South Park restoration update 🌳
Following an assessment of the ground conditions at the top of South Park and based on the latest forecast for the week ahead with no significant rain forecast, restoration work has started today.
Initially planned to start over the weekend, everyone is keen to maximise the weather in advance of any possible change to the weather so work has already got underway.
The work is needed to repair extensive surface damage following the annual fireworks event on 4 November 2023.
The grass over the disturbed area will be cut this weekend. This is needed to avoid the longer grass clogging up the machines used for the soil rectification work. They then plan to start the groundwork on Monday, with harrowing and seeding at the top of the park next week.
Restoration will take place in three stages:
• the top and driest part of the park
• the middle section
• the lower, wettest, part of the park
The timescale for the work in the remaining areas of the park is more difficult to predict at this stage.
Some areas in the centre and bottom of the park remain very soft, but if the drier spell of weather continues, these should now start to dry out relatively quickly. The contractor will aim for a rolling programme to complete as much of the park as possible.
This will be weather dependent, though there is optimism we have seen the end of the wet spell we have endured over recent months.
Our ‘selective licensing’ scheme means we’re the only council in England where every private rented home needs a licence – a crucial step in raising quality standards for private renters. Everyone deserves a decent home.
In the first year of the scheme, landlords and agents made licence applications for more than 12,300 homes. We’re making good progress dealing with these and so far have issued 5,924 licences.
We’re working to find unlicensed properties. We can issue financial penalties of up to £30,000 and the courts have the power to impose unlimited fines for unlicensed homes. We’re also ramping up inspections of homes with licences to ensure they meet standards and aim to inspect 60% of these during the five-year scheme.

Residents in Oxford are being encouraged to apply for free energy efficiency measures, after the income eligibility for the Home Upgrade Grant has been raised from £31,000 to £36,000.
The government funding aims to help homes that do not use gas as their main source of heating to install free energy efficiency measures including cavity wall insulation, loft insulation, solar panels, air source heat pumps, and more. ♻️
The funding – which is being coordinated through the Greater South East Net Zero Hub, is open to both homeowners and those living in private rented properties.
Landlords may also be able to benefit from the funding if their tenants are eligible. ✅ 🌟

Next month, we’re relaunching our Somewhere Safe to Stay service for people at risk of or experiencing rough sleeping. This provides a short-term roof over people’s heads while we find them a more stable home and the support they need to leave the streets behind.
People in Somewhere Safe to Stay will now be given a room of their own rather than having to sleep in shared spaces. This will make it easier for services to engage with them by providing a comfortable, private and safe space to begin their recovery from homelessness.
The revamped service will be made up of an assessment hub and eight rooms in O’Hanlon House, with another 15 rooms in shared houses around the city. It means St Mungo’s, Connection Support and Homeless Oxfordshire will work more closely together and provide better move-on support into more suitable housing.
The new service will mean expected annual cost savings of £394,000 for organisations working to prevent and reduce homelessness across Oxfordshire.
This will be achieved by the closure of Floyds Row, which is not financially viable in the current climate as the government will not fund projects with shared sleeping spaces from April. We are looking at options to sell or rent out the building.
