The resumption of normal House sittings by the National Assembly last week, saw the tabling of the Budget Policy Statement by the Leader of the Majority Party. This heralds the commencement of the budget making process for the 2024/2025 Financial Year.

Violet Mbiti Foundation is a civil society partner of International Budget Partnership Kenya in Machakos County and Dr.Violet is a trained budget facilitator by IBP Kenya.

It was a pleasure to attend the annual program organised by IBP Kenya in collaboration with the Coast Hub who brought the four regional budget hubs to Kwale County.

The visit allowed the budget facilitators & champions to share experiences of their budget advocacy strategies.

There were sessions during the just concluded in Kwale County hosted by Coast Hub.

During the exchange there were site visits to Shimoni VTC training college, Mwazaro dispensary, shimoni dispensary & shimoni Information centre.

From the visits it was evident that the deliberate efforts to include women, youth & PWDs in the budget process have been fruitful.

Yesterday Violet Mbiti Foundation and partners were honoured to be hosted by the Machakos County Assembly Committee on Youth, Social Welfare and Sports to deliberate on issues affecting Youth in Machakos County.This was made possible after youth attended public participation called by the County Government in June 2023 and raised pertinent issues that needed the attention of the committee.Violet Mbiti Foundation therefore submitted a letter to the Clerk of the County Assembly so that the issues may be addressed and we got an invite to attend.

Violet Mbiti Foundation is the convenor of Machakos County Budget Champions who are a collective of public finance management,transparency and accountability advocates working across various wards in Machakos County.They comprise religious institutions from South Eastern (Supreme Council of Kenya Muslims, National Council of Churches of Kenya, Evangelical Alliance of Kenya and Seventh Day Adventist), Civil Society Organizations and Media.

Partners present yesterday who accompanied Violet Mbiti Foundation were:

-A representative from Evangelical Alliance of Kenya
-Prosper Kenya
-Ezesha Plus Kenya
-Machakos County Disability Network
-Youth for Sustainable Development Machakos Chapter
-Kakamaka Youth Group

The collective focuses on advocacy efforts in various sectors,aiming to promote inclusivity and equity in the distribution of public resources.

In the meeting we requested input on the following:

-Availability of Budget documents to track utilisation of public resources in the youth sector.We touched on the County Budget Transparency Survey 2022 which evaluates the level of budget transparency across 47 counties in our country Kenya with a focus on Machakos County and how lack of key budget documents on the county government and county assembly website like implementation reports are hampering our efforts to track utilisation of public resources in the youth sector.Machakos County was ranked number 21 out of 47 counties in the CBTS 2022 report against its counterpart Makueni which was ranked No.2/47 country wide and Kitui County was ranked No.5/47

- the passing of youth empowerment policy which has been on standstill

-Updates on the implementation of youth activities

-Role of youth in monitoring Government projects

-Accountability measures taken by the Machakos County Assembly on youth activities

-Formation of a county youth fund

-The status of the legal provision of PFM Act on 30 % provision of allocation on employment and tendering for vulnerability groups (PwD, Women and Youth)

-Allocation of business spaces for youth with disabilities
