President Barrow Prioritises Infrastructure to Boost Agriculture, Health and Industries at FOCAC Talks
President Adama Barrow stated that Africa has no reason to doubt the People’s Republic of China’s commitment to support Africa in its strategic development. The President made the remarks during a bilateral meeting hosted by a member of the Standing Committee of the Political Bureau of the Chinese CPC Central Committee and the Secretariat of the CPC Central Committee H.E. Mr Cai Qi during the FOCAC 2024.
The Gambian leader commended the ten-point Action Plan announced by President Xi Jinping during his opening remarks at the 4th FOCAC Summit in Beijing. He also mentioned that the partnership with the PRC has grown to a strategic level, providing projects that impact the lives of Gambians. President Barrow pledged his Government’s commitment to the partnerships with the PRC based on mutual benefit and to advance the One China policy.
H.E Cai Qi reiterated China’s willingness to collaborate with the Gambia on the partnership of the FOCAC three-year Action Points 2025-2027. He praised The Gambia for supporting its One China Policy. He spoke highly of the bilateral ties with the Barrow administration and The Gambia’s support for global initiatives to promote development and justice for all. He urged President Barrow, as Chairman of the OIC, to enhance collaboration on international peace and justice. H.E. Cai Qi also promised to support The Gambia’s development agenda to advance agriculture, health, and infrastructure development within the framework of the ten-point Action Plan of FOCAC during a banquet in honour of President Barrow.
The Bilateral Meeting built on the remarks of President XI Jinping and Co-Chair of FOCAC 2024, President Diomayi Faye of the Republic of Senegal, along with other speakers emphasising the China-Africa partnership, which President Jinping said was “at its best in history” and added, “it has risen to a strategic level in a new era of modernisation as alienable rights for all including Africa.”
Aware that Africa is awakening to modernisation as stated in the set goals of the A.U. Agenda for a shared future for humanity, the Chinese President called for collaboration and modernisation that consider national realities, equal rights and a win-win for all countries.
The Strategic Partnership between China and Africa for the next three years will focus on inclusive industrialisation, agriculture, trade, capacity building to reduce poverty and advance cultural exchanges.
The $50bn three-year FOCAC Action Plan will also prioritise green development in modernisation, narrow the energy gap, peace and security and independently uphold world peace.
Delivering his statement at the High-Level Meeting on the Belt and Road Initiative - BRI established in 2023, President Barrow reiterated his appreciation to President XI Jinping and shared The Gambia’s experience with the Belt and Road Initiative, resulting in the construction of roads and bridges to advance the socio-economic development of The Gambia.
The BRI High-Level meeting Co-Chaired by H.E Ding Xeuaxiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council and H.E William Ruto, President of the Republic of Kenya, availed an opportunity for leaders to testify the how the BRI is a win-win in the China-Africa relations, partnering with Chinese entities in developing infrastructure across Africa.
President Barrow will meet with President Xi Jinping on Thursday, 5th September 2024, for a bilateral session.

Even A Punctuation Mark Must Not Be Single-handedly Omitted By The Government From The Original Version Of The 2020 Draft Constitution Eles The Draft Shall Be Disapprove.
None NPP MPs, opposition parties, and citizens at large will certainly stand to campaign vigorously against the edited 2020 draft Constitution in the overall interest of the country.
The flip-flop surrounding the immoral justifications by the Justice Minister is all bogus claims and equally discredit the people-made constitution that by far and large entails the wishes and aspirations of most Gambians within and beyond the country if not all.
Gone are those days when citizens would due to fear or threat support unnecessarily manufacture documents or laws to protect the interest of an individual or few.
The edited draft is a threat to our new-found democracy and therefore we would not condone anything as such from anybody not even the president.

The controversial draft constitution currently under debate, has omitted the clause in the 2020 draft constitution which provides a right to natural or juristic persons to own and operate media in The Gambia, and limited this right to only Gambians. This means that under the new draft, only Gambians can own media houses in the country.
Justifying this changes in its explanatory note, the government said: “The 2024 draft limits the right to own and operate media to only Gambians whether natural or juristic, because in the context of a small nation like The Gambia, restricting media ownership to citizens helps promote national security, preserve cultural integrity, ensure economic gains for locals, build public trust, and enhance regulatory efficiency.”
“Overall, confining the ownership and operation of media houses to Gambians is a measure to protect the national sovereignty of The Gambia and will also ensure that the media reflect and promote local content from a balanced and objective view, then report news about The Gambia from an indigenous perspective. The government also believes that this provision will promote economic empowerment by creating opportunities for Gambians to invest in the media sector,” it added.

President Barrow’s Engages TBEA on Green Energy on the Sidelines of FOCAC2024
H. E. Adama Barrow on the sidelines of FOCAC 2024, witnessed the signing of a Memorandum of Understanding between the Ministry of Petroleum and Energy and a Chinese company, TBEA at a ceremony held in Beijing on Wednesday, 4th September 2024.
Preceding the signing ceremony, the President of TBEA, Mr Xiao Zhi led the Gambian leader and delegation on a conducted tour of a digital presentation of the company’s activities, sharing its experience in the green energy sector, including the building of the Jambur Solar plant in The Gambia.
First Lady Fatoumatta Bah-Barrow, Cabinet Ministers, Ambassador Madame Kinteh, Chief of Staff Mod K Ceesay and representatives of the business community of The Gambia and staff of the Gambian Embassy in China accompanied President Barrow and were honoured with an elaborate lunch at the TBEA office.
In an earlier engagement, President Barrow received representatives of Gambian Students in China at his Hotel. The leader of the students, Mr Omar Nget outlined their concerns including delays in receiving their scholarships and requested stipends for self-sponsoring students. Also, he informed President Barrow of the cordial relationship the student body has with the Gambian embassy in China and thanked them for their support.
President Barrow expressed delight in receiving the students and appreciated their relationship with the Gambian Embassy in the People’s Republic of China. He acknowledged the friendly relations with the Chinese President, H.E Xi Jinping and the opportunity FOCAC presented to Africa.
Responding to their concerns, the Gambian leader informed the students that the Government expenditure is guided by an annual budget and would be difficult to accommodate self-sponsored students, adding, “It is not good governance and best practice to be requesting additional funds requiring Parliamentary approval.” He further informed them that Cabinet was aware of the challenges students in China and elsewhere faced, and would assess their situations.
President Barrow assured the students that capacity building, including youth employment through higher education, is a priority for his Government’s reform agenda, citing the visionary development of the University of The Gambia campus. Despite the challenges, he added that his Government is committed to innovative and wise spending of the limited resources available amidst the high expectations while calling on the students to support his Government’s plan in investing and preparing the youth as future leaders. “All our direction is towards young people, and education has the highest budget, with about 75% of UTG students on scholarship,” President Barrow revealed.
In a separate engagement, Chinese President H.E. Xi Jinping hosted President Barrow and other Heads of State and Government and delegations to a state banquet on Wednesday evening to kickstart the FOCAC2024 in Beijing for the next few days.

ECOWAS Early Warning Acting Director visits Gambia’s VP, commends progress on National Early Warning System
The Acting Director of the Early Warning Directorate of the ECOWAS Commission, Madam Onyinge Nkechi Onwuka, paid a courtesy visit to the Vice President of The Gambia, His Excellency Mohammed B.S. Jallow, at the State House in Banjul earlier today.
Accompanied by Ms. Binta Singateh, Director of The National Early Warning and Response Mechanism Coordinating Centre NCCRM-Gambia, Madam Onwuka stated that they are in The Gambia on an assessment mission of the National Early Warning Architecture, which is under the supervision of the Office of the Vice President.
Madam Onwuka noted that the assessment is part of a broader evaluation being conducted across various ECOWAS member states. She expressed satisfaction with The Gambia's commitment to early warning systems, highlighting the government's determination in this area. During the meeting, VP Jallow reassured that the bill establishing the National Early Warning Center is currently in Parliament and is expected to become an Act by the first quarter of next year. This progress was described as the most significant takeaway from their visit.
Madam Onwuka concluded by expressing her optimism about The Gambia's efforts, stating that as the regional coordinator, they are pleased with the developments and are looking forward to the next steps.

Explaining the Explanatory Notes 1
At a time when conscientious political leaders and honest pragmatic technocrats around the world are moving their nations towards democracy, good governance and accountable leadership, in the Gambia it is the opposite. The Barrow Papers 2024 is the blueprint of the country’s political leaders and their technocrats who, in their wisdom, think that the Gambia should rather go the opposite direction by building a corrupt autocratic dispensation. Now that they have issued their Explanatory Notes, their true intentions for the ‘Mission to Dictator Land’ have become jaharang!
I have gone through the Explanatory Notes and could not find any explanation or justification therein that is geared towards building and strengthening democracy and ensuring accountable leadership in this country. Rather, I find only poor quality justifications that only confirm that the Minister of Justice cannot even defend these Papers.
The justifications they provide flout basic democratic norms while violating international human rights laws and standards. I can state without any fear of exaggeration that the Barrow Papers is purposely and squarely intended to legalize dictatorship and entrench corruption in the Gambia.
For example, the Barrow Papers 2024 deleted Section 47(5) in the 2020 Draft Constitution which states that “the State shall not penalize any person for any opinion or view or the content of any broadcast, publication or dissemination.” The explanation given in the Barrow Papers for deleting this safeguard is that freedom of expression should be balanced with the need to protect individuals and prevent hate, incitement or cause disinformation.
But this is a misinterpretation of freedom of expression hence the Explanatory Notes is not responding to the deleted provision. No one limits, in fact threatens freedom of expression as the Barrow Papers is doing in the name of preventing hate speech.
By deleting that provision, the Barrow Papers is rather effectively empowering the State to suppress freedom of expression. It means if a citizen says anything that the State does not like, it could penalize that citizen or the media outlet which broadcasts that speech when there is no element of hate speech, disinformation or threats to public morality in that speech. Hence the only reason the Barrow Papers deleted that protection for free speech is to silence the media and citizens from holding the Government accountable.
To further clampdown on rights, the Barrow Papers removed from Section 50 of the 2020 Draft the right to picket and petition public and private institutions. The meaningless explanation provided is that they want to “balance the protection of rights with public interests”. Denying citizens to assemble in front of public or private institutions and submit a petition is the heart of the right to the freedom of assembly without which a protest becomes totally meaningless and ineffective, hence shielding public institutions and private businesses from accountability.
In its General Comment 37, the UN Human Rights Council which oversees the monitoring of the International Covenant on Civil and Political Rights (ICCPR) states that Article 21 of the Covenant on freedom of assembly includes the right to picket. Similarly, the right to petition is recognized as a fundamental human right.
Hence, to remove picketing and petition out of the right to freedom of assembly is a violation of international law, not to mention the fact it denies citizens to express their grievances as they should in a democracy. Protecting public interests cannot in any way mean that picketing and petition cannot take place at the same time.
Picketing and petitioning are in themselves public interest tools. Hence to deny Gambians to picket and petition can only mean denying them from holding the State accountable, defend democracy and demand quality goods and services, etc.

Vice President Jallow welcomes New Drug Law Enforcement Agency Director General
This afternoon, the Vice President of The Gambia, His Excellency Mohammed B.S. Jallow, welcomed the newly appointed Director General of The Gambia’s Drug Law Enforcement Agency at his office in State House.
During the introductory meeting, the Director General provided an overview of the agency’s ongoing transformation programs, discussed the challenges faced, and outlined the path forward. A key focus of their discussion was the need for collaborative efforts to tackle drug-related issues within Gambian communities and along the country's borders.
The Director General also sought the Vice President’s guidance, who in turn assured him of the government’s unwavering support in these efforts.
