Embedded Security Consultants (ESCs).
ESCs are subject-matter experts in their respective geographic areas of operation and the industry sectors they support. Candidates are handpicked, based on strong personal references and previous experience of working with Rubico Associates. The ESCs work within a client organization with support, where required, from Rubico Associates management teams to provide a bespoke yet turnkey security solutions. Their focus ranges from analysing security requirements and the broader company goals to working closely with project teams to identify potential threats and opportunities. Scope of Work

The ESC will implement and oversee your country security plan advising on all current policies. The ESC being operational on-call 24 hours a day, seven days a week; can provide the focal point for security for all management, local and corporate, as well as staff. Their scope of work will include, but not be limited to:
• Act as the primary point of contact for all security related matters throughout the duration of the contract working closely with the in country and corporate team.
• Act as principal advisor to management on all aspects of security and wider project risk management; and provide specialist input at a strategic level on the security aspect of any new developments to operations.
• Continually review country and local threat assessments, identifying specific threats to the operations and assessing the likelihood of them materializing and potential impact on operations. Gather and collate information from multiple sources – including the Supplier’s regional analysts – about events taking place in the region, country and outside the immediate area which may affect future projects or existing work programmes.
• Integrate with the existing local network of Supplier assets to establish an information network which will provide timely information or confirmation of forthcoming events or recent incidents.
• Maintain and rehearse contingency plans, including both political and medical evacuation plans, ensuring implementation at country level is effectively coordinated with regional planning. If requested, provide interim coordination and management of any incident reaction on the ground and take the lead, as the subject matter expert, on any required liaison.
• Meet regularly with project team for project reviews, addresses any actual or potential problems, assists in preparation of site visits planning, and supports security planning, assessments and surveys.
• Monitor political and security situations and ensure appropriate security measures are in place and are being followed. Cooperate closely with the site teams to ensure that SOP's, Contingency Plans and Security Plans are up to date and relevant.
• Liaison with other security personnel of other multinational companies, embassies, USAID and other security companies.
• Maintain a positive, professional environment in full compliance with applicable laws, regulations, policies and procedures; ensures that staff members understand and comply with applicable laws, regulations, policies and procedures.
• Direct development of effective strategies to mitigate risk, maintain continuity of operations and safe security officer the company, its people and operations.

Why Martyn’s Law Will Help Improve Event Security

While the public attends major events across the UK, event security professionals work behind the scenes to protect people. However, the terrorist attack at Manchester Arena in 2017 changed everything. It served as a reminder of what can happen when security failures occur.

In December 2022, the government introduced a venue security law named after victim Martyn Hett, known as Martyn’s Law, to modernise event security. Event managers, security directors and facilities managers are now paying close attention as this legislation continues through the legal process.
In the interim, knowing more about this new law and how it intends to improve event security is essential.

Understanding The Catalyst
Security protocols can help to safeguard public spaces, and in most cases, things go according to plan. But what were the critical errors at Manchester Arena? Several severe security breaches led to the tragic bombing. Here are a few of them:

• There was a blind spot in the CCTV coverage which the bomber used
• The bomber went unnoticed to the site several times before the incident
• There was no security on patrol to check for suspicious persons
• Security staff “fobbed off” concerns from several members of the public
• Two security guards with basic training watched the bomber but did not act

The points above highlight how using poorly trained security staff can result in disaster.

Martyn’s Law: A More Modern Security Solution for Public Events
The Terrorism Protection of Premise Bill, or Martyn’s Law, will reform the event security industry. It places a requirement on publicly accessible venues to consider the threat of terrorism. The expectations are that Martyn’s Law will become effective in December 2023 or January 2024. However, while the government has delayed the legislation several times, the signs are now positive.
For example, King Charles II highlighted the importance of Martyn’s Law in the recent King's Speech. This bill recognition clearly showed the government’s commitment to enacting the proposed legislation.

How Will Martyn’s Law Improve Event Security
Martyn’s Law, in essence, will clarify who is responsible for event security and promote good security practices. The 56-page bill will help to raise the security standard across the UK. Here are some of the critical components of Martyn’s Law that will benefit event security management across all UK venues:

• There will be a focus on mandatory risk assessments and custom security plans
• A regulator for the industry will carry out inspections and enforce powers
• Premises with more than 100 people capacity will fall under Martyn’s Law. For premises of a public capacity of 800+ people, enhanced duties will apply
• Qualifying premises will need to register themselves with the regulator
• Terrorism evaluations for all premises and additional assessments for larger venues
• All relevant works will need terrorism protection training
• Public events and premises with 800+ capacity require updated security plans

It’s not only these new requirements of Martyn’s Law that venues must follow. Staying on top of the “standard” security requirements when you host an event can take time and effort. The UK government’s Major Event Security Report highlights the different security areas to monitor at events.

PSD Team Leaders providing armed and sometimes non-armed protection security for client contracts in high-risk environments.
These individuals are responsible for maintaining the highest standards and presenting the team and its capabilities to clients. They are compliant with Rubico Associates’ standard operating procedures (SOPs) at all times and work with colleagues to deliver the best possible service to the client.

Requirements
•Demonstrates client etiquette, discipline and Rubico Associates’ low-profile approach

•Remains informed about the threats and key issues in the country working

•Possesses competent navigation skills, including map-reading, compass and use of GPS

•Uses vehicle-mounted and handheld communications systems

•Maintains competence in all required skills through regular formal assessment

•Assists in conducting risk assessments and operational planning

SIA Updates Close Protection Qualification
The SIA has introduced an updated close protection qualification for new applicants in the sector enhancing the previous qualification with four new units

bespoke physical intervention skills
knowledge of door supervisor responsibilities (including protecting vulnerable people)
legislation, threat and risk management
personal skills, surveillance awareness, search procedures, foot drills, venue security, journey management reconnaissance and preparing and carrying out a close protection assignment
Top up training will be available from 1st July 2022, and becomes mandatory on licence renewals from 1st October 2022.
