⏱️ We’ve been delivering digital inclusion activity since 2006. Below is a timeline that illustrates our work and the rapid evolution of technology and connectivity, along with figures from the National Survey for Wales and Welsh Government’s analysis on digital inclusion.

📊 While the situation has improved in Wales – seeing a reduction in digital exclusion from 39% of the adult population in 2009 to compared to 7% in 2024 - there’s still work to be done.
In fact, in the Welsh Government's Digital Strategy for Wales, it’s identified as a key mission.

🧩 The remaining 7% who are still excluded require additional focus, as addressing their needs present a more significant challenge. What’s more, as technology continues to evolve, we can’t be complacent that people will stay digitally included forever.
🚧 The four main barriers to participation have been identified as cost, connectivity, motivation, and skills. Certain groups are more likely to be digitally excluded. Here’s some statistics, but read the full report for more detail on at risk groups.

🧑💻 At Cwmpas we currently deliver four digital inclusion programmes working directly with both organisations and the public to help overcome these barriers.
Digital Inclusion Alliance Wales is helping organisations come together around digital inclusion, uniting public, private and third sectors to ensure digital inclusion is promoted.
Digital Communities Wales works with organisations across the country to train staff to be able to support people they work with.
Our Digital Confidence UK Shared Prosperity Fund programmes work directly with digitally excluded people in Denbighshire and Powys to give them the confidence and skills needed to get online.

📝 Moving forward and following years of working on digital inclusion in Wales, we present five specific recommendations for policymakers.
1. Commit to six-year funding for a national digital inclusion programme
2. Implement the findings of the Minimum Digital Living Standard research pilot and expand to all households in Wales
3. Funding of the Digital Inclusion Alliance Wales must be continued to ensure its sustainability and enable it to consider options for a transition to alternative funding sources, should that be required in the future
4. Welsh Government should develop strategic partnerships with the technology industry to support an expanded digital inclusion programme
5. All digital transformation programmes in the future should include a percentage of their funding for digital inclusion

We’ve responded to Welsh Parliament's climate consultation outlining what we need to do to support them.

👩🌾 In Wrexham, Groundwork North Wales works with the community to improve local green spaces, boost people’s employment prospects and promote greener choices.
Their Making More of Minera Country Park project provides volunteering opportunities to maintain the site’s habitats for wildlife – alongside an education programme encouraging local school children to learn about the built and natural heritage of the site.

🌊 Câr-Y-Môr, a community benefit society in Pembrokeshire, is the first commercial seaweed and shellfish farm in Wales. It aims to improve the coastal environment through regenerative ocean farming and to improve the wellbeing of the local community. This is the type of innovative thinking we need to solve the challenges we face.

👷 Creating Enterprise won the Social Enterprise Innovation of the Year Awards at the 2023 Social Business Wales Awards – they are an award-winning building and maintenance contractor based in North Wales with plans to build energy efficient, carbon-zero homes whilst employing the people supported by Cartrefi Cymru Co-operative.
On top of their work leading the way on creating a sustainable construction industry, they engage the local community with nature by conducting family nature walks in the local area.

🌻 As these examples show, the social enterprise model can lead to an economy with sustainability and nature at its heart.
Bringing local social enterprises into the mission ensures community buy-in and leads to greater awareness of the issue. By working together, we can reverse nature loss and create sustainable, connected communities – and protect and restore nature.
💭 We’ve made recommendations to the Welsh Government to protect and revitalise our beautiful Welsh environment, to engage communities in finding and implementing the solutions needed to do this, and to transform the wider economy to be more sustainable and nature-friendly:
🔵 Make social enterprise and community ownership the business model of choice as part of transforming to a sustainable and nature-friendly economy.
🔵 Promote the community ownership of land and spaces for nature and facilitate this through legislation.
🔵 Expand specialist support to social enterprises to grow and maximise their impact across different sectors.
🔵 Embed a well-being economy approach across economic development policy, ensuring that the well-being of people and planet is at the heart of the economic agenda.
