ASEAN's First Think Tanks Summit Kicks Off
The inaugural ASEAN Think Tanks Summit (ATTS) was launched in partnership with the ASEAN Secretariat and the Singapore Institute of International Affairs. Held on September 10-11 at the ASEAN Secretariat in Jakarta, the event brought together thought leaders, policymakers, and experts from ASEAN Member States and Dialogue Partners.
The Summit provided a valuable platform for in-depth discussions and collaborative solutions, reaffirming ASEAN's commitment to tackling complex regional and global challenges. By fostering meaningful dialogue, the ATTS further strengthens ASEAN's role as a key player on the global stage.
The Summit focused on key areas essential for ASEAN's future:
🔵Enhancing Digital Connectivity to build a competitive digital ASEAN
🔵Strengthening Energy Connectivity to promote sustainable climate goals
🔵Building Institutional and Political Connectivity to create a resilient region

📝 The Consultative Meeting for the ASEAN Strategic Action Plan on Consumer Protection (ASAPCP) 2030, Phnom Penh, 27 August 2024.
📢 The Consultative Meeting with the ASEAN Consumer Association Network (ACAN), Phnom Penh, 28 August 2024.
At the Peer Review Plenary, the expert team and Thailand's Office of Consumer Protection Board ( ) shared key findings and recommendations with national agencies and the ASEAN Committee on Consumer Protection (ACCP). These insights will help shape Thailand's strategy to strengthen consumer protection in the .
The following week, consumer protection experts from ASEAN and partner countries gathered in Phnom Penh, Cambodia, for the , hosted by Cambodia's Competition, Consumer Protection, and Fraud Repression Directorate-General ( ). The event, themed "Empowering Consumers in the Digital and Green Economy: Innovate, Protect, Sustain," highlighted ASEAN's achievements in consumer protection 🎉 and addressed key issues such as digital risks 🤳, greenwashing, and sustainable consumption.
🎯 The outcomes of the 4th ACPC will play a crucial role in shaping the policies and actions to ensure that consumer welfare remains at the centre of the region's development. Furthermore, similar topics were mentioned during the Consultative Meeting for ASAPCP 2030 and Consultative Meetings with ACAN.
💬 For the former, Consumer protection experts met to plan activities for the next five years, focusing on cross-ministry collaboration, new guidelines for emerging issues, and stronger partnerships with businesses. On the third day, consumer protection agencies and associations emphasised the need for a multi-stakeholder approach to consumer advocacy 🏆.

🌍✨ Sustain Peatlands, Secure Our Future! 🌿💧
Through GIZ, Germany is actively supporting ASEAN in advancing the sustainable use of peatlands and haze mitigation. As part of the ASEAN German portfolio, the SUPA/ASEAN REPEAT programme recently held its 6th and final Programme Steering Committee meeting on 14 August 2024, in Bangkok, Thailand.
The meeting highlighted SUPA’s major milestone, including developing the ASEAN Peatland Management Strategy (2023-2030). Dr Vong Sok, Head of the Environment Division of the ASEAN Secretariat, acknowledged SUPA’s achievement for its wide-reaching impact—from shaping regional policies to fostering local community development. He noted that despite the challenges posed by the COVID-19 pandemic, SUPA successfully delivered crucial activities, enabling stakeholders to collaborate and learn from one another.
Highlights of the meeting including:
• 🇩🇪 Maike Lorenz from the German Embassy reaffirmed Germany’s commitment to peatland restoration as a key climate strategy.
• 🌏 The GIZ team shared progress updates and introduced the new SEACAI project for clean air in Southeast Asia.
• 📅 SUPA/ASEAN REPEAT programme will conclude in January 2025, with a closing event scheduled for November 2024 in Bangkok.

🤝 IPB University, PT Gudang Segar Indonesia (Fresh Factory), and Solar Cold Chains for a Green Economy in Indonesia (SOCOOL) under the German-Indonesian bilateral cooperation and implemented by GIZ, have signed a groundbreaking Memorandum of Understanding (MoU) on International Partnership for Climate-Friendly Cooling Solutions in Indonesia's Cold Chains. This strategic partnership marks a significant leap to revolutionize Indonesia’s cold chain industry with innovative climate-friendly cooling solution for Indonesia’s cold chains. ✨
Indonesia’s growing energy demands, and the need to curb CO2 emissions from cooling systems present a major opportunity for solar energy. This collaboration will drive the development of solar-powered cold chain solutions, including cooling sheds and ice plants, to enhance economic and technical efficiency. 🌞
Role of Key Partners:
- IPB University: Acting as a knowledge hub to ensure the sustainability of innovative and climate-friendly refrigeration technologies. 📚🌱
- PT Gudang Segar Indonesia (Fresh Factory): An innovative startup in cold chain logistics and warehousing, will develop user-focused, economically viable and technically robust solutions for solar cooling chains. 🚛🔋

🤝 Achieving the goals set by Kementerian Lingkungan Hidup dan Kehutanan's Regulation 75/2019, titled "Roadmap for Reducing Plastic Pollution by Producers," requires a collective effort. This ambitious regulation targets a 30% reduction in waste at the source, emphasising the importance of collaboration across sectors to make it a reality.
Under the ASEAN-German cooperation portfolio, the project facilitates support of a crucial initiative to manage post-consumption packaging waste. Through the Digital Return System (DRS) project, launched by the Circular Consortium—comprising , Recycle And Waste Lab, and GROUP INDONESIA—steps are being taken to facilitate the return and recycling of packaging materials.
On 31 July 2024, GIZ 3RproMar, in collaboration with the Circular Consortium, launched the groundbreaking pilot project "Digital Return System" in Bandung. This initiative aims to enable the recycling of low-value plastic waste materials from essential oils and cosmetics/aromatherapy bottles, transforming them into upcycled furniture products through the innovative digital app "Balik.in."
Key stakeholders attended the launch event, including representatives from the Ministry of Environment and Forestry, Bandung Environment Agency (DLH) Kota Bandung, Kabupaten Bandung Barat, waste banks, junk shops, and brand owners. A significant milestone was the signing of a Memorandum of Understanding (MoU) for partnerships between Yagi Forest, Botanina (cosmetics brand owners), and the Kibumi Parongpong Consortium.

As part of this effort, we brought together key stakeholders from the for a crucial discussion on 29 July 2024. This event, organised in collaboration with the Ministry of Environment and Forestry (KLHK) and Waste4Change, included disseminating market share studies that are pivotal to driving sustainable practices.
The exchange invited panelists from the Indonesian Food and Drug Authority (BPOM), Indonesian Ministry of Industry and Ministry of Health (Kemenkes) to address the importance of integrated regulation to oversee a product's health and environmental impact.
The discussion concluded with a positive note from industries regarding shaping a greener FMCG market.

🔵ASEAN Access, the regional platform for cross-border trade support, recently celebrated its third anniversary. This milestone prompted the leads of the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) to convene in Bangkok on August 5, 2024, to discuss ways to enhance and maintain core services in the future.
💡A particular focus was on matchmaking activities between SMEs. Participants also highlighted the importance of sustaining the public-private network, which drives engagement via ASEAN Access.
🔔Key points from the discussion included:
📌 Mainstreaming Actions: The integration of ASEAN Access in upcoming regional and national action plans was assessed.
📌 Future Planning: Different options for the medium-term governance of ASEAN Access were deliberated.

🔹Joint Development of Micro Hydro Feasibility Analysis: We are working together on a comprehensive techno-economic and hydrological feasibility study for a selected location in Madagascar. This project aims to identify sustainable energy solutions that can be implemented locally.
🔹 **Empowering Women in Renewable Energy:** We are proud to implement a Women Professional Development program within SSTC DRE. This tandem program between Madagascar and Indonesia is designed to empower women and enhance their skills in the renewable energy sector.
🔹 **Highlevel Discussion on Renewable Energy Partnership:** A pivotal session hosted by H.E. Honourable Olivier Jean-Baptiste, Minister of Energy & Hydrocarbons of Madagascar, brought together key stakeholders. The session, attended by the Head of Mission of the Indonesian Embassy in Antananarivo and GIZ, marked a significant step towards formalizing the renewable energy partnership between Madagascar and Indonesia.
This collaboration exemplifies our shared commitment to advancing sustainable development through renewable energy and international cooperation. Together, we are paving the way for a greener and more inclusive future.
As a home to an immense scale of agro-industry, Indonesia holds an enormous potential of . More than 15 gigawatts of potential energy can be generated only by utilizing the waste from key agro-industry sectors. On the contrary, if not utilized, this large sum of energy potential will not only be wasted but also create harmful impacts by releasing an equivalent of 170 million tons of CO2 into our atmosphere.
As part of the endeavor to reduce climate change impacts, GIZ Indonesia/ASEAN implementing Thematic work Area, under ExploRE (project), projected to reduce and avoid at least two 3 million tons of CO2 equivalent emission by 2025. But this number is very small compared to the gigantic total volume of Indonesia's methane emission potential.
To amplify the mitigation effort, agro-industrial waste utilization can play the savior role. More methane emissions mitigated, more clean energy generated. The call is clear. Our action is needed.
