The solar farm application 22/00319/ful was refused. In response to a question, here is a map showing the various solar farm applications in our immediate area. The one up Lantern Lane has been approved, but not yet built. The one between Kingston on Soar village and the power station site has been approved, as has the one between Bunny Woods and Costock. At various other stages are sites between Gotham and Fairham; between Gotham, Fairham and Ruddington; between Gotham and East Leake.; between Rempstone and Costock.

The appeal for the second Lantern Lane application is in progress, but it appears that the appeal for the first application has now been withdrawn. I'm not sure whether submissions made for the appeal for the first application will be carried forward. I'd recommend submitting your comments again to the second appeal.

Hi all... I had a couple of ideas to highlight the issues with the constant battle, primarily it seems against Gladman Developments.
1. Get the parish councillors to look at other councils successful challenges against Gladman. I had a quick look on google and saw that Gladman exploit areas where no 5 year plan is in place. So do we get the councillors to pressure the council to get this sorted? (I don’t know the full details so happy for anyone who has the knowledge)
2. Their plan is for 195 new houses, to show the impact do we get as many of us as possible (ideally 195) to all drive to Lantern Lane on a specific time and day to show how the increased traffic would cause chaos?
What’s your thoughts guys.

In early December I wrote to all East Leake Borough Councilor’s and to our MP, The Rt. Hon Kenneth Clarke asking for their views on the planning applications and village infrastructure.

Rushcliffe Councilor John Thurman made contact personally very quickly and met with me to discuss some of the background to the current state of planning applications and village infrastructure. Councilor Thurman felt that the decisions were ‘out of his hands’ but was sympathetic to the concerns being raised with regard to lack of investment in infrastructure in East Leake. After a long discussion I left with the impression that he felt that there was little he could do in his role as Councilor to affect current applications.

I received no response from Councilor R Hetherington or Councilor M Males.

Our MP, The Right Honourable Kenneth Clarke, responded with the letter attached below.

It appears that the two democratically elected representatives who did respond to me feel that there is little that they can do to influence current planning applications.

It is also very apparent that the Rushcliffe Planning process is not acting in the best interests of existing residents of the East Leake area and is leaving the field clear for land and property speculators to decide where they wish to build rather than being guided by a democratically elected council process.

During my research I have uncovered an interesting summary of the current state of approved and pending applications which I attach for interest. Most significantly there are in fill spaces on this map that even I can see would look attractive to build on – I am sure that an effectively organised property speculator has a very clear view on how easy a target East Leake is over the next few years. See attached map and table.

I have further information, which might be of interest to anyone interested in the economics and strategy of the planning application process, but it might be better to discuss this rather than put it all down in a post (there is quite a lot).

In short our Councilors and MP will not be able to do very much about existing planning applications, but surely the matter needs raising with them during their next election appeal for East Leake votes!

I've had a good chat with the Head at Brookside school today & whilst he's very supportive of the campaign against further building in the village, it puts him & the school in an awkward position with the Local Authority if they have a petition in school. They can't be seen to be taking sides. He is happy for me to collect feedback/comments & signatures though so I will have a petition with me when I go into school next week if anyone wishes to sign & make comments around why they believe it's inappropriate to have even more large building sites in our village.

BCE Consultation Portal

Not sure if anyone is aware but under the proposed boundary changes due in 2018, East Leake is set to be managed by the council in Loughborough under the Loughborough and Shepshed constituency.

Have to say having Rushcliffe as our council was a big draw to the village and I’m sure other residence appreciate the benefits Rushcliffe offers us.

We are considering how to take forward the suggestion at a public meeting that the Parish Council should produce its own transport assessment, and we are keen to hear from any residents with expertise in this who can initially help us get a ball park cost and then (if the expenditure is approved) help produce the brief for consultants.

When objecting to both the new planning application AND the appeal state the following when referring to traffic and access:
1) a safe and suitable access cannot be provided in accordance with design standards. The access therefore does not meet the test of NPPF.
2) The site is not accessible by sustainable travel modes, particularly buses. The nearest bus stops are beyond the required 400 metres waling distance of each dwelling, and therefore the development does not meet the objective of the NPPF
3) The development would have a severe impact on the operation and safety of the road network within the village, and satisfactory mitigation measures are not proposed. Therefore, the development does not meet the third objective of the NPPF.

Guys this is one of the key areas so please use this guide and put in your own words..If you have already submitted an objection I'd suggest you edit/amend and include this but in your own words as best you can, thank you

This is from RBC guys about the two applications...

The reason why one application you can comment on and the other is not allowing comments is that 16/03119/OUT has a decision made and will not allow any further comments to be made.
The 17/02292/OUT has not had the decision made yet so allowing comments to be made so the planning officer can take these into consideration when writing the delegated report.

The objections need to be in by the New Year please.
I'm not an expert but from researching the Ruschliffe Borough Council site states 6th Jan 2018 and the Planning Inspectorate states 3rd Jan 2018.

I have had the email below from the Council about petitions, I have asked them to clarify that it will count as multiple objections. Guys on this note the forms are only something I have "cobbled" together so feel free to make your own or I can email you them if you prefer. The cover letter is from the council though and they have advised that this is fine to do this. Sorry I can't post any forms out I'm afraid.

I have sent the following email to our MP and to all 3 of our Rushcliffe Councillors. I will post any responses I get so we all know what our elected representatives think and are doing on our behalf.

As a constituent of yours and a resident of East Leake of over 20 years I am concerned about recent planning approvals and submissions affecting our village.
While I understand and agree with the national objective of providing 300,000 new homes per annum in order to address growth of the UK population it would seem that East Leake has already absorbed more than it’s share of this burden.
East Leake has recognised in the adopted Neighbourhood Plan 2013-2018 that new housing will add substantial pressure on local infrastructure and that Health and Education services are barely sufficient to service the needs of the current population. The plan supported development above the 400 house target (laid down in the Rushcliffe Borough Council Core Strategy document) only where the provision of significant improvement of infrastructure could be achieved in time to support the needs of development. I do not believe that such improvements can be demonstrated, either actual or planned.
I would be most grateful if you would outline your position on these matters, both past and planned, along with any examples where you believe that you have acted in the best interests of members of your constituency in East Leake with respect to building and local infrastructure.

Okay guys you can see below that some of your concerns raised are included but not all and there are some that haven’t been mentioned.
Social facilities
• Schools (lack of places, displaced to other schools, further impacting on Highways)
• Doctors (Unable to get appointments etc)
Infrastructure (Poor drainage, Flooding etc)
Highway
• Increased traffic
• Vehicular access
• Highway safety
Loss of sunlight
Overshadowing/Loss of outlook
Loss of privacy
Noise or Disturbance
Smells and Fumes
Nature
Loss or effect on Trees

After becoming increasingly frustrated at the way in which East Leake has become a building site...with seemingly no end in sight I have decided to set up this page.

Please play nice as this isn't a place to have a rant at each other or to be abusive...it is for like minded people who care and are passionate enough to spend a bit of time protecting what is left of this "ahem" village!

This isn't about objecting to every planning application submitted but it is about challenging developers of the larger number of houses in a site.

I'd love it if we can get an hardcore group of people who are willing and even experienced in this kind of thing to be able to help others.
If we can get people who are experienced on how increasing numbers of housing can affect significant areas such as, traffic and roads, education and schools. Local services like doctors and dentists. Crime and disorder and the list goes on, but you get the picture.

My goal would be that rather than having loads of places to visit to find out what to do this becomes a one stop shop and those who know how to object do so...but more than that they help those who don't
Whether that be an elderly neighbour who hasn't got access to the internet or a friend who is unable to get out to post a letter...
If this group grows and each one of the group visits 5 others and gets them to air their views we may just have a fighting chance.

Anyway for now I'd ask that you share this group to those who you think are up for the fight.
