HOUSE PRICES CONTINUE TO RISE DESPITE THE ENDING OF GOVERNMENT SUPPORT MEASURES

In my previous blog (October 2021), I considered the likely direction in house prices, once the stamp duty ‘holiday’ would come to an end.
The latest quarterly House Price Index report from the Northern Ireland Statistics and Research Agency (NISRA), published on the 17th. November, reveals that, contrary to some expectations, the housing market in Northern Ireland remains as buoyant as ever.
It would appear that the fundamentals driving activity in the local market continue to be supply issues and specifically of demand outstripping supply. The end of the stamp duty ‘holiday’ in the UK has had little real impact on sales in this corner of the kingdom.
NISRA’s report makes interesting reading. Based upon sales data recorded by HMRC, the index is showing that, in the Derry City and Strabane district, prices are now running at 151.8% of the 2015 baseline figure. In other words, a house selling for £100,000 in 2015 is now averaging £151,800 as of September 2021.
Compared to the previous quarter (Apr-June) prices have grown by 6.8% and compared to a year ago, prices in this area are up 13.9%
The average house price is now £143,674 in the Derry City and Strabane district. The average price for a residential property in Northern Ireland is £159,000. Derry and district ranks eighth out of eleven council areas. It is the third cheapest part of Northern Ireland in which to buy a home.
The report makes no comment on the data, but readers will see for themselves that despite all the disruption to normal life and its impact on the local economy, the housing market remains resilient and continues to dig itself out of the calamitous recession of 2008/9.
So with a little more clarity, now that support measures have ended, will the upward trend in prices continue?
Some experts believe that rising inflation may sap the enthusiasm of buyers going forward. The fear that the Bank of England’s monetary policy committee might increase interest rates has spooked some in the sector, but the committee’s decision, earlier this month, to keep current rates on hold has tempered those concerns for now.
More specifically, the recent news that Northern Ireland has seemingly recovered strongly from the ‘covid’ downturn will be reassuring to the local housing market and will help to boost confidence after months of relative uncertainty.
Despite the fact that 7,529 residential properties sold in Northern Ireland in the quarter ending 30th September, supply remains the big problem.
According to Propertymark, the leading membership body for estate agents, there continues to be a nationwide issue with supply. Across the UK, the average number of properties being marketed per agent in September stood at just 23 – similar to August. The figure represents a not insignificant 44% reduction on September 2020.
The only things that might check the upward trend in house prices, therefore, would be a boost in supply or another financial crash similar to 2008.
The former is unlikely in the short term as new building activity remains patchy. The big increase in building costs is also making developers think twice about committing to large schemes in the current climate.
The latter is also unlikely in the short term as financial institutions are still ‘licking their wounds’ from the 2008 crash and are determined not to be caught out again. The taxpayer is still paying that enormous bill.
So, for the time being, it is likely to continue to be a sellers’ market - but it is important to remember that here in Northern Ireland, after years of being in the property doldrums, we are still playing ‘catch-up’.
