A very fruitfull meeting with 'ITF Seafarers' to find out the issues most important to seafarers today, and to guide our grant-making priorities accordingly.
The ITF Seafarers’ Trust is a charity established 40 years ago by the ITF to provide funding for projects to improve the welfare and wellbeing of seafarers and seafarers’ families.
Historically ITF provided grants for seafarers’ centres and vehicles, latterly we have funded Covid emergency projects, commissioned research into seafarers’ mental health and hours of work/hours of rest, funded helplines, wi-fi equipment in ports, supported various telemedical projects and initiated some photography competitions with a view to making the world outside maritime more aware of the essential work of seafarers.
" Following Points Dicusssed with ITF Grant Manager Luca Tommasi."
Thinking about your life on board, what is your biggest concern in terms of welfare and wellbeing? What would help you improve your life onboard?
In general
Since the beginning of the Covid pandemic
What would make a difference?
Did seafrers have problems with repatriation/joining a vessel?
Do you have any ideas about what could make crew change better?
What sort of access to wi-fi do you have?
What sort of interaction have you had, if any, with shore-based services (seafarers’ centres) for seafarers since Covid?
What was the most useful? Is shore leave important to you?
Have you, or anyone you know, ever used a telemedicine service?
- Which one? - What did you think of it?
What do you think about mental wellbeing?
Have you or any of your crewmates experienced mental health issues?
Have you ever accessed support for yourself or someone else?
Do you have a view on what works/is useful?
Do you think the Seafarers’ Trust should do more to raise awareness around the importance of seafarers within the maritime industry and/or to the general population?
Where do you think the Seafarers’ Trust should focus its efforts to improve welfare and wellbeing of seafarers and seafarers’ families?

In accordance to M.S. Notice 1 2018 circular , applications for the Indian CDC has been simplified for candidates. Hereon,
The eligibility for getting CDC is only 5 basic STCW safety courses, and 10th standard. In addition, Medically fit candidate and holder of Indian passport are other prerequisite criteria.
While relaxations in CDC norms is mainly done to boost employment and create new learning opportunities for Indian youth, many fraudulent agents have emerged in the market carrying out wrong practices and luring job seekers with false promises.
A systematic trend has been noticed in the last few years, wherein agents approach HSC degree holder students and enroll them for 2 months training by some ex-mariners. The training is irrelevant citing no practical or theoretical knowledge is imparted to candidates and it's illegal also to carry out such training. For Which they are charged hefty amount anywhere between INR 1.5 lakhs to 2 lakhs.
Later These students are advised/manipulated to join Some collage which is DG approved for 5 STCW courses. While taking admmision The Maritime Collage Never Rise their concern how a batch of 25 30 students joining the STCW course through a 3rd person or agent. As colleges get benefits of the situation that is the reason such practice never stopped.
As 10 th standard are unaware of these practices done
The level of training imparted For 5 STCW nowhere stands close to the amount invested by the trapped students. As these are just basic STCW course for survival at sea. These courses are not usefull for any job purpose Ashore.
While these INR 2 lakhs investment might seem as an injustice to young students, these wrong practices doesn’t stop here. Young aspirants are further looted by these agents in the name of placement. These agents charge students somewhere between 3 to 4 lakhs.
For same, the situation becomes even more grim as they get trapped in human trafficking. No standard RPSL company enroll a 10th standard fresher on-board and are thereby tricked by agents to enter Iran, Iraq and Oman and latest hub for fraud Vietnam. These students lose access to their passports and are then forced to enter very low wage menial jobs (sometime 50 dollar per month). Most of the time they never get wages in Middle East country like Iran. When they try to contact RPSL company regarding the fraud they faced and wages they receive threat that if they complain their seatime will not be updated once they come to India.
As these seafarers know if they complaint also these RPSL company only loose the licence they will not get their money back. So they keep on spending the painfull days in these countries in a hope that they will get some seatime once they return.
All these students are sent to old barges supply vessels in middle east
Overall, students are denied the right job and are duped of lakhs of hard earned money. They lose 4 to 5 years of their life doing something meaningless, and by the time they realize it, it gets too late to again start afresh. This is not the suffering of only students their family also suffers a lot due to financial instability they face in these year. These students Would have done much better Professionaly had they invested same time and money in some other field they would have get more established career.
As in initial stage these students thought they are joining a course which will take them to officer level in future.
These fraud agents misguide them with all these tag line.
"Join merchant navy earn lakhs".
Join as gp rating later become officer.
Mostly these agents contact all youth through social media adverstisemnt for joining merchant navy.
Thousand of youth have lost track for brighter tommarow and living a life of guilt. No one consider them seafarers that's the reason they remain invisible from all the welfare organisations.
I advice students to do the full scrutiny before going ahead with any agents. It is advisable to follow government institutes/notifications before taking going ahead with any such agents. Due diligence is must to save time and money. Students can also contact Global Maritime Community for free consultation. We are here to help young seafarers achieve their goal and support family. Our youth are pillers of our nation and tomorrow's leader.
I invite all seafarers who suffered from this situation to share their experience.
Maritime Volunteers join hand to Fight Corruption and to Guide the youth.
Youth are wheel of our nation and foundations for Prosperity
