayand Thea Cox from
The Zoological Society of London to find out more about the seagrass restoration project on our coastline.

There are 7 spots in Kent so far where it is growing.
They are Blue carbon and Carbon sinks. Good for biodiversity, clean the surrounding water and help take carbon dioxide out of the atmosphere. Because of these benefits, seagrasses are believed to be the third most valuable ecosystem in the world (only preceded by estuaries and wetlands).

There is in the worst effected areas around 90% loss of our seagrass beds in Britain.

We are in a Critical stage of marine history. And currently there is not enough funds for monitoring of our coastline.

We need more monitoring , recording and mapping as this issues is of global importance.

We also found out more about the non- native species Pacific oysters that because of their commercial viability have taken over our coastlines. Native oysters are subtidal and pacific are intertidal which makes them easier to harvest. They also grow twice as big and twice as fast , hence why they are so popular with business.

Pacific Oysters are causing massive ecological changes. And the Shells are really sharp and can cut skin. More signs are being put on beaches to warn people and also dog owners as can cause cuts on paws.

Whitstable used to export 80 million oysters a year to London in Dickens time. It was the poor man’s food at time and used in all cooking from pies to soups easily available to everyone! Funny how things have changed.
Through industrialisation and lack of skills they went into decline.

Fantastic visit to the the entrance of the tunnel of the Crab and Winkle way this morning. Thank you to those who organised it.

The railway opened in 1830 and was the first in world to operate steam power passenger trains. It was all built by hand , brick by brick. In candlelight with small trowels to dig out the earth. It’s truly an amazing feat of engineering and has stood the test of time.

It will be necessary to close A290 Whitstable Road, Canterbury from 22nd May 2024 for up to 3 days.

The road will be closed from outside number 60.

The alternative route is via A290 Whitstable Road, St Thomas Hill, Whitstable Road, Rough Common Road, Palmars Cross Hill, A2050 Harbledown Bypass, London Road And Vice Versa

This is to enable water pipe repairs to be carried out by South East Water.

Visit to the Shelford Site today with local councillors and residents to ask questions about the retrospective planning application for a MRF (Materials Recovery Facility) on site.
Talked about the environmental implications of the site and the impacts of the facility.

They reassured us that there will not be an increase in waste coming and have asked them to post a press release to clarify this , as it is ambiguous.

The application will go to KCC planning committee soon.

They will also be setting up a community liaison group and looking for residents , representatives who may be interested in being part of this. So please get in touch !

Communication will and must be kept up , so that issues and concerns can be properly dealt.

Fantastic visit to “Allington Energy For Waste” site EfW today. Lots to learn about how some of our waste is turned in to energy to create enough electricity for 70,000 homes. .Talked a lot about contamination and how this effects recycling. Also - must spread the message not to put batteries in black bags. These cause fires in the waste site. Interesting to see that Some waste just does not get incinerated even at 1000 Celsius, such as a brass horse and an old artillery shell. Gas emissions from the site are constantly monitored and are very low within regulations. .
