COP28 Climate Summit: A Spectacular Failure in Dealing with Global Warming

2023 UN Climate Change Conference (COP28) represented by 197 counties and EU together with around 85,000 participants, held with much fanfare during 30 November to 13 December 2023 in Dubai, United Arab Emirates (UAE) is a failure as the final Declaration does not offer anything “transformational”. Its outcome is the same as that of COP27 held in Egypt during November, 2022. It offers nothing substantial regarding the 2015 Paris Pledge to “substantially reduce global greenhouse gas emissions to hold global temperature increase to well below 2°C above pre-industrial levels and pursue efforts to limit it to 1.5°C above pre-industrial levels.” With global greenhouse gas emissions expected to peak by 2025, the 1.5°C target required reduction in emissions of 43% by 2030 and 60 % by 2035 relative to 2019 level, reaching net zero CO2 (carbon neutrality) by 2050. COP28 could not make any move forward in this direction compared to COP27.

Though the Summit failed to take urgent and immediate steps in the direction of climate warming, the final Draft that brought out in the morning of the extended day of December 13 managed to seek a “transitional phase out” of fossil fuels which, as expected was opposed by the oil-producing OPEC that controls around 80 percent of the world’s oil reserves. Ironically, the COP28 president was Sultan Al Jaber, a UAE minister and head of Abu Dhabi National Oil Company (ADNOC), one among world’s leading oil and gas producers. The proposal on phase out of fossil fuel appears to be rhetorical only as it has many likely loopholes. And as argued by many, in view of the Zionist war of aggression on Palestine and war between NATO and Russia in Ukraine using the latter as a proxy, oil production is likely to go up in the immediate future. Further, fossil fuels are only one of the factors behind global warming; other serious questions including direct plunder of nature by corporate capital and destruction of ecosystem such as deforestation and encroachment of wetlands and waterbodies were not at all properly addressed in the Summit.

However, the Summit utterly failed to ensure the required financial support from the US-led imperialist powers for the dependent poor countries for the “transitioning away” from fossil fuels. And as reported, US, world’s biggest climate polluter, was totally against any equitable distribution of the burden of fossil fuel reduction through a differentiated responsibility on countries, and hence the Declaration was almost silent on the crucial question of financial support for the backward countries. Leading powers such as US, China, EU and Japan who were more responsible for global warming, while putting the onus of emission reduction on neocolonially dependent Afro-Asian-Latin American countries and Island nations who are on the verge of extinction, seemed highly reluctant to bear the financial responsibility of the devastations. The $750 million Loss and Damage Fund, which is a paltry amount approved in the course of the Summit will not be considered as compensation for the damage inflicted on world community by corporate capital.

To be precise, at a time when humanity is going through an irreversible climate crisis and catastrophic impacts of climate change are manifested on a daily basis across the globe, being unable to address the core issues, the annual Climate Summits conducted under the auspices of the UN since 1995, has become some kind of a window dressing for diverting world people’s attention from the core issues. Without reversing the corporate model of development and transforming to a progressive mode of production and a paradigmatic shift in development that is in harmony with nature with appropriate changes in social, cultural and gender relations, it would be difficult to address the climate question today. It is impossible for a coexistence of the present corporate model of development and the interests of world people as one is the antithesis of the other.

On the other hand, both the neoliberal State and a large section of the non-state or non-governmental entities who are active in the environmental sector today are directly or indirectly linked up with corporate capital, and even UN Climate Summits are also subject to it. Therefore, we agree with what Greta Thunberg, world-famous climate activist said regarding the Dubai Summit: "It is a stab in the back for those most vulnerable." This grave situation can be overcome only by overcoming the hegemony of global corporate capital, and it is up to the working people and all oppressed together with all progressive and democratic forces to take up this task in right earnest.

The SC Verdict Upholding Abrogation of Article 370 Serves RSS Agenda and a Further Boost to the Fascist Regime

Unlike other princely States which signed a Merger Agreement when they became part of Indian Union, J&K was the only State that, instead of signing a merger agreement, joined the rest of India based on an Instrument of Accession. Accordingly, as laid down in Article 370 and in conformity with the Instrument of Accession, for J&K, the Centre had right only to make laws for Defence, External Affairs and Communications. Other Central Laws could apply to J&K only if agreed to by its Assembly. To further safeguard the interests of the people of J&K, there was commitment on the part of Government of India, which was supported by Dr Ambedkar too, for an internal plebiscite to ascertain the will of the people.

However, since then, there has been no move in this direction, though the J&K Constituent Assembly dissolved itself in January 1957. Now after more than 4 years of the abrogation of Article 370 by Modi regime, now when the SC upholds that decision, it is a unilateral violation of the constitutional commitment given to the people of J&K by GOI in the 1950s. Apart from this, there are serious judicial evasions on the question of dismemberment of J&K and two Union Territories done by Modi regime in August 2019 while the region was under President's Rule. Here the SC fails to address important issues regarding subversion of federal principles and Constitutional procedures - especially the question of conversion of a State into Union Territory - an aspect raised by Justice Khanna. Justice Sanjay Kaul, who also was in the 5-member Bench which made the verdict, has recommended the setting up of a "Truth and Reconciliation Commission" to impartially investigate and report on the horrific violations of human rights perpetrated by State and non-state actors in J&K over the years.

No doubt, SC's endorsement of the Constitutional coup by Modi regime is definitely a boost to the Hindutva (Hindurashtra) agenda of RSS, since, as claimed by it, RSS has released 27 resolutions against Article 370 and the special status of J&K since 1950. The RSS has wholeheartedly welcomed the verdict without any delay by stating that "the people of J&K have finally got freedom from the injustice they were subjected to for years due to Article 370", even as leaders of J&K like Umar Abdullah, Mehbooba and others are still in house arrest.

To be precise, the SC verdict endorsing abrogation of Article 370, in continuation of its similar endorsements on Ram Temple, EWS, etc. and having serious Constitutional, federal and legal dimensions, is fully in conformity with the ultimate goals already declared by BJP, the political tool of RSS. Therefore, the SC verdict on Article 370 endorsing superimposed integration once again calls for serious introspection and intervention on the part of all democratic forces in the country.

Oppose the Detention of Activists of CASR

The Fascist Delhi Police Snatches Away the Human Right to Protest on the International Human Rights Day

On 10th December, which is observed as the human rights day all over the world, different student organizations, under the banner of CASR, were planning to organize a protest and public meeting against the fascist repression going on against the people in various parts of the country. The protest was planned to be organized at Jantar Mantar, at 1:00PM. Just a day before the protest, the police authorities sent a letter to CASR telling that the permission for the protest is canceled.

Condemning this move, CASR decided to protest against the fascist attacks on the people’s voices. The students marched from Udyog Bhawan Metro Station. In the midway, the protesters were brutally assaulted by the NSG and Delhi Police using lathis and butts of guns. Many students were badly injured. Even women and q***r comrades were attacked by the male police, particularly on their private parts. Almost 45 students have been detained. The detainees include AIRSO comrades also.

AIRSO severely condemns this inhuman, undemocratic and outrightly fascist move of suppressing the voices for human rights in the most sinister manner. AIRSO demands the immediate release of the detained students. We appeal to all the progressive, democratic, revolutionary and anti-fascist forces to come to the streets against this reactionary move by the state.

ଯଦିଓ କୌଣସି ଦକ୍ଷିଣ ରାଜ୍ୟରେ ସଂଘୀ ମନୁବାଦୀ ଫାସିବାଦୀ ଶକ୍ତିମାନେ ସ୍ପଷ୍ଟ ଭାବରେ କ୍ଷମତାରେ ନାହାନ୍ତି, ଯଦିଓ ଅଳ୍ପ ବ୍ୟବଧାନରେ ଏହି ନିର୍ଣ୍ଣାୟକ ବିଜୟ ତଥାପି ଆରଏସଏସ-ବିଜେପିକୁ ଅତିରିକ୍ତ ଶକ୍ତି ଯୋଗାଇଛି। ଏଥିରେ କୌଣସି ସନ୍ଦେହ ନାହିଁ ଯେ ଉପରୋକ୍ତ ତିନୋଟି ରାଜ୍ୟରେ 'ଇଣ୍ଡିଆ ମେଣ୍ଟ'ର ବର୍ତ୍ତମାନର ରାଜନୈତିକ ଅସ୍ତ୍ର ବିଜେପି ହାତରେ ପରାଜୟ ସ୍ୱୀକାର କରିବାର ଦାୟିତ୍ୱ ମୁଖ୍ୟତଃ ଭାରତର 'ଗ୍ରାଣ୍ଡ ଓଲ୍ଡ ପାର୍ଟି' କୁ ଯାଉଛି, ଯାହାର ବିଜେପି ବିରୋଧୀ ବୟାନବାଜି ଏବଂ ଲୋକପ୍ରିୟ ଆଭିମୁଖ୍ୟ ସତ୍ତ୍ୱେ ଏମାନଙ୍କର ଆଦର୍ଶଗତ କିମ୍ବା ରାଜନୈତିକ-ଅର୍ଥନୈତିକ ଭିତ୍ତିଭୂମି ଏବଂ ଫାସିବାଦୀଙ୍କ ଆଦର୍ଶଗତ କିମ୍ବା ରାଜନୈତିକ-ଅର୍ଥନୈତିକ ଭିତ୍ତିଭୂମି ମଧ୍ୟରେ କୌଣସି ମୌଳିକ ପାର୍ଥକ୍ୟ ନାହିଁ। ସେହି ରାଜ୍ୟର ପ୍ରଚାର ଓ କୌଶଳକୁ ଆଲୋକପାତ ରୁ ଜଣାପଡୁଛି। କମଲନାଥଙ୍କ ଭଳି କଠୋର ହିନ୍ଦୁତ୍ୱପ୍ରଶଂସକଙ୍କ ସମେତ ସ୍ୱୟଂଘୋଷିତ"ସଫ୍ଟ-ହିନ୍ଦୁତ୍ବ" କଂଗ୍ରେସ ନେତାମାନେ (ଅବଶ୍ୟ କିଛି ବ୍ୟତିକ୍ରମବ୍ୟତୀତ) ଗତ ଚାଳିଶ ବର୍ଷର ଭାରତର ରାଜନୈତିକ ଇତିହାସକୁ ବୁଝିବାରେ ପୁଣି ଥରେ ବିଫଳ ହୋଇଛନ୍ତି, ଯାହା ପ୍ରମାଣିତ କରିଛି ଯେ ସେମାନଙ୍କର "ନରମ ହିନ୍ଦୁତ୍ୱ" ଏବଂ ବିଜେପିର 'କଠୋର-ହିନ୍ଦୁତ୍ୱ' ଶେଷରେ କିପରି ଉଭୟ ୧ମ ଓ ୨ୟ ମିଶିଯାଏ ତାହାର କୌଣସି ସୀମା ନାହିଁ। ଉଭୟ କେନ୍ଦ୍ର ଓ ରାଜ୍ୟରେ ବିଜେପି ଶାସନ ବିରୋଧରେ ଲୋକଙ୍କ ଅସନ୍ତୋଷ ବଢ଼ୁଥିବା ବେଳେ ଏହା ବିଜେପିକୁ ନିଜର ହିନ୍ଦୁତ୍ୱ ଭୋଟବ୍ୟାଙ୍କକୁ ସୁଦୃଢ଼ କରିବାରେ ସହାୟକ ହୋଇଥିଲା। ଏହି ପ୍ରକ୍ରିୟାରେ ଫାସିବାଦୀ ଶକ୍ତିମାନେ ଉତ୍ତର ଭାରତରେ ଓବିସି ଭୋଟ୍ ବ୍ୟାଙ୍କକୁ ଭାଙ୍ଗିବାରେ ସଫଳ ହୋଇଥିଲେ, ଯଦିଓ ଦେଶବ୍ୟାପୀ ଜାତି ଜନଗଣନା ପାଇଁ ନିର୍ଯ୍ୟାତିତ ନିମ୍ନ ଜାତିମାନଙ୍କ ମଧ୍ୟରେ ଦୃଢ ଆଶା ଓ ବିଶ୍ବାସ ଥିଲା, ଯାହାକୁ ନେଇ କଂଗ୍ରେସ ଭିତରେ ହିଁ ମତଭେଦ ରହିଛି।
ଅଧିକ ସଠିକ ଭାବେ କହିବାକୁ ଗଲେ,'ବ୍ରାଣ୍ଡ ମୋଦୀ' କୁ ସମର୍ଥନ ଓ କର୍ପୋରେଟ୍ ମନି ପାୱାର ସମେତ ଅନ୍ୟାନ୍ୟ ମାଧ୍ୟମରେ ଆରଏସଏସ-ବିଜେପି ନିଜର ହିନ୍ଦୁତ୍ୱକୁ ସୁଦୃଢ଼ କରିବାରେ ସଫଳ ହୋଇଥିବା ବେଳେ ଫାସିବାଦ ବିରୋଧୀ ଭୋଟକୁ ବିଭାଜନରୁ ରୋକିବା ରେ ଇଣ୍ଡିଆ ମେଣ୍ଟ ସର୍ବନିମ୍ନ ଦୃଷ୍ଟିକୋଣ ମଧ୍ୟ ଉପସ୍ଥାପନ କରିବାରେ ସମ୍ପୂର୍ଣ୍ଣ ବିଫଳ ହୋଇଛି। ଇଣ୍ଡିଆ ଆଲାଏନ୍ସ କେବଳ କାଗଜପତ୍ରରେ ରହିଥିଲା ଏବଂ ଏହାର ସମସ୍ତ ସହଯୋଗୀ ଦଳ ପରସ୍ପର ମଧ୍ୟରେ ଆତ୍ମଘାତୀ ପ୍ରତିଦ୍ୱନ୍ଦ୍ୱିତାରେ ଲିପ୍ତ ଥିଲେ, ମୁଖ୍ୟତଃ କ୍ଷମତା ବଣ୍ଟନକୁ ନେଇ ତାଙ୍କ ଦଳ ମଧ୍ୟରେ ଅନେକ ମତଭେଦ ଘେରି ରହିଥିବା କଂଗ୍ରେସର ଦୂରଦୃଷ୍ଟିହୀନ ବଡ଼ ଭାଇଗିରି ନୀତି ଏକ କାରଣ। ଏହାର ଏକମାତ୍ର ବ୍ୟତିକ୍ରମ ଥିଲା ତେଲେଙ୍ଗାନା, ଯେଉଁଠାରେ ସେ 'ପ୍ରଶଂସନୀୟ' ବିଜୟ ହାସଲ କରିପାରିଥିଲେ। ଏଥିରେ କୌଣସି ସନ୍ଦେହ ନାହିଁ ଯେ ହିନ୍ଦୀ ଭାଷାଭାଷୀ ରାଜ୍ୟଗୁଡ଼ିକରେ ଇଣ୍ଡିଆ ମେଣ୍ଟକୁ ସମ୍ପୂର୍ଣ୍ଣ ଭାବେ ପୃଷ୍ଠଭୂମିକୁ ଠେଲିଦେବାରେ ବିଜେପି ଅଧିକ ଶକ୍ତି ହାସଲ କରିଛି। ଏହା ଦ୍ୱାରା ୨୦୨୪ ସାଧାରଣ ନିର୍ବାଚନ ପୂର୍ବରୁ ସଂସଦର ଶୀତକାଳୀନ ଅଧିବେଶନରେ ଆରମ୍ଭରୁ ଫାସିବାଦୀ ଶକ୍ତିମାନେ ବହୁମୁଖୀ ପ୍ରଭାବରେ ଆକ୍ରମଣ କରିବାକୁ ପ୍ରେରଣା ପାଇଛନ୍ତି। ପୃଥିବୀର ଅନେକ ସ୍ଥାନରେ କଠୋର ଦକ୍ଷିଣପନ୍ଥୀ, ନବଫାସିଷ୍ଟ ଶକ୍ତି ବୃଦ୍ଧି ପାଉଥିବା ବେଳେ ଆଗାମୀ ଦିନରେ ଭାରତରେ ସମାନ ପରିସ୍ଥିତିର ପୁନରାବୃତ୍ତି କୁ ଏଡ଼ାଇବା ପାଇଁ ସମସ୍ତ ଫାସିବାଦ ବିରୋଧୀ ଗଣତାନ୍ତ୍ରିକ ଶକ୍ତି ଏକାଠି ହେବାର ପ୍ରକୃଷ୍ଠ ସମୟ ଆସିଛି।
ଆଗାମୀ ସାଧାରଣ ନିର୍ବାଚନ ପୂର୍ବରୁ ନିକଟରେ ହୋଇଥିବା ବିଧାନସଭା ନିର୍ବାଚନକୁ ଅନେକ ଲୋକ 'ସେମିଫାଇନାଲ' ବୋଲି କହୁଥିଲେ, ନିର୍ବାଚନ ଫଳାଫଳର ଠୋସ୍ ବିଶ୍ଳେଷଣ ଆଧାରରେ ୨୦୨୪ରେ ଅଣ ଫାସିବାଦୀ ଦଳଗୁଡ଼ିକୁ 'ଚୂଡ଼ାନ୍ତ' କରାଯିବା ଦିଗରେ ଆଗକୁ ବଢ଼ିବା ପାଇଁ ଉପଯୁକ୍ତ ପଦକ୍ଷେପ ନେବାକୁ ପଡ଼ିବ। ନିର୍ବାଚନ ଫଳାଫଳ ପ୍ରମାଣ କରୁଛି ଯେ ବିଜେପି ଓ ବିରୋଧୀଙ୍କ ମଧ୍ୟରେ ଭୋଟ ପ୍ରତିଶତରେ ବିଶେଷ ପାର୍ଥକ୍ୟ ନାହିଁ। ଯଦି ଇଣ୍ଡିଆ ମେଣ୍ଟ ଏବଂ ସମସ୍ତ ବିଜେପି ବିରୋଧୀ ଦଳ ପ୍ରକୃତରେ ବିଧାନସଭା ନିର୍ବାଚନରୁ ଶିକ୍ଷା ଗ୍ରହଣ କରନ୍ତି, ଫାସିବାଦୀ ଶାସନକୁ କ୍ଷମତାରୁ ହଟାଇବା ଏବଂ ସେହି ଅନୁଯାୟୀ ନିଜର ଶକ୍ତିକୁ ସୁଦୃଢ଼ କରିବାର ସର୍ବନିମ୍ନ କାର୍ଯ୍ୟକ୍ରମ ଆଧାରରେ ବୁଝାମଣା କରିବାରେ ସଫଳ ହୁଅନ୍ତି, ତେବେ 'ସେମିଫାଇନାଲ'ର ଫଳାଫଳ 'ଫାଇନାଲ୍' ରେ ବଦଳାଯାଇପାରିବ। ଏହି ବୁଝାମଣା ବଳରେ ପ୍ରଗତିଶୀଳ ଗଣତାନ୍ତ୍ରିକ ଶକ୍ତିମାନେ ନବ-ଉଦାରବାଦ ଓ ନବ-ଫାସିବାଦ ବିରୋଧରେ ନିଜର ସ୍ୱାଧୀନ ଆଦର୍ଶ-ରାଜନୈତିକ ସ୍ଥିତି ବଜାୟ ରଖିବା ସହ ଆଗାମୀ ଦିନରେ ଏହି ନିର୍ଣ୍ଣାୟକ ଉଦ୍ଦେଶ୍ୟ ନେଇ ସେମାନଙ୍କୁ ଅତ୍ୟନ୍ତ ସତର୍କତାର ସହ କାର୍ଯ୍ୟ କରିବାକୁ ବାଧ୍ୟ କରିବା ଏବଂ ସେମାନଙ୍କ ପ୍ରୟାସକୁ ସୁଦୃଢ଼ କରିବା ପାଇଁ ଆଗେଇ ଆସିବା ଉଚିତ। ତେବେ ହିଁ ସମ୍ଭାବ୍ୟ ବିପର୍ଯ୍ୟୟକୁ ଏଡ଼ାଇ ଦିଆଯାଇପାରିବ ବୋଲି ସି.ପି.ଆଇ.(ଏମ ଏଲ) ରେଡ୍ ଷ୍ଟାର ର ସାଧାରଣ ସମ୍ପାଦକ କମ୍ରେଡ଼ ପି ଜେ ଜେମ୍ସ ଏକ ପ୍ରେସ ବିବୃତି ପ୍ରକାଶ କରିଛନ୍ତି ବୋଲି ପାର୍ଟି ର ରାଜ୍ୟ ସମ୍ପାଦିକା କମ୍ରେଡ଼ ପ୍ରମିଳା ପ୍ରକାଶ କରିଛନ୍ତି।
