Compliance of COTPA mandatory for sale of to***co products: Civil Surgeon

Mohali, December 20 : Under the Ci******es and Other To***co Products (Prohibition) (COTPA) Act, 2003, a total of 30 chalans were issued and a fine worth Rs 4000 was collected from the violators by the anti-to***co team of District Health Department here today.

Divulging the details, Civil Surgeon Dr Adarshpal Kaur and Anti-To***co Nodal Officer Dr Navdeep Singh said that the team carried out surprise checks at around 50 kiosks, shops and street vendors selling to***co products in Phase 5, 7, 9 and 11. ‘A total of 30 chalans were issued to the offenders selling to***co products in violation of the Ci******es and Other To***co Products (Prohibition) (COTPA) Act, 2003 and a fine worth Rs 4000 was collected from the violators.” informed Dr Adarshpal Kaur.

Dr Adarshpal Kaur said that some street vendors were caught selling ci******es without any pictorial warning on them whereas some were selling imported ci******es in violation of the Act. During the raids, it was found that some food vendors were selling to***co products, which is prohibited under the law. Similarly, some street vendors were selling loose ci******es.

Instructions were given to the violators to put out warnings on the health hazards due to to***co use and about the anti-to***co act. They were also asked to put out advertisements saying that they do not sell to***co items to those below 18 years of age. Section 4 of the Act prohibits smoking in public places and section 6 prohibits the selling of to***co products to minors. She said the raids will continue and strict action would be taken against the violators in future. The Civil Surgeon appealed to the citizens to help the health department curb usage of to***co products and also to effectively implement the anti-to***co law. She asked the shopkeepers and others to sell the to***co products in compliance with the anti-to***co law.

It may be noted that the district health department has been constantly carrying out Information, Education and Communication (IED) campaigns regarding the proper implementation of the COTPA Act and urging people to stop use of ci******es and other to***co products as these are detrimental to health.

Violations under COTPA

Smoking in public places.

Direct or indirect advertisement of ci******es and other to***co products.

Sale of ci******es or other to***co products to persons below 18 years of age.

Sale of to***co products in an area within a radius of one hundred yards of any educational institution.

Sale of ci******es and other to***co products without mandatory 85 percent pictorial warning.

In a crackdown on illicit sale of ci******es and other to***co products, the District health department conducted raids in various parts of the city. Civil Surgeon Dr Adarshpal Kaur and Anti-To***co Nodal Officer Dr Navdeep Singh said that the team carried out surprise checks at around 30 shops, kiosks and street vendors selling to***co products in Phase 6, 1, 2 and Phase 8 in Industrial Area. ‘A total of 20 chalans were issued to the shopkeepers and street vendors selling to***co products in violation of the Ci******es and Other To***co Products (Prohibition) (COTPA) Act, 2003 and a fine worth Rs 3000 was collected from the violators.” informed Dr Adarshpal Kaur.
