The views expressed in the discussion are his personal views.
He spoke about the ongoing efforts of the government to establish independent regulators and the impetus to move towards self-regulation. He also spoke about the need for regulation in certain sectors, such as in medicine.

He spoke on liberalism. He spoke about the propensity of Indians looking down upon wealth creators. He mentioned how Indians demand neutral regulation but the moment anything impacts them, such as a price rise, they demand price control. He spoke about the shrinkage of space for dissent and the need for listening to the other side - and having a sense of humour.

India Policy Institue organised a panel discussion at Guwahati on 23 October 2022 on Impact of Regulatory Environment for Growth and Innovation. This is an excerpt of Mr. Bhaskar Jyoti Hazarika, Tea Planter and Producer of the Hookhmol brand of tea, speaking (in Assamese) at the discussion.

Mr. Hazarika discussed the need of neutral and transparent regulation through an analogy with cricket - with the government being an umpire.

He said that equality of opportunity is paramount, but equality of outcome cannot be a desirable goal. He took the audience through a range of draconian regulations that are in place and outlined how India can progress further through neutral and transparent regulations.
