Wear Bay Road Go Folkestone members advised that another planning debate was brewing up in East Folkestone , so I went to St Peter’s Church in October where Father Mark had gathered four councillors together to listen to concerns about a new FHDC scheme , on the drawing board prior to any official planning consultation , to create a ‘destination playpark’ around or instead of the current bowls , tennis and pitch & putt facilities at East Cliff in Wear Bay Road.
We had already done some research and been told by Council sources in September that ‘ The scheme does not include provision for a bowls club. The bowls club is in need of a complete re-build and does not have the membership to allow the required in-vestment. Whilst the bowls club have not been directly consulted on this scheme (as yet) they have been made aware of this in the last two years when I have told them we are looking to create a new park and we would not be investing in the bowls club. We have 3 other bowls clubs all within Folkestone.’
The park improvement scheme had £20,000 in the bank from former Tory county councillor Dick Capstick, but envisaged a lot more expense which I think FHDC hopes will redeem a loss making local situation by a new café rent and parking charges . The steering group is , or is close to , making funding applications using the first provi-sional drawings . It will replace the currently very disappointing 8m square single appa-ratus play area with an area a bit like the seriously equipped Lower Leas Coastal Park , but with a gesture toward the buried Roman villa and serious ancient history of EC . At its naffest that could include a play pirate ship (please , at least , a Roman galley) . There will also be Roman and Iron Age history boards and walks ; this will probably keep the local Canterbury Archaelogical Trust , which may help supply them , on board .
In truth if the development stops a few metres south of the brick public conveniences as promised it will not disturb the Villa and will leave a large grass area with all the wild paths down to the Warren and of course beautiful views. But will intensive sports development creep across the green over the years? Probably not but planning conditions must ensure zero building north of the WCs. The tennis & golf will stay (better had ) but the flat bowls club area is proposed for a 95 space car park and a café with information facilities on the bowls club building footprint .This car park is very large : the East Cliff Pavilion P & D car park is already 26 spaces and very under occupied . Some grass courts may go hard , and other sports routes , such as mountain biking will be promoted .
There were 113 people present , excluding the front table of neutral Father Mark , Cllrs Nicola Keen and Jackie Meade and extremely pro scheme John the community worker and Cllr Mary Lawes . John said there had been some consultation producing 70-80% support but that turned out to be 2 years old, cover a mere 100 per-sons, and in Hollands Avenue. And with him asking the questions you would have known what answers to give ! All speakers except a very brave Ursula Vallins(sic) were against the scheme , and 90% , I would say , of the attendees ; Ursula did not even get a sprinkle of applause . I was also neutral because more could be done with East Cliff , but I am sure the wonderfully scenic pitch and putt in particular could be promoted much more successfully by the Council without any alterations. The quietness of the area is largely down to ineffective PR. Use some posters on line and on billboards with scenic local paintings.
For me the area deserves money, but the partial misjudgement of the supporters is the belief, which I think underlies the scheme , that FHDC can duplicate the success of the Lower Leas Coastal Park without any down side . The difference is that a lot of houses are not close to the Lower Leas, but a lot are close to the current green cliff-top and future (?) screaming kids and large car park. Having said that, there should be a better play park, even though someone said, to strong applause, that the beach was the best play park of all and they wanted the area kept natural. In addition, it was said , the more people you draw the more the slopes get eroded and the more chance there is of (low)cliff-linked accidents. The Warren is a SSSI , but does this stretch to the cliff-top?
I am advised by Council sources that ‘’ There is currently no authority to proceed past the scoping phase of the project. If permission was granted by the Charity Trustees then funding would need to be sought and a planning application submitted’’ . The cliff top is part of the Folkestone Parks and Pleasure Grounds’ Settlement/ Charity . In essence this is a body which controls the half or so of Folkestone parks which originally were gifted by the Earls of Radnor, the original great benefactors of the town, as op-posed to the other half which the Council itself created. The Charity however does have most of FHDC Cabinet as trustees and it often seems to be run like a limb of the Council. But it isn’t. Official consultations will happen but more like in New Year.
Ones hopes that the local people who oppose the scheme ,now to be found on Facebook ‘Keep East Cliff Green , will compromise with the Council and the people who support the scheme, in order to produce a better playground , a small café and a convenient car park which doesn’t attempt to draw half the population of Ashford and South London on a sunny day. Let us not be too mean about sharing the wonderful walks and views and improving the poor Harbour Ward playground facilities, but keep it Undisney and primarily natural. If the car park kept off the main rear bowling green and just used the front, and if the playground was quadrupled in size in situ , then the bowls’club might be maintained IF the membership justified it. The public café could al-ways be in an enlarged tennis/golf building , as there are two poorish but serviced build-ings 150m apart .
This all ignores the mystery of the large , brick , privately owned East Cliff Pavilion next door , the original ‘destination’ , which used to have a pub, sepa-rate restaurant and sports’ rooms before the Council sold it off ca 1988 . Now it is newly fixed up but not properly opened. Rumours of diamond-dealer owners and silly stories of money-laundering swirl around. Will the 1924 building be a scenic privately owned res-taurant soon? Is there any link or co-operation between the Council and those owners?
As for the bowls’ club the secretary Brian wrote on 29 August ‘ We are in the dark…..I first heard about it last week from a friend who follows Mary Lawes on Facebook. I wrongly assumed that it was an update of her proposal for a play area & therefore not worthy of serious consideration (as earlier proposals from her).[rude.RW]
However on buying the local paper I found out the scheme has the backing of FP&PGC and F&HDC. To find out, in this way, that our landlord has proposals to shut us down leaves me feeling pretty disgusted. The Bowls Club will be discussing a formal response next week.’
Some will feel that the Wear Bay Bowls’ Club has been a bit slow and ostrich-like, but on the other hand no bowls’ clubs in Folkestone have collapsed for lack of demand for years and there is some danger to the Folkestone [Cheriton Road] Bowls Centre from a putative Morrisons scheme for its own petrol station. Folkestone doesn’t want to end up with two bowls’ clubs, none in the East, when it was supporting four.

Folkestone is s divided town. There are pockets of severe deprivation around the centre and north-east of the town. Four areas are in the top 10% most deprived in the country and struggle particularly with low incomes and high unemployment and crime.
In Folkestone Central and Harbour wards, 30% of children live in low income households compared to 20% across FHD and 18% nationally. Radnor Park play area in Broadmead Ward of Folkestone was redesigned and installed in July 2017. It now offers an exciting range of play equipment for youngsters of all ages, with a railway-themed zone for toddlers featuring a climbing train and carriage, tunnels and tracks, a roundabout and a train station.

Recently a proposal for a Roman Fort destination public playground was mooted to possibly become a permanent fixture on Jock’s Pitch on the East Cliff, in Harbour Ward, Folkestone.
