ITU Blockchain Secure Authentication (BSA) Application Challenge
The International Telecommunication Union (ITU) is launching the Blockchain Secure Authentication (BSA) Application Challenge, in collaboration with FNSV, Korea, aimed at innovators, developers, digital financial service providers and university students to explore and implement passwordless, secure authentication solutions using blockchain technology for digital finance. The Application Challenge is part of the activities of the ITU DFS security lab and is in line with the ITU Plenipotentiary Resolution 204 and WTSA-20 Resolution 89 Promoting the use of ICTs to bridge the financial inclusion gap.
The Application Challenge is open to individuals from ITU Member States (such as Lesotho), Sector Members, Associates, Academic Institutions and is aimed at showcasing the implementation of passwordless authentication, moving beyond traditional passwords, to enhance security for mobile payments used in digital financial services. The primary objective is to ensure highly secure and seamless passwordless authentication using blockchain secure authentication for DFS users accessing the platform via web and mobile applications.
Key Dates for the Application Challenge:
Registration: 4th April 2024 – 30th April 2024
Submission Deadline: 1st August 2024
Application Challenge Results and Awards: 13th October 2024 during the Global Standards Symposium. Top three solutions will be showcased during the World Telecommunication Standardization Assembly (WTSA).
The top three teams will win a cash prize as follows:
First Prize: USD$ 5,000
Second Prize: USD$ 3,000
Third Prize: USD$ 2,000

Vodacom Lesotho (VCL) subscribers will recall of a service outage that occurred on the 16th June, 2023 over a period of four hours. This outage translated into a non-compliance with the Lesotho Communications Authority's Quality of Service Rules No.41 of 2023 which prescribe that the network resources should be available to customers 99.99% of the time for any measured period.
The Authority notes the reasons for the outage as advanced by VCL and the remedial steps taken to mitigate the recurrence of similar incidents. The Authority also appreciates that VCL customers were compensated for the inconvenience caused by the unavailability of services.
However, it would be absurd and not in the interest of the consumers if VCL would be absolved of liability of a network outage of this magnitude.
The Authority has therefore imposed a fine M1,000,000.00 for the contravention of rule 6(a)(i) of the LCA Quality of Service Rules of 2023. This fine is suspended wholly for a period of 12 months on condition that VCL does not commit a similar contravention.
