New Express Entry draw invites 3,000 candidates to apply for Canadian permanent residence
Canada has invited 3,000 Express Entry candidates to apply for Canadian permanent residence in a draw that took place on Wednesday, February 21. The cut-off Comprehensive Ranking Score for this draw was 442.
The total of 3,000 Invitations to Apply (ITAs) that were issued in this latest draw is also the same as the February 7 draw. This marks the second consecutive draw in which 3,000 candidates were invited to apply. Both these draws saw the number of ITAs issued increase by 250 over the previous five draws.
The cut-off score of 442 is the same as the previous draw, which took place on February 7.
Immigration, Refugees and Citizenship Canada (IRCC) once gain employed its tie-break rule in this latest draw.In this case, the time and date of the tie-break was February 11, 2018. This means that all candidates with a CRS score above 442, as well as those candidates with scores of 442 who entered their profile in the Express Entry pool before this time, will receive an ITA.

Temporary foreign workers gaining permanent residence in Canada on the rise - Expanded pathways to Canadian permanent residence helping numbers grow, says new study

A growing number of immigrants who come to Canada as temporary foreign workers are staying longer and obtaining permanent residence, a new report by Statistics Canada shows.

Entitled “Just how temporary are temporary foreign workers?”, the report looks at data for four cohorts of temporary foreign workers (TFWs) aged 18 to 64 who received a work permit between 1990 and 2009. Together, the cohorts represented more than 1.3 million work permit holders.

While the study’s findings suggest that the majority of of TFWs left within two years of obtaining their first work permit, it also notes that “the tendency to stay longer has increased among more recent arrivals.”

In order to work in Canada as a TFW, a job offer is required. However, obtaining permanent residence is possible without a job offer, principally through Canada’s Express Entry System.

Policies helping TFWs transition to PR
The report studied TFWs who came to Canada through programs now grouped under the Temporary Foreign Worker Program (TFWP) and the International mobility program (IMP).

Examples of programs under the TFWP include the Seasonal Agricultural Workers Program, the Live-in Caregiver Program and the Low-Skill Pilot. Other TFWP participants are high-skilled professionals hired on short-term contracts.

The IMP is also composed of several different programs that mostly cover high-skilled professionals, including professionals working in Canada under international agreements like the north American Free Trade Agreement (NAFTA), on intra-company transfers and as research-and-studies-related work permit holders such as foreign medical interns.

The study considered four variables to see what, if any, impact they had on length of stay among TFWs in these two groups. These variables were individual demographic characteristics (age, s*x), source-country economic and social conditions, host-country institutional factors, such as government regulations, and local and regional socio-economic conditions.

Host-country policies and regulations were found to be critical to the length and type of stay of TFWs, with the study noting that the lengthening stays among new arrivals beginning in the late 1990s was “consistent with Canada’s increased reliance on TFWs and the expanded pathways to permanent residence.”

Government action on rule that rejects immigrants on medical grounds expected in April

Canada’s Minister of Immigration, Refugees and Citizenship, Ahmed Hussen, says his department’s action plan for addressing a controversial policy that refuses immigrants deemed likely to cause an “excessive demand” on the country’s health-care system will be released in April.

Parliament’s Standing Committee on Citizenship and Immigration has recommended abolishing the “excessive demand” rules in Section 38 1(C) of Canada’s Immigration and refugee protection Act, which it says is at odds with the United Nations Convention on the Rights of Persons with Disabilities.

That recommendation was part of a standing committee report on medical inadmissibility rules for immigrants that was tabled on December 12. Immigration, Refugees and Citizenship Canada had 120 days to issue its response.

In an appearance before that committee yesterday, Hussen reiterated his belief that the rules need to change.“I have been very clear that this policy is out of step with Canadian values on accommodating people with disabilities,” Hussen said.The minister promised that his department will respond to the committee’s recommendations by April 12.

Delay criticized
That answer didn’t satisfy committee member Jenny Kwan, who asked Hussen why it’s taking Immigration, Refugees and Citizenship (IRCC) so long to take action.

“The minister has been studying this issue since 2016, people’s lives are on hold because of that,” Kwan said.To emphasize her point, Kwan cited recent examples of permanent residence applications that had been turned down because of the rule and said there are about 1,000 such cases across Canada.“Why can’t we have a policy change that will affect the lives of these individuals now,” Kwan asked.

Hussen contended that IRCC has been consulting with Canada’s provinces about the best way to move forward on the contentious clause, which he noted has been in place for 40 years.“I am the minister who has publicly said that we will change this policy because it is out of step with Canadian values on the inclusion of persons with disabilities and how we do that is equally important because this affects provincial health and social service budgets,” Hussen said. “We have to do it in line with what the provinces are willing to do.”

Under the Canadian Constitution, provincial and territorial governments are generally responsible for delivering health and other social services to their residents.

CANADA TO COMMIT $440 MILLION FOR IMMIGRATION INCRESE OVER NEXT 3 YEARS

Canada’s Immigration Minister Ahmed Hussen says the federal government’s multi-year immigration levels plan is on track and $440 million will be committed to ensure its success.

Hussen provided an update Thursday on Canada’s 2018 immigration levels before Parliament’s Standing Committee on Citizenship and Immigration.

Last November, Canada put aside one-year immigration levels planning in favour of a three-year plan covering 2018 to 2020. The plan calls for a gradual increase in immigration levels over that time, from an overall admissions target of 310,000 in 2018 to 340,000 in 2020.

Hussen said Canada’s new multi-year targets represent the highest admissions in more than 100 years and the highest percentage of immigration in more than 40 years.

Sixty per cent of this growth will come through Canada’s economic immigration programs, Hussen said, singling out the vital roles of the federal Express entry system and Canada’s Provincial Nominee Programs, or PNPs.

“The number of skilled immigrants we select through our Express Entry system will grow over this time frame, which will mean more highly skilled talent for our labour market,” he said.

Immigration, Refugees and Citizenship Canada (IRCC) has set a target of 242,100 new admissions between 2018 and 2020 through the three economic immigration programs managed through the Express Entry system — the Federal Skilled Worker Class, the Federal Skilled Trades Class and the Canadian Experience Class.

As to PNPs, which allow Canada’s provinces and territories to nominate a set number of immigrants each year for permanent residence, Hussen said these programs were a key driver for the multi-year level plan.

Express Entry candidates with a provincial nomination receive an additional 600 points toward their comprehensive Ranking system score, leaving them well-positioned to receive an invitation to apply for Canadian permanent residence from IRCC.

Manitoba invites 546 candidates to apply for provincial nomination

Manitoba has conducted a new draw under its Expression of Interest system, including 148 invitations issued through its new Express Entry Pathway.

Manitoba’s Provincial Nominee Program (MPNP) said it issued 148 Letters of Advice to Apply (LAAs) to Express Entry candidates who have a job seeker validation code and at least six months of recent experience in an occupation on the MPNP’s In – Demand Occupation List.

The lowest-ranked Express Entry candidate invited had a ranking score under Manitoba’s Expression of Interest (EOI) system of 560.

A total of 191 candidates in the skilled workers in Manitoba were also issued LAAs, with the lowest-ranked candidate having an EOI ranking score of 647.

A further 64 candidates were issued LAAs under a Strategic Recruitment Initiative through the skilled workers Overseas stream , with the lowest-ranked candidate having a score 647.

Strategic Recruitment Initiatives include:

· Recruitment missions. These overseas employment/immigration fairs involve MPNP representatives interviewing foreign skilled workers and subsequently inviting them to apply after they have made a formal Expression of Interest (EOI) to the MPNP.

· Exploratory visits. The MPNP may invite people who have undertaken a pre-approved Exploratory Visit and passed an interview with a program official.

An additional 143 LAAs were issued to skilled workers outside the province who met the following criteria:

· A close relative residing in Manitoba or past education or work experience in Manitoba;

· At least six months of recent experience in an occupation on Manitoba’s In- demand Occupations List; and

· A minimum language proficiency of CLB 5 unless work experience is primarily in a regulated occupation (minimum 7) or a compulsory trade (CLB 6).

The lowest-ranked candidate in this category had a score of 605.

This was the second EOI draw to invite candidates through the MPNP’s new Express Entry Pathway , which was created as part of a general restructuring of the MPNP in November 2017.

Express Entry candidates who apply successfully for a provincial nomination receive an additional 600 points toward their Comprehensive Ranking System (CRS) score, putting an invitation to apply for Canadian permanent residence well within reach.

Deadline for Parents and Grandparents Program’s Interest to Sponsor form is February 1

Canadian citizens and permanent residents interested in sponsoring their parents or grandparents for permanent residence have until February 1 to submit their Interest to Sponsor form.

The form will be available until 12 p.m. Eastern Standard Time on February 1.

The Interest to sponsor from is not an application but completing it is the first step in the sponsoring process. Once the February 1 deadline has passed, Immigration, Refugees and Citizenship Canada (IRCC) will begin randomly selecting and inviting interested sponsors to apply to the Parents and Grandparents Program (PGP).

IRCC says its aim is to receive 10,000 new sponsorship applications in 2018.

Through the PGP, Canadian citizens and permanent residents over the age of 18 can sponsor their parents and grandparents for Canadian permanent residence.

All interested sponsors are asked to first review the eligibility requirements to ensure they qualify for the PGP, including its income requirements. In order to complete the Interest to Sponsor form, interested sponsors must declare that they have the Minimum Necessary Income (MNI) to support those they hope to sponsor.

The MNI is as follows for interested sponsors in every Canadian province and territory other than Quebec, which has its own income requirements. Interested sponsors must provide proof that they meet the minimum income requirements for each of the last three taxation years.

All sponsors invited to apply will have 90 days to submit their complete application package from the time they receive an invitation.

Those who aren’t selected will also be notified and will have another opportunity to sponsor their parents and grandparents in 2019.

Canadian citizens and permanent residents who would like to bring their parents or grandparents to Canada for an extended visit can also apply for a Super Visa, a multiple-entry visa that allows holders to stay in Canada for up to two years after they first arrive in Canada and is valid for up to 10 years.

Ontario’s Human Capital Priorities Stream issues new invitations to Express Entry candidates

Ontario’s Human Capital Priorities Stream has issued 380 new invitations to apply for provincial nomination to immigration candidates in the federal Express Entry pool.

This is the second announcement this week of new Notifications of Interests, or NOIs, issued through the Human Capital Priorities Stream, which allows Ontario to search the federal Express entry pool for eligible immigration candidates.

Express Entry candidates who receive an NOI can apply for a provincial nomination by Ontario. If successful, they get an additional 600 points toward their Comprehensive Ranking System (CRS) score, putting an invitation to apply for Canadian permanent residence well within reach.

The Ontario Immigrant Nominee Program (OINP) said the NOIs issued in the latest round went to candidates with CRS scores between 433 and 444 and who submitted their profiles to the Express Entry pool between January 1 and January 25, 2018.

The minimum CRS score in this latest round, 433, was seven points lower than the minimum CRS score in the NOI round that place jan 23, in which 340 invitations were issued.

In order to be eligible for Ontario’s Human Capital Priorities Stream, Express Entry candidates must have a CRS score of at least 400 points, among other eligibility criteria.

The latest Ontario draw follows an Express Entry round of invitations that took place an January 24 in which 2,750 candidates with a minimum CRS score of 444 were issued an Invitation to Apply (ITA).

The Human Capital Priorities Stream was one of the OINP’s most active in 2017, opening on numerous occasions over the course of the year. The OINP said it will continue to issue NOIs on a regular basis.

CRS cut-off score of 444 in latest Express Entry draw and 2,750 candidates invited to apply

The Government of Canada has invited 2,750 Express Entry candidates to apply for permanent residence in a draw that took place January 24.

The Comprehensive Ranking System (CRS) cut-off score for this draw was 444, a reduction of two points from the previous Express Entry draw on January 10, which had a CRS cut-off score of 446.

As with the five previous draws, Immigration, Refugees and Citizenship Canada (IRCC) employed a tie- break rule. In this case, the time and date of the tie-break was January 17, 2018. This means that all candidates with a CRS score above 444, as well as those candidates with scores of 444 who entered their profile in the Express Entry pool before this time, will receive an Invitation to Apply (ITA).

Both the first and second draws of 2018 already have CRS scores well below the first two draws of 2017, which went on to set a number of Express Entry records.

As part of its Three – year immigration levels plan unveiled last November, IRCC has set an admissions target of 74,900 for Express Entry for 2018, an increase of 3,200 over its target for 2017.

If the higher admissions target for 2018 translates into more frequent draws,that could also mean further record-breaking CRS cut-off scores.

On January 22, Ontario’s Human Capital Priorities Stream issued 340 Notifications of Interest to Express Entry candidates who had submitted their profile between January 1 and January 19. On January 11, Manitoba’s Express Entry Pathway issued 155 Letters of Advice to Apply to Express Entry candidates who have also submitted a profile with the Manitoba Provincial Nominee Program (MPNP) .

Express Entry candidates with a provincial nomination receive an additional 600 CRS points, putting them well within reach of an ITA in a subsequent draw.

Ontario’s Express Entry-aligned Human Capital Priorities Stream issues new NOIs

One of the most prominent Express Entry-aligned Provincial Nominee Program streams for immigration to Canada, Ontario’s Human Capital Priorities Stream issued new Notifications of Interest on January 22 to eligible candidates in the federal Express Entry pool.

The province revealed the total number of new NOIs issued, which was 340, as well as the federal Express Entry ranking scores of candidates selected. In the January 22 invitation round, candidates with Comprehensive Ranking system (CRS) scores in the range of 440 to 446 were issued a NOI.

Even though candidates with Express Entry CRS scores below 440 were not invited during this round, the government of Ontario did announce that the “Ontario immigrant Nominee Program (OINP)” will be issuing NOIs on a regular basis to applicants, who at minimum, have a CRS of 400 and meet all eligibility criteria.”

Another important detail released by the province was the date of Express Entry profiles submitted. During this round, only candidates with profiles submitted between January 1, 2018 and January 19, 2018 were issued NOIs from Ontario. The HCP stream is a major component of the OINP, one of Canada’s popular PNPs. Successful applicants to the HCP stream are awarded 600 additional CRS points and, as a result an Invitation to Apply (ITA) for permanent residence at a subsequent draw from the Express Entry pool.

Eligibility

To be eligible under the Ontario Human Capital Priorities stream, candidates must:

· Have a profile in the Express Entry pool and score a minimum of 400 points under the CRS.

· Have a minimum level of work experience;

· Candidates who choose to be assessed against the Federal skilled worker class (FSWC) criteria must have at least one year of continuous and full-time employment experience, or part-time equivalent, in a National Occupation Classification (NOC) level 0, A, or B occupation in the five years prior to the date of the Notification of Interest from the OINP.

· Candidates who choose to be assessed against the Canadian Experience Class (CEC) criteria must have at least one year of cumulative and full-time employment experience, or part-time equivalent, in a NOC 0, A, or B occupation in Canada in the three years prior to the date of the NOI from the OINP.

· Have a Canadian Bachelor’s, Master’s or PhD degree OR an Educational Credential Assessment (ECA) report produced by a designated organization indicating that their foreign education credential is equivalent to a Canadian Bachelor’s, Master’s or PhD;

· Demonstrate English or French language proficiency level of Canadian Language Benchmark (CLB) 7 or above in all four competencies (speaking, reading, writing, and listening);

· Intend to reside in Ontario;

· Possess sufficient funds to cover settlement costs in Ontario; and

· Meet the additional criteria under either the FSWP or CEC.

Canada.ai will be especially useful to immigration candidates with AI and tech expertise who are considering their options in provinces like Ontario, which is a focal point of Canada’s AI sector.

In 2017, the majority of immigrants nominated by Ontario for permanent residency were employed in information and Communications Technologies ( ICT) occupations. Software engineers and designers led the Ontario Immigrant Nominee Program (OINP)’s top five nominee occupation categories in 2017, followed by computer programmers and interactive media developers.

One of the OINP’s most popular immigration streams, the Human Capital Priorities Stream, opened exclusively to candidates in the federal government’s Express Entry pool with experience in 15ICT- related occupation on one occasion in June 2017.. The stream, which normally only nominates candidates with at least 400 Comprehensive Ranking System (CRS) points, waived that requirement in this instance.

Last year, Canada also introduced the Global Talent stream to accelerate work permits for highly skilled foreign workers and, in August 2017, the province of British Columbia introduced the BC Tech Pilot Program to address shortages in 32 tech-related occupations.
