Secy/Chairman MIDH reviews proposals under MIDH

Leh, April 29: Chairman, State Level Executive Committee 'Mission for Integrated Development of Horticulture' (MIDH), UT-Ladakh, Ravinder Kumar, Secretary, Agriculture/Horticulture & Floriculture Department, reviewed and discussed the Proposal/ Annual Action Plan of MIDH submitted by Directorate of Horticulture for the Financial Year 2022-23.

During the meeting, Member Secretary MIDH UT-Ladakh has submitted proposal of 19.00 Crores for the current financial year.

Chairman has directed the Department to ensure that deserving and potential beneficiaries are selected by framing a checklist/ guideline while implementing the MIDH Schemes. It was also directed that the MIDH components should cover all the components like new orchard establishment, rejuvenation of senile plantation, creation of water resources adoption of organic farming and vermicomposting etc. envisaging the export of quality horticulture products.

Chairman also directed that progressive farmers and officials of Horticulture Department be taken for tour in the progressive regions like Jammu & Kashmir, Himachal Pradesh and also quality saplings of fruit plants like Apple and Apricot are procured and distributed amongst the progressive farmers and entrepreneurs.

Lastly, Chairman approved the proposal and directed the officers of Horticulture Department to work dedicatedly and to ensure maximum expenditure under the MIDH.
The meeting was attended by Director, DRDO(DIHAR); Director, Horticulture; Chief Horticulture Officer, Leh; and Scientist from SKUAST-K.

Horticulture deptt organises one-day farmer training/awareness programme

Leh, February 27: The Department of Horticulture, Leh organised a one-day farmer training/awareness programme on ‘Eradication of Codling moth pest’ and ‘Pruning and Training operation in Fruit Crops’ as a part of ‘Azadi Ka Amrit Mahotsav’ in Saspol Block.

More than 60 farmers, orchardists including BDC, Sarpanch, Panches and Village Nambardar participated in the programme.

The programme was inaugurated by Secretary, Horticulture, Ravinder Kumar. The main objective of the programme is to manage codling moth pest infesting the apples and apricots grown in UT Ladakh.

Ahmad Bhat, Consultant and expert in the field of Codling and Pruning from Srinagar, practically demonstrated the farmers regarding the techniques to be adopted during carrying out operations in the orchards, so that quality fruits could be harvested in the coming years. Besides practical demonstration with regards to sanitation operation vital from standpoint of containing the dreaded pest of codling moth were also provided.

Additionally, tool kits were also distributed among the farmers. The programme ended with a good interaction between the farmers and experts.

The programme was attended by Director, Horticulture, UT Ladakh, Mohd. Yousuf Dhar; Chief Horticulture Officer, Leh, Tsewang Phunchok; District Horticulture Officer, Leh Kunzang Wangmo and Horticulture Development Officer, Saspol, Tundup Tsering.

Horticulture Dept Khaltsi organises training-cum-awareness camp

Leh, March 5: The Department of Horticulture, Khaltsi conducted a day-long farmers’ training-cum-awareness camp at Sub-Division Khaltsi. In-charge Sub-Divisional Magistrate (SDM), Khaltsi, Sonam Phuntsog was the chief guest for the event.

Speaking on the occasion, all the concerned officials explained the process to prepare vermicompost using vermi bed, soil and fertiliser, budding & grafting of apricot and apple tree, schemes and subsidies provided by the Department for purchasing tools, seeds, greenhouse polythene sheet and KCC loan to the farmers.

In-charge SDM Khaltsi appealed to the farmers to make the most of the trainings and awareness camps organised by the Horticulture Department.

Comm Secy Samphel discusses setting up Industrial Scale Green House to promote winter vegetation

Leh, Feb 26: Adhering to the instructions of Hon’ble Lieutenant Governor of Ladakh, a meeting was called by Commissioner Secretary, Rigzin Samphel to discuss the setting up of Industrial Scale Green House to promote winter vegetation in Ladakh.

The meeting was attended by Director, Dihar, UT Ladakh; Associate Director, Research, HMAARI, SKUAST-Leh; ICAR-CAZRI, Head I/C, Leh; Chief Horticulture Officer, Leh/Kargil and Chief Horticulture Officer, Leh/Kargil.

Commissioner Secretary Samphel directed the officials to form a multi-disciplinary committee comprising Agriculture, Horticulture, PWD and the PHE Department headed by Director DIHAR.
Commissioner Secretary Samphel apprised the officials that the Administration would make industrial-scale greenhouses in the next financial year.

Director DIHAR, Dr O P Chaurasia informed Commissioner Secretary Samphel that a detailed DPR comprising three different greenhouses of varying sizes has been prepared.

Commissioner Secretary Samphel directed the Department of Horticulture and Agriculture in Kargil to prepare a draft proposal on the Programme Management Unit (PMU) for the department of Horticulture and Agriculture. He also instructed the department to have a PMU where experts from various fields could be invited.

He instructed the concerned officials to complete the purchase of machinery and equipment, and flout the tenders on time.

Horticulture Dept Leh organises farmer training programme under ATMA scheme

Leh, Feb 19: The Department of Horticulture, Leh today organised a farmer training programme under the Agriculture Technology Management Agency (ATMA) scheme at Agling. Executive Councillor (Horticulture), LAHDC Leh, Ghulam Mehdi and Executive Councillor (Agriculture), LAHDC Leh, Stanzin Chospel were the guest of honour at the event.
More than 100 farmers from different villages of Leh district such as Changa, Shang, Chuchot and Leh took part in the training programme.
Speaking on the occasion, Chief Horticulture Officer, Leh, Tsewang Punchok, apprised the farmers about different schemes implemented by the Horticulture Department for their benefit. He also distributed horticulture items among the beneficiaries.
Horticulture Development Officer, Leh, Kunzang Wangmo appealed to the farmers to avail of the benefits of various schemes introduced by the department and promote horticulture practices in the district. During the exposure tour of the DIHAR station held to raise awareness among the farmers on various technologies and methods of cultivation of different crops, the farmers were apprised about the works carried out by the department at the greenhouses and open fields for the benefit of the farmers.

LAHDC, Leh felicitates visiting team of SSOCA

Leh, Jan 5, 2021: LAHDC, Leh today felicitated Director Sikkim State Organic Certification Agency (SSOCA) Sudhir Giri and Technical Expert SOOCA Vimal Pravash at Council Secretariat Leh today who are on a visit of Leh district these days in connection with organic certification of Leh villages in collaboration with LAHDC, Leh under MODI scheme.

It is to mention that under the chairmanship of the then CEC, LAHDC, Leh Jamyang Tsering Namgyal a memorandum of understanding between Sikkim State Organic Certification Agency and LAHDC, Leh was signed to exchange ideas, knowledge, expertise and to conduct training to convert entire Leh district into an organic region by 2025 in June 2019.

Recently, the visiting team of SSOCA gave a detailed PowerPoint presentation about the duties and functioning of SSOCA under Sikkim Government as a recognized agency in providing organic certification and updated newly elected Councillors of 6th LAHDC, Leh about the role of SSOCA and its collaboration with LAHDC, Leh, and handed over C1 organic certificates to about 16 villages of Leh district being covered in the first phase of MODI scheme.

Dy. Chairman Tsering Angchuk, Executive Councillor for Agriculture Stanzin Chosphel, Executive Councillor for Rural Dev. Dept. Tashi Yakzee and Executive Councillor for Minority and Forest Gh. Mehdi thanked visiting team of SSOCA and discussed upcoming schemes, training and exchange programmers with SSOCA in guiding Leh towards organic and sustainable agriculture practices and assured all possible support in future collaborations.

The meeting was also attended by Chief Agriculture Officer Tashi Tsetan, Sub District Agriculture Officer Leh Tashi Dolma and Agriculture Extension Officer, Leh Mohd Ramzan.

Horticulture Dept. Leh oganises farmers training programme under ATMA scheme

Leh, Jan 5: The Department of Horticulture, Leh organised a one-day training programme for farmers under the Agriculture Technology Management Agency (ATMA) scheme at Agling in Leh. More than fifty farmers from different horticulture zones participated in the training. Chief Horticulture Officer, Tsewang Punchok highlighted different schemes implemented by the Department for the welfare of farmers. He distributed horticulture items to beneficiaries. Horticulture Department Officer, Leh, Kunzang Wangmo requested the farmers to avail of benefits under various schemes. She also informed farmers about the formation of the Farmer Producer Organisation (FPOs) that will focus on zone-based cultivation of different fruits and vegetables.

Leh, Nov 18: Commissioner/Secretary General Administration Department UT Ladakh, Ajeet Kumar Sahu issued a circular regarding the implementation of e-Office in the Secretariat of UT Administration of Ladakh.

It is further informed that the UT administration of Ladakh has launched the e-Office solution for conducting official work in the UT Secretariat as well as in Directorate/HoD offices. All the officers and staff have to completely move to the new system within the next three months. E- Office account of each and every employee has been created by the IT department. For getting the login ID and Password details of employees of their respective departments, Administrative Secretary/HOD are required to coordinate with IT Department

2. For smooth implementation of e-Office solution in the UT administration following instructions are issued for compliance by all concerned.

i) Existing receipt and dispatch sections shall be converted into Central Receipt Units (CRU) as per guidelines of e-Office;

ii) Henceforth all receipt/dak should be uploaded on e-Office platform by central receipt unit(CRU) on daily basis;

iii) After scanning and uploading of receipt/dak on the e-office platform, the dak in original shall be kept in safe custody by putting the office receipts serial number on every dak by the CRU. Every concerned supervisory officer shall ensure and make required arrangements for safe custody of the original documents;

iv) Henceforth all dak shall be put up to the concerned officer on e-office platform only;

v) All new files shall be opened in e-Office only. Gradually all the ongoing/closed file should be moved to the e-Office platform and the process must be completed by or before 31st of January 2021;

vi) No physical file should be encouraged or accepted except the exempted list of files to be notified by the GAD;

vii) While transferring the existing physical file on e-Office proper weeding out of unnecessary papers must be made with the approval of the concerned administrative Secretary/HOD. Besides after moving the existing physical file on e-Office, a certificate must be recorded by the concerned section officer/supervisory officer on the note sheet of the newly opened e-file regarding correctness and authenticity of the documents uploaded

The said certificate shall be countersigned by the concerned Administrative Secretaries/HOD concerned on e-file;

viii) IT department shall separately notify help desk contact details for handholding and other support to employees for smooth transition from physical file system to e-Office system. The IT department shall also conduct orientation/refresher training for the employees on regular basis for their capacity building

ix) Every Administrative Secretary shall monitor the progress of the e office implementation in their respective departments by generating weekly/fortnightly/monthly reports of movement as well as pendency of receipts and files. A monthly status report in this regard should also be forwarded by IT department for placing it to the information of the authorities;

x) GAD will circulate templates of government orders, office orders, U.O notes, circulars and formal letters to be used on e- office platforms for the purpose of uniformity and standardization.

The said templates shall be followed by every employee in preparing documents on e-office;

xi) Manual of e-office can be accessed onhttps://docs.eoffice.gov.in/eFileMU.pdf for any clarification and assistance in using the e-Office system.
