Penalty points are designed to encourage safe driving and reduce casualties on our roads. For more information please see full list of penalty point offences here.

Penalty point offences are recorded on your driving licence record if:

You are convicted of a driving offence that attracts penalty points, or
You are served with a fixed charge notice for an alleged offence that attracts penalty points and you opt to pay the fine. If the fine is not paid it will be referred to the courts where a higher number of penalty points will apply.

Any driver accumulating 12 penalty points within any given three-year period will be automatically disqualified from driving for six months. A lower threshold of seven penalty points leading to disqualification will apply to any driver who is granted their first learner permit on or after 1 August 2014 while they drive under a learner permit, and subsequently during the first two years while they drive under their first driving licence.

Where a driver held a learner permit before 1 August 2014 and obtain a first full licence after 1 August 2014 they will be disqualified on accumulating 12 penalty points in a 3 year period or on accumulating 7 new penalty points after 1 August 2014 whichever first until they have held the driving licence for 2 years.

Where a driver has a foreign licence a record will be created and the penalty points recorded on that record. The driver is required to surrender his/her Irish or foreign driving licence to the National Driver Licence Service within 10 days of disqualification commencing. It is an offence not to surrender a licence. It is also an offence to drive while disqualified.

To book an NDLS centre appointment you will need the following;

a valid Irish driver number OR valid PPS number
a valid email or mobile phone number to receive confirmation of your appointment.

Using those personal details, you will be presented with a list of available times so that you can book an appointment up to 6 weeks in advance. If you cannot find a suitable appointment, please check back as new appointments become available weekly. You will also be able to cancel and reschedule your online appointment here

Your application must be accompanied by a medical report form if any of the following apply to you:

You are applying for a learner permit or driving licence in any of the C or D categories (bus and truck) C1, C, D1, D, C1E, CE, D1E or DE.
You suffer from certain medical conditions
You are aged 75 or over
Your current driving licence or learner permit includes the notation code 101 which indicates that renewal is subject to submission of a valid medical report
You have ever suffered from alcoholism
You have ever suffered from epilepsy
On a regular basis you are taking, drugs or medication which would be likely to make you an unsafe driver

A medical report form is required when applying for a driving licence or learner permit where the driver is aged 75 years and over or where the driving licence or learner permit they are renewing expires the day before their 75th birthday.

The Medical Report must be completed correctly by a registered medical practitioner and you must sign the declaration in their presence. It must be presented to the NDLS within one month of being signed by the medical practitioner. Please note the maximum term for higher categories on a full licence is 5 years.

The Department of Transport has today written to a number of Learner and Novice Drivers to inform them of a legal clarification on the penalty point disqualification threshold for these licence types.

New legislation introduced on 1st August 2014, as part of the Road Traffic Act 2014, created the concept of a novice driver and changed the penalty point disqualification threshold for learner and novice drivers. Instead of the standard 12 points disqualification threshold, this was changed to a 7 point threshold for “..a person who at the time such points are endorsed is a learner driver or a novice driver”.

The interpretation by the Department, based on legal advice received at the time, was that this new threshold should be applied only to people who entered the driver licensing system on or after that date. Those learner drivers already in the system before the new legislation was introduced on 1st August 2014 should continue to be subject to the standard 12 points disqualification threshold.

As a result of further, revised, legal advice, the Department is now applying the 7-point threshold to people who were in the system before that date on the following basis –

If someone who is a learner or a novice receives 7 or more penalty points while a learner or a novice on or after 1 August 2014, they should face disqualification;
Also, if the total of points held before that date plus points received after that date reaches or exceeds 12 points, they will be disqualified.

No driver will be disqualified immediately as a result of this change. This is because a driver is legally entitled to be advised of the disqualification when they are notified of the offence that causes the disqualification threshold to be breached.

Should any affected person incur additional penalty points from six weeks after their notification date, which results in them having 7 or more points on their licence while still a novice or learner driver, they will then be disqualified.

All drivers affected will be contacted personally in writing by the Department of Transport, to notify them on the impact of these changes.

The Department estimates that just under 3,000 drivers will be receiving letters as a result of this change. Out of 3.1 million drivers, this equates to just under 0.1 % of drivers.

The Department of Transport has found no evidence that the affected drivers have been involved in a fatal or serious collision while they should have been disqualified.

Applicants for international protection (asylum seekers) can now apply for driving licences and learner permits.

The 2020 Programme for Government gave certain commitments to allow international protection applicants access to the driving licence system. The Department of Transport has been working with the Road Safety Authority on solutions to make this possible.

International protection applicants can now use their temporary residence certificates as proof of normal residence in Ireland when applying for a driving licence or learner permit. All other requirements for a driving licence or learner permit application must also be met. For a full list of these requirements

Minister for State at the Department of Transport, Hildegarde Naughton TD has announced that from Monday 21 February 2022, the age at which an applicant for a driving licence must supply a medical report will increase from 70 to 75.

Drivers under 75 will no longer have to supply a medical report confirming their fitness to drive, unless they have an identified or specified illness or are required to do so by law.

Driving licences will remain free to those aged 70 or over. In addition, drivers aged 70 and over may continue to apply by post to renew a licence or learner permit.
