Mumbai trafficpolice issues over 57,000 challans in one month

Mumbai traffic police have sent over 57,144 e-challans over sms in the past one month.
Over 90 per cent of the cases that we catch right now are people who cross the stop-line at signal while other cases are that of talking on phone while driving and not wearing belt for a four-wheeler or not wearing helmet for a two-wheeler, said Kishore Shinde the police inspector managing this entire project at traffic head quarters.

On October 4, Mumbai traffic police employed a system through which traffic defaulters who have been caught on CCTV cameras will be informed about fine through sms. As of now 60 out of 3,400 traffic constables are working in 12-hour shifts with the new system, till the computers have been updated.

HOW DOES IT WORK
Traffic department has all details about a vehicle owner including his mobile number, so when an offender is caught on camera breaking a traffic rule, a sms is sent specifying the fine and a link. Clicking on the link, the person is directed to Mumbai police's site which describes in the detail the the offence. The offender can choose to pay the fine online or even go down to the traffic police in person.

SPEEDING CAMERAS
Mumbai police has installed cameras on Bandra-Worli sea link. "This camera records the speed and the registration number of any vehicle which is over-speeding and makes a list of defaulters, said Shinde.
Apart from this two traffic divisions of the department also have hand-held e-challan machines while other divisions will be one soon. These machines which resemble a mobile have a camera and can issue challans and also accept payments through debit or credit cards.
Cashless transactions where traffic policemen does not have to handle cash at any point, is the system of future and the department is gearing for it, Shinde said.

2nd dedicated bus corridor to start in Worli

The city will soon get its second dedicated bus corridor at Worli, with agencies like BEST, traffic police and BMC giving its nod.
BEST general manager Jagdish Patil said that clearances have been obtained from all agencies and the municipal corporation will expedite setting-up of the second dedicated
bus lane for Mumbai." The first one came up recently at Bandra-Kurla Complex.
The corridor at Worli will cover the Lala Lajpatrai Road and Dr Annie Besant Road, according to officials.
The third corridor has been planned along the Sion-Suman Nagar stretch, sources said.

POSH WORLI ART GALLERY FACES BMC’S HAMMER

Civic body’s Building Proposal department has rejected the regularisation plea by Art and Soul gallery; demolition work at 15 structures in Madhuli society to start soon

Mumbai: The popular Art and Soul gallery housed in Worli’s Madhuli housing society is all set to face the BMC’s hammer. With the BMC’s Building Proposal (BP) department rejecting the gallery’s plea for regularisation, the BMC will soon begin demolishing the plush art gallery.

Apart from Art and Soul, action on 14 other structures in the society, including additions and alterations inside bungalows and flats, will also be taken. The BMC already demolished part of the structures on Monday.

Following notices from the BMC, the society had appealed to the state Urban Development (UD) department for regularisation. The UD department then asked the BMC to reconsider the society’s plea. On October 3, Municipal Commissioner Ajoy Mehta asked the BP department to take a call on the regularisation plea in 15 days.

A senior official from the BP department explained why the request was rejected. “There was no scope for any regularisation at all. The entire gallery was made in a basement and space reserved for a dispensary. You can’t have a gallery in any basement area. So we have rejected the regularisation proposal and we will intimate the G-South ward office about this.”

According to BMC officials, apart from the gallery, regularisation bids for unauthorised alterations and additions in some of the flats and bungalows have also been rejected.

“There are a total of 15 structures which were issued notices by us. We have already carried out some demolition action on some structures. Once we get the rejection intimation from the BP department, we will carry out further demolition as per procedure. We have got the intimation that the art gallery regularisation has been rejected,” said Bhagyashree Kapse, Assistant Municipal Commissioner, G-South ward.

Officials from the BP department also said that the society will have to restore the basement to its original condition. “The stilt parking and basement have been converted into the art gallery. That will have to be restored according to the original building plan. It is unlikely that they will get any relief since they will also need an NOC from the city Collector. There is no FSI potential available for regularisation too,” the official said.

For now demolition has been done in three of the four bungalows. Flat owners too have been intimated. In a mail sent out by Prakash Khubchandani, chairman of the society titled ‘Sad day for Madhuli’ on October 14, to all the residents, he advised, “Members who have not put in plans and papers to MCGM for regularisation of their premises are once again requested to do so immediately and consult a lawyer to take preventive measures to protect their properties.

This is a time of crisis, brought deliberately upon us, even though members are trying to restore peace and harmony to the Society. We need to stand together in these trying times and defend this onslaught and help each other to protect each ones properties and homes.”

ORDER ILLEGAL: SOCIETY CHAIRMAN

In fact, the UD department has issued an order last month in the Appeal filed, remanding back the proposal to MCGM for reconsideration and to consider the earlier orders passed by the UD department in 1986 and Consent terms executed by the Government when the building was converted from a Hotel to a residential building and special permissions were granted by the Government to the developers of the building. If any such order has been passed, then it is contrary to the order of the UD department .”

HISTORY OF WORLI
Mahim Causeway was the only road connecting the western suburbs to Mumbai's central business district. This north-southwestern corridor became a bottleneck and was highly congested at peak hours. The Western Freeway project was proposed to span the entire western coastline of Mumbai to ease congestion. The Bandra–Worli Sea-Link, a bridge over Mahim Bay, was proposed as the first phase of this freeway system, offering an alternative route to the Mahim Causeway.

The sea-link connects the intersection of the Western Express Highway and Swami Vivekanand Road in Bandra to the Khan Abdul Ghaffar Khan Road in Worli. From Worli Seaface, it connects to Mumbai's arterial Annie Besant Road.

The project was commissioned by the Maharashtra State Road Development Corporation Limited (MSRDC). The contract for construction was awarded to the Hindustan Construction Company (HCC), with project management led by the UK offices of Dar Al-Handasah.

The foundation stone was laid in 1999 by Bal Thackeray. The original plan estimated the cost at ?6.6 billion (US$98 million) to be completed in five years. But the project was subject to numerous public interest litigations, with the 5-year delay resulting in the cost escalating to ?16 billion (US$240 million), with the additional interest cost alone accounting for ?7 billion (US$100 million)

Design of Worli sea Linkl -
BWSL was designed as the first cable-stayed bridge to be constructed in open seas in India. Due to the underlying geology, the pylons have a complex geometry and the main span over the Bandra channel is one of the longest spans of concrete deck attempted. Balancing these engineering complexities with the aesthetics of the bridge presented significant challenges for the project.

The superstructure of the viaducts were the heaviest precast segments to be built in India. They were built using a span-by-span method using overhead gantry through a series of vertical and horizontal curves.

The 20,000 tonne Bandra-end span of the bridge deck is supported by stay cables within a very close tolerance of deviations in plan and elevation.

The Bandra–Worli Sea Link was the first infrastructure project in Mumbai to use seismic arresters. These will enable it to withstand earthquakes measuring up to 7.0 on the Richter scale.

Structure of Worli sea Link :-
BWSL consists of twin continuous concrete box girder bridge sections for traffic in each
direction. Each bridge section, except at the cable-stayed portion, is supported on piers
typically spaced 50 metres (160 ft) apart. Each section is designed to support four lanes of
traffic with break-down lanes and concrete barriers. Sections also provide for service
side-walks on one side. The bridge alignment is defined with vertical and horizontal curves.

The bridge consists of three distinct parts: the north end viaduct, the central cable-stayed
spans and the south end viaduct. Both the viaducts used precast segmental construction.
The cable-stayed bridge on the Bandra channel has a 50m-250m-250m-50m span
arrangement and on the Worli channel it has a 50m-50m-150m-50m-50m span
arrangement.

Bandra-Worli sealink toll to be hiked from next year

Despite being the highest tolled road in the country, motorists might have to shell out even more to travel on the Bandra-Worli sealink from next year.

The toll, which stands at Rs 60 for cars for a one way trip and Rs 90 for a return trip, is expected to rise by 10 percent. The cost of the monthly pass, which costs Rs 3,000 currently, will also be hiked.

The Maharashtra State Road Development Corporation (MSRDC) had appointed Mumbai Entry Point Limited (MEPL), who was the sole bidder, for toll collection and maintenance of the sealink in 2014.

“We are yet to calculate the amount to be levied on tolls, but an increase of 10 per cent can be expected. The contract for MEPL would end in February 2017. Following this, fresh bids would be floated to appoint contractors for toll collection and maintenance of the sealink. This process will be carried out in March 2017. We can start collecting the new toll amount from the new financial year in April,” said Samir Gulati from MSRDC’s finance department told a leading daily.

Other than monthly passes, the MSRDC also launched online recharge facility for motorists, which allows ETC lane users to re-charge passes via online wallets like PayTM.

According to Kurundkar, over one lakh motorists are currently using the ETC tag facility and the number is expected to go up in future.

Constructed at a cost of Rs 1,634 crore, the Bandra-Worli sealink is regarded as the highest tolled road in the country, charging Rs 10 per km.

BMC planning on making Bandra-Worli sea link toll free

As a part of the coastal freeway project, the Brihanmumbai Municipal Corporation (BMC) is likely to take over the Bandra-Worli sea link and make it toll free for motorists.

The Bandra-Worli sealink, constructed at a cost of Rs 1,634 crores, was thrown open to public in 2009. With a toll of Rs 60 for one side travel and 90 for a return trip, it’s amongst the highest tolled roads (per km) in the country.

he decision comes in the wake of the state government’s plan of reviving the Bandra-Versova sea link, which will be constructed by the Maharashtra State Road Development Corporation (MSRDC).

According to an MSRDC official, BMC has quoted a figure of Rs 2,800 crore for the purchase of the 5.6 km Bandra-Worli sea link. MSRDC will use the money to partially finance the Bandra-Versova sea link and recover the remaining cost of construction by collecting toll from motorists.

Earlier, the MSRDC had planned multiple sea links, connecting South Bombay with the western suburbs. However, the state government decided to opt for the coastal road project instead of building the ‘more expensive’ sea links. As a result, plans for the Worli-Haji Ali and Haji Ali-Nariman Point extensions were dropped.

The plan for the construction of the Bandra-Versova sea link was also uncertain, until the MSRDC and BMC jointly decided to implement it as a part of the coastal road project.

The coastal road project entails the construction of a 3.4 km underground tunnel from Princess Street to Priyadarshni Park, 3.8 km bridge from Priyadarshini Park to Baroda Palace, 2.7 km highway from Baroda Palace to Worli end of existing sealink and a 9.9 km Bandra-Versova sea link.

A top BMC official said there isn’t much for them to gain out of the purchase of the Bandra-Worli sealink, but the civic body might have to go ahead with the purchase if directed by the state government. As of now, the MSRDC is yet to send a formal proposal.

Bandra-Worli sealink to be partly shut for 2 days

The Bandra-Worli sealink will be partly shut for two days for laying asphalt on the road.

On Monday, south-bound lane (from Bandra to Worli) will be shut between 10 pm and 6 am. On Tuesday north-bound lane (Worli to Bandra) will be shut between 10 pm and 6 am.

Mumbai Entry Points Limited, the contractor assigned with the responsibility of maintaining the bridge, will be laying the asphalt on all eight lanes of the sealink. According to officials, the asphalt on the bridge hasn’t been changed since the bridge was opened for public in 2009.

The new layer of asphalt is expected to last three years.

Commuters who travel via the sealink, can opt for the Mahim-Prabhadevi road during the block time.

FACT ABOUT WORLI SEA LINK :

The Bandra Worli Sea Link was conceptualized in the late ’90s to be India’s first eight-lane, cable-stayed freeway over the open sea. However, it faced several Public Interest Litigations from fishermen and environmentalists who were against the construction of the sea link. Despite moving pleas to the Supreme court which got dismissed, there were several changes in the design that led to the increase in cost of construction of this revolutionary bridge. The final costs ballooned to Rs 16.5 billion from Rs 13.06 billion,

Though the construction of the sea link started in 2000, it was completed only in 2010 after being opened to public use in 2009. The completion of the sea link was delayed by five years. It was named after Rajiv Gandhi, a former Prime Minister of India.

Seshadri Srinivas, the designer of the sea link has not only designed Mumbai’s JJ flyover, but also the Jamarat Bridge in Mecca. Yet, it took him three attempts to finalize the design for the architectural marvel, a savior for Mumbaikars. The 5.6 km bridge does, as a matter of fact reduce commutation time between Worli, and the Suburbs of Bandra from 60-90 minutes to under 10 minutes.

One of the coolest facts about Mumbai’s much loved bridge is the fact that its weight is equal to the weight of 56,000 African Elephants put together, after all, 90,000 ton of cement was used to build this beauty. And if this isn’t too cool, how about the fact that all the steel cables put together would probably be as long as the circumference of the earth and each one of them is strong enough to hold 900 tons of weight. Over Rs 90 million is spent on illuminating the sea link.

Construction of the sea link was not only worked on by aced groups from India, but groups from 11 other countries including Egypt, China, Canada, Switzerland, Britain, Hong Kong, Thailand, Singapore, Philippines, Indonesia and Serbia.

NAVI MUMBAI: Two Uran based schoolchildren — a girl studying in tenth standard, and a boy of ninth standard — are being questioned by the police and intelligence officials at Uran with regards to the high terror alert in this township, about 50km away from Mumbai.
Both the students from the same school had separately seen suspicious looking men+ near the Uran bus depot between 6.30am and 6.45am on Thursday.
While the schoolkids are being questioned at the Uran police station, mediapersons are so far not allowed to talk to or interview the minors.
The Navi Mumbai commissioner of police, Hemant Nagrale, is also in Uran to assist with the investigations.
The marine commandos (MARCOS) of the Indian Navy have also been deployed to the Karanja naval base on account of this terror alert.

While there is a heavy police arrangement at Uran since morning, Mumbai police has also increased security along the southern coast of Colaba and Gateway of India, since it hardly take about 40 minutes by sea to go from Uran to Mumbai.
Officials from the Union Home Ministry have urged citizens not to do any rumour mongering and fully cooperate with the police and other security forces.

Meanwhile, police have also asked all local residents and office goers at JNPT (Jawaharlal Nehru Port Trust) not to venture outside for the time being, till the search and investigations are on. Locals at neighbouring Nhava Sheva have also messaged on a Whatsapp group that they are not being allowed to go out to even buy grocery by the on-duty cops due to the high alert.

As a stuntman in Bollywood, Shamsher Khan (30) has performed many heroic acts for top
actors. In real life, however, he turned out to be more a villain after he stole a luxury car
belonging to the wife of a politician. Thankfully, he was arrested just four hours after he
tried to pull off this real-life stunt.

In Bollywood, Shamsher Mehboob Khan has worked with famous actors like Shah Rukh
Khan, Akshay Kumar and Ajay Devgn. He has also worked extensively with director Rohit
Shetty, in his films as well as on a popular stunt-based reality show that was hosted by him.

For the heist, however, Khan was working with two crooks – Abhay Patil (42), a car dealer
from Navi Mumbai, and Vijay Verma (35), a domestic servant working in a VIP residential
building near the traffic police headquarters in Worli. The building, named Vain Ganga, is
home to several politicians and business tycoons. The stolen car – an Audi A8 (2016), worth
Rs 98 lakh – belonged to one of these residents, Abha Bafna, the wife of a politician and
businessman. When Bafna came to know about the theft, she immediately registered a
complaint with the Worli police station.

The plot
According to the police, Khan was given the job of stealing the car from the parking lot of
the building and was supposed to get Rs 2 lakh for this. He was told to take the car keys
from Verma. “It is still not clear how Verma got access to the car keys, since he is not
employed with Bafna. That is part of the investigations,” said an officer from Worli police,
who are investigating the case.

Around 1 am on Tuesday night, Khan arrived at the building and sped off in the stolen car.
Everything was going according to script, and a few hours later Khan was on his way to
Navi Mumbai to hand over the car to his accomplice, Patil.
Twist in the tale
Before the Worli police could even get into action, somehow the Kurla police received a
tip-off about the theft. Assistant Police Inspector (API) Shivaji Bade was on night duty at
Kurla police station and received information that Khan was on his way to Navi Mumbai to
deliver the Audi to Patil. API Bade and his staff quickly imposed a nakabandi at Kapadia
Nagar in Kurla at around 5 am, from where Khan was scheduled to pass.

Prepared for stunts
The cops knew that Khan was a stuntman and anticipated that he might attempt to escape
by running them over or with some other trick, so they fortified the nakabandi.
But there was no daredevilry on display that morning. As soon as he arrived, the cops
stopped him at the nakabandi and asked him to get out of the car. When they asked him
about the car, he told them that it belonged to his father.
“Knowing that he is a stuntman and could risk the lives of the staffers at the nakabandi, we
politely asked him to step out of the car. We pushed him into the police jeep and once he
was at the police station, he confessed to stealing the vehicle from Worli,” said a cop.
During the interrogation, Khan also revealed the names of his accomplices, and both of
them were arrested as well. All three accused are now in custody at Worli police station,
since that is where the case was registered.

Surcharge rot in hospitals exposed as patients cry foul

Patients allege hospitals are charging them 20% surcharge over and above their total bill.

When Adnan Kandoriwala sought to discharge his 78-year-old father from Balaji Hospital on Friday evening, he was shocked to see that the bill had an additional surcharge of 20%.

His father, Noman Kandoriwala had been admitted for a brain stroke around a week back. "My father is retired and holds an orange ration card but the hospital said that they will not admit him under the Rajiv Gandhi Jeevandayee Arogya Yojana. He was treated for a week and the bill came to around Rs 1.1 lakh. Apart from that, there was an additional surcharge of 20% taking it to Rs 1.31 lakh," Adnan said.

He alleges that while the hospital initially refused to discharge his father they relented on Saturday morning after he threatened to complain. "Costs of several tests and the fees of the doctors were already inflated in the bill, with an additional 20% surcharge that they wanted," he alleged.

When contacted, Ramesh Kagzi, Chairman, Balaji Hospital, said, "We gave him a discount of Rs 31000 on his bill since he was creating a nuisance. We told him to pay whatever he wanted to, and let him leave." He admitted though that surcharge is normally charged by the hospital unless the patient is admitted under the Rajiv Gandhi Jeevandayee Arogya Yojana.

Earlier this week, a Worli couple, Jayashree and Paresh Choudhary slapped a notice to Bombay Hospital for charging them 20% surcharge during discharge, calling it illegal.

"They claimed that the surcharge was for maintenance and upkeep of the hospital including security, sanitation and billing accounts. This is absolutely funny since I was paying around Rs 6500 for the room alone; food and medical expenses were separately billed," said Paresh.

"There is no law which allows the hospital to charge this 20% extra surcharge in the name of upkeep of the hospital. This is clear theft and misappropriation of funds," said Sujay Kantawala, senior lawyer advising Paresh.

He has also approached the charity commissioner against the hospital with the officials of the charity commissioner's office confirming that they have received the complaint.

Paresh said that he is in touch with other patients who were fleeced in a similar manner and will soon file a PIL in the High Court on the issue of surcharge.

Meanwhile the Association of Hospitals (AOH), the umbrella organisation with several trust hospitals under it, refused to comment on individual cases. Insurance companies do not reimburse the patients for the surcharges, calling them unreasonable and alleging that they are meant to inflate the medical bills of the patients.

The incident took place on Thursday afternoon when the accused was riding a scooter along with a pillion, both of them helmetless.

The Worli Naka police station lodged an FIR on Thursday against a 17-year-old juvenile for manhandling a police constable who was in the line of duty.

The incident took place on Thursday afternoon when the accused was riding a scooter along with a pillion, both of them helmetless. When stopped by traffic police constable at Worli Naka for checking, instead of braking, the accused sped the scooter and ended up ended up hitting constable Deepak Nikhalje. However, the accused was held by other policemen while the pillion managed to run away.

According to a police official, the accused does not possess a driving licence. He was held under section 353 of the Indian Penal Code (IPC) and relevent sections of Motor Vehicle Act. Said the official "We have registered an FIR against the parents as well for allowing a juvenile to ride a scooter. We will take strict action against both."
