La Diplomatie dans l'histoire des Relations Internationales du Maroc

نظمت شعبة التاريخ والمجال والتراث، بالتعاون مع مختبر المغرب والعالم الخارجي، محاضرة بعنوان: "التاريخ الموجز للاستشراق في الأراضي المنخفضة: نموذج كريستيان سنوك هورغروني (1857-1936)"، قدمها الأستاذ ليون بوسكينز، مدير المركز الثقافي الهولندي بالرباط.
تم عقد اللقاء يوم الجمعة 24 نونبر 2023، برحاب كلية الآداب والعلوم الإنسانية بن مسيك جامعة الحسن الثاني بالدار البيضاء. وقد حضر هذا اللقاء مجموعة من الأساتذة والطلبة، حيث تم تبادل الأفكار والآراء حول الموضوع.

أصدر مكتب تنسيق التعريب بالرباط حديثًا "المعجم الموحد لمصطلحات الدبلوماسية". يندرج هذا الإصدار في إطار الجهود التي يبذلها المكتب لإثراء اللغة العربية بالمصطلحات العلمية والحضارية العامة. وقام بتنسيق هذا العمل الأستاذ عبد الفتاح الحجمري، مدير مكتب تنسيق التعريب بالرباط، الذي أوضح أنه تم تكليف فريق عمل من الأساتذة وتشكيل لجنة علمية لإعداد ومراجعة وتحسين المعجم. وأكد أيضًا أن المعجم يجمع بين العلم والفن ويتطلب قدرات وكفاءات معينة لفهم واستخدام مصطلحات الدبلوماسية بدقة وفعالية.

حفل تخرج طلبة الماستر "الوفاء والاستمرار"
نظم طلبة ماستر الدبلوماسية في تاريخ العلاقات الدولية للمغرب من الوسيط إلى الآن، حفل تخرج فوج 2023، وذلك يوم الإثنين 17 يوليوز برحاب كلية الآداب والعلوم الإنسانية بنمسيك بجامعة الحسن الثاني الدار البيضاء.
تخلل الحفل كلمات تحفيزية لعدد من الأطر الجامعية من السيد عميد كلية العلوم بنمسيك د. الطالبي محمد إلى كلمة نائب عميد كلية الآداب بنمسيك السيد إبراهيم فدادي وكلمة رئيسة الشعبة ومنسقة الماستر د. ليلي مزيان وثلة من أساتذة الماستر وعدد من الأطر الإدارية. فعلى مسار هذين السنتين 2021/2023، حددت أهدافا أكاديمية تجمع بين العلوم الإنسانية والاجتماعية فضلا عن التاريخ، ثم تمكين الطلبة من امتلاك كفاءات في اللغات الأجنبية.
وقد توفق الطلبة في اختيار عنوان الحفل (الوفاء والاستمرار) وفاء تجلى بتكريم عدد من الأساتذة والطلبة وعرض حصيلة نشاط الماستر بشريط فيديو لا يتجاوز 7 دقائق، يؤرخ لمدة سنتين من التكوين والمشاركة في ندوات وطنية ودولية صاغها المشرفون بكل محبة ووعي بأهمية تكوين جيل جديد من الباحثين، على قاعدة صلبة أكاديميا.
أما عن الاستمرار فقد كانت ارتسامات الطلبة أكثر حماسا، واعتبروا مسارهم التكويني هذا بداية نحو أهداف جديدة في الحياة المهنية والعلمية، والاستعداد لتحديات جديدة بكل ثقة ومواصلة البذل والعطاء.
Master's Graduation Ceremony "Loyalty and Continuity"
Students of the Master "Diplomacy in the History of International Relations of Morocco" organized the graduation ceremony of the 2023 graduation cohort, on Monday, July 17, at the Faculty of Letters and Human Sciences Ben M'Sik, Hassan II University, Casablanca.
The ceremony included motivational speeches by a number of university executives, such as the Dean of Sciences Ben M'Sik, Dr. Mohamed Talbi, the Deputy Dean of the Faculty of Letters and Human Sciences Ben M'Sik, Mr. Ibrahim Fadadi, the Head of the Depatment "History and Civilisation" and the Master’s Coordinator, Dr. Leila Maziane, as well as a group of master's professors and a considerable number of administrative frameworks. Over the course of these two years 2021/2023, academic goals were set that combine humanities and social sciences as well as history, and then enable students to possess competencies in foreign languages.
These students succeeded in choosing the suitable title of the ceremony (Loyalty and Continuity), a fulfillment that was manifested by honoring a considerable number of professors and students, as well as presenting the outcome of the Master’s activity in a videotape of no more than 7 minutes, dating back to two years of knowledge and participation in national and international seminars formulated by the supervisors with all love and awareness of the importance of forming a new generation of researchers, with a solid academic path.
As for the continuity, these students' feelings were more enthusiastic. They considered this formative path as a beginning towards new goals in professional and scientific life, preparing for new challenges with confidence and continuing to give more and energetically.

بحماس كبير وطموح علمي حثيت ناقش طلبة ماستر "الديبلوماسية في تاريخ العلاقات الدولية للمغرب من العصر الوسيط إلى الآن" بحوثهم لنيل شهادة الماستر، وذلك يومي الخميس 6 يوليوز و الثلاثاء 11 يوليوز 2023.
وقد أشرف على هذه المناقشة لجان علمية تضم ثلة من الأساتذة سواء من داخل أسوار الكلية أو من خارجها.
شكلت هذه المناقشة فرصة ولقاء علميا مثمرا، قدم من خلاله الطلبة الباحثين ما أنجزوه.
وعموما، فقد تضمن النقاش ملاحظات هامة للسادة الأساتذة، الذين ناقشوا إشكالات البحوث ومضامينها بدقة عالية...
كل هذا كان ثمرة لتكوين غاية في التميز، حرص أساتذة الشعبة من خلاله على تلقين ما يمكن تلقينه بكل حب وتفان وإخلاص... وقد توجوه بإشرافهم على هذه البحوث، والسهر على أدق تفاصيلها.

احتضنت قاعة عبد الواحد خيري، بكلية الآداب والعلوم الإنسانية بنمسيك، جامعة الحسن الثاني بالدار البيضاء، يوم الجمعة 14 أكتوبر 2022، ابتداء من الساعة العاشرة والنصف، لقاء علميا من تنظيم شعبة التاريخ والحضارة لفائدة طلبة ماستر "الدبلوماسية في تاريخ العلاقات الدولية بالمغرب" وطلبة الإجازة، وبحضور طلبة الدكتوراه وباقي طلبة الكلية من مختلف التخصصات.
وشكل هذا اللقاء فرصة للاحتفاء بالمؤرخ المرموق، الأستاذ محمد كنبيب، أستاذ التاريخ المعاصر بكلية الآداب والعلوم الإنسانية محمد الخامس بالرباط، ومدير المعهد الملكي للبحث التاريخي للمملكة المغربية.
وقد تقدم الأستاذ محمد كنبيب بدرس أكاديمي مهم تحت عنوان: "العلاقات الدولية: مقاربة تاريخية".
افتتح هذا اللقاء الهام الأستاذ عبد القادر كنكاي، عميد الكلية، رحب فيها في البداية بالأستاذ المحاضر، ثم قدم شهادة في حق الأستاذ المحاضر كباحث مرموق عرفه شخصيا منذ ثمانيات القرن الماضي؛ باحث –كما يقول السيد عميد الكلية- طبع مسارا أكاديميا متميزا، اعتبارا لتعدد المعارف والثقافات التي راكمها من خلال تجربته الغنية والمتنوعة بالمغرب وأوروبا والولايات المتحدة الأمريكية، وأيضا لقيمة أعماله ومؤلفاته العلمية والأكاديمية الغزيرة والثرية التي أغنت الجامعات المغربية والعالمية.
بدورها عبرت الأستاذة ليلي مزيان عن اعتزازها بهذا اللقاء، وقدمت للحضور نظرة موجزة على مؤلفات الأستاذ محمد كنبيب ومساره المهني الأكاديمي الذي توج بتعيينه مديرا للمعهد الملكي للبحث التاريخي بالرباط. وأشارت الأستاذة ليلى إلى تنوع مجال البحث لدى الأستاذ محمد كنبيب، وجودة أبحاثه وكتاباته، مشيرة إلى أهمها. كما تعرضت الأستاذة ليلى إلى تجربة الأستاذ كنبيب كأستاذ باحث ومحاضر في عدد من الكليات والجامعات المغربية والغربية، وأيضا كشخصية تقلدت عدة مهام لصالح المغرب.
وبعدها أعطيت الكلمة للأستاذ محمد كنبيب الذي ابتدأ محاضرته التي استمرت لما يقارب الساعتين، بتقديم عبارات الشكر والثناء لكلية الآداب بنمسيك في شخص عميدها وأستاذها وأطرها وطلبتها، معبر ا في الوقت نفسه عن سعادته بلقاء أساتذة الكلية وطلبة ماستر الدبلوماسية وباقي الحضور، واعتبر هذه المحاضرة الافتتاحية فرصة لتقاسم بعض انشغالاته وهمومه البحثية في مجال الحقل التاريخي، مذكرا بارتباط موضوع مداخلته براهنية العلاقات الدولية المغربية؛ ثم عرج بعدها على تجربته الشخصية التي عاشها كطالب باحث في فرنسا مع جان باتيست دوروزيل تلميذ بير رينوفان، والتي اعتبرها بمثابة تجرية فريدة من نوعها.
الأستاذ المحاضر أكد على أن البحث التاريخي يتجاوز في كثير من مجالاته مجال التاريخ ليصبح مؤثرا في العلاقات الدولية، وجزءا هاما من مناهج الاستقراء في الدبلوماسية والعلاقات الدولية على صعيد البحث الأكاديمي الدولي، معززا ذلك بمفاهيم راهنية في ظل متغيرات عالمية طارئة. وانتقل بعدها إلى محور تناول فيه مسألة بروز الدولة الوطنية وإعادة مفهوم الدولة مع وباء كورونا، حيث قدم العديد من المعطيات الجديدة التي تنذر بتحول دولي ليس فقط في مجال الاقتصاد وإنما على مستوى المجتمع والعلاقات الدولية ككل.
أما المحور الثالث لمداخلة الأستاذ كنبيب، فقد ركز فيه على التحولات التي عرفها المغرب في القرن التاسع عشر، والأسباب التي ساهمت في إضعاف المغرب في علاقاته الخارجية، وذكر منها ظاهرة المحميين التي جاءت في ظروف صعبة زادت من تفاقم أوضاع المغرب في ظل بروز اقتصاد رأسمالي متشعب على مستوى أوروبا والدول المستعمرة، في مقابل اقتصاد مغربي هش. وهو ما جعل المغرب يحاول تفادي هذه التحولات وفك الارتباط بالإملاءات الأوروبية، مبرزا آليات مقاومة وصمود المغرب والسياسات الإصلاحية التي اتخذها بين ثنائية الإصلاح والتحفظ. ولم يفت الأستاذ المحاضر – وهو المتخصص في تاريخ الأقلية الدينية اليهودية المغربية- أن يتحف الحضور بمعطيات أنتروبولوجية وسوسيولوجية ممزوجة بالتاريخ في قضايا تتعلق بعدد من المتغيرات، كالمسألة اليهودية واليهود المغاربة وأداور هؤلاء في تاريخ ما قبل وإبان فترة الحماية.
واختتم هذا اللقاء بمجموعة من المداخلات والتساؤلات التي أجاب عنها الأستاذ المحاضر بكل دقة، ليسدل الستار على المحاضرة الافتتاحية المتميزة. بعدها مباشرة، انتقل الأستاذ محمد كنبيب بمعية عميد الكلية ونائبه الأستاذ إبراهيم فدادي، مصحوبين بعدد من الطلبة والحضور لزيارة متحف الكلية الذي يعتبر تجربة رائدة كونه الأول من نوعه في تاريخ كليات المغرب، حيث قدمت له الشروحات المطلوبة بخصوص ما يعرضه من صور وأدوات ومعطيات تهم تاريخ الدار البيضاء ومنطقة الشاوية وباقي جهات المغرب.
يشار إلى أن هذا اللقاء تم بتأطير من الأستاذة ليلي مزيان، رئيسة شعبة التاريخ والحضارة بكلية الآداب بنمسيك، ومنسقة ماستر الدبلوماسية في تاريخ العلاقات الدولية بالمغرب.
On Friday, October 14, 2022, at 10:30 am, a scientific meeting was taking place at Abdelouahed Khairi auditorium, at the Faculty of Letters and Human Sciences Ben M'sik, Hassan II University in Casablanca.
This scientific meeting was organized by the Department of History and Civilization for the benefit of students of The M.A "Diplomacy in the History of International Relations of Morocco", B.A Students, PhD students, and other students belong to other departments.

This meeting was an opportunity to celebrate the academic path of the historian, Professor Mohammed Kenbib, Professor of Contemporary History at the Faculty of Letters and Human Sciences in Rabat, and Director of the Royal Institute for Research in the History of Morocco-the Academy of the Kingdom of Morocco . Professor Kenbib delivered an important academic lesson under the title: "International Relations: A Historical Approach".

This meeting was opened by Professor Abdelkader Gonegai, Dean of the faculty, who initially welcomed the lecturer warmly, then introduced the researcher he knew personally since the eighties of the last century. As the Dean of the faculty mentioned, Mohammed Kenbib has made a distinguished academic path, due to the multiplicity of knowledge and cultures that he has accumulated through his diverse and varied experiences in Morocco and USA, as well as delivering valuable writings that evidently enriched those Moroccan and international academic studies.

Then, Ms. Leila Maziane expressed her pride in this meeting, and gave the audience a brief look regarding the books written by Professor Mohammed Kenbib and his academic career, especially how he was named Director of the Royal Institute for Historical Research in Rabat. Ms. Leila discussed the diversity of the research field of Professor Mohammed Kenbib, and the quality of his research and writings, noting the most important ones. Ms. Maziane displayed also specific details related to Professor Kenbib's large experience as a research professor and lecturer in a considerable number of Moroccan and international universities, as well as the tasks he assumed to serve his home country, Morocco.

Finally, the floor was given to Professor Mohammed Kenbib. he started the session, which lasted for nearly two hours, by thanking the participants; Mr the dean of the faculty , the professors, the guests and the students.
He shared some of his research concerns the field of history, recalling the relevance of the topic of his intervention to the current Moroccan international relations. Then, he referred to his personal experience as a research student in France with Jean-Baptiste Duroselle, a student of Pierre Renouvin. Mohammed Kenbib considered this experience qs being a unique one.

Mohammed Kenbib stressed that international relations are deeply influenced by historical aspects, which are very interesting in terms of approaches in diplomacy and international relations. He reinforced his ideas by current concepts in light of urgent global changes. Gradually, He addressed the issue of the emergence of Nation-states and the restoration of the concept of the state during the Corona epidemic. Professor Kenbib displayed new data that portend an international transformation which encompass all the fields, as well as international relations.

During the third component of Professor Kenbib’s intervention, he focused on the transformations that Morocco experienced in the nineteenth century, and the reasons that contributed to the weakening of Morocco in terms of its foreign relations. He also mentioned the phenomenon of "Protected People" that aggravated Morocco’s conditions during the emergence of a complex capitalist economy in Europe and the colonial countries. Whereas, Moroccan economy was fragile. This is why Morocco tried eagerly to get rid of these transformations and disengage from European dictates at that time. The professor highlighted the mechanisms of resistance and Morocco's steadfastness and the reform policies that adopted in face of the duality of reform and reservation. The lecturer - who specializes in the history of the Moroccan Jewish religious minority - did provided the audience with anthropological and sociological data mixed with history on issues related to some variables, such as the Jewish issue and Moroccan Jews and their roles in the Moroccan history, especially before and during the protectorate.

The meeting concluded with a set of interventions and questions that the lecturer answered meticulously, bringing the curtain down on the distinguished opening lecture. Immediately, Professor Mohammed Kenbib, accompanied by the Dean of the College and his deputy, Professor Ibrahim Fadadi, and bya considerable number of students, visited the College Museum, which is considered a pioneering experience as it is the first in the history of Moroccan faculties.

It is noteworthy that this meeting was supervised by Ms. Leila Maziane, Head of the History and Civilization Division at the Faculty of Letters and Humanities Ben M'sik, and coordinator of the Master of "Diplomacy in the History of International Relations of Morocco".

Les étudiants du Master La Diplomatie dans l'histoire des Relations Internationales du Maroc (DHRIM) ont été à l'heure au prix de visiter le grand Salon international de l'édition et du livre à Rabat, hier samedi.
Ils ont eu l'honneur de partager des moments de joie et de plaisance avec le professeur Leila Maziane lors de sa soirée dédicace du son livre "l'Oriental et la Méditerranée : Au delà des frontières".
Aussi, Ils ont tenté leur chance de rencontrer le ministre de la jeunesse, du sport et de la culture Mr. Mohamed Mehdi Bensaid lors de sa visite quotidienne du Salon, éternisant cette rencontre exceptionnelle avec une photo.
Les étudiants ont profité de cette visite à but d'arroser leur bibliothèques personnelles en acquièrent des ouvrages qui peuvent développer leur connaissances polyvalentes.
Le dernier arrêt de cette journée était avec la présentation du livre "L'immigration dans les relations Franco-marocaines". Réalisé et forgé par le professeur Khalid Ouassou. Cette présentation était encadrée par les professeurs Mohamed Laazri, Abdelaziz Tahiri et Mohammed Oubihi.
À la fin de journée, les DHRIMistes étaient parfaitement satisfaits d'être présent dans ce forum intellectuel et culturel qui montre, sans doute, l'habilité du Royaume du Maroc d'organiser toute sorte d'instances internationales.

في إطار برنامجه السنوي، نظم مختبر المغرب والعالم الخارجي (شعبة التاريخ) التابع لكلية الآداب والعلوم الإنسانية بنمسيك. جامعة الحسن الثاني بالدار البيضاء، محاضرة هامة مع الأستاذ عبد المنعم بونو، أستاذ بجامعة محمد الخامس الرباط، تحت عنوان "علاقات المغرب بأمريكا اللاتينية". لفائدة طلبة سلك الدكتوراه والماستر، وطلبة الإجازة بشعبة التاريخ والحضارة ؛ وذلك يوم الاثنين 16 ماي 2022م، ابتداء من التاسعة والنصف صباحا.
أطر اللقاء الأستاذ خالد سرتي، رئيس المختبر و أستاذ التاريخ الوسيط بنفس الكلية. في البداية، تناولت الأستاذة ليلي مزيان رئيسة شعبة التاريخ والحضارة ومنسقة ماستر "الدبلوماسية في تاريخ العلاقات الدولية للمغرب" DHRIM كلمة رحبت فيها بالأستاذ المحاضر وقدمت سيرة علمية له.
بعدها، أعطيت الكلمة للأستاذ المحاضر الذي بدأ محاضرته بالتعريف بالمجال الجغرافي لأمريكا اللاتينية، قبل أن يمر إلى الحديث عن البدايات الأولى للعلاقات المغربية المغرب بعدد من هذه الدول بدءا بالقرن التاسع عشر ومطلع القرن العشرين. وقد حاول الأستاذ بونو تقريب الطلبة من طبيعة وضعية أمريكا الوسطى والجنوبية والكاريبي،- وأشار إلى أهم المحطات التاريخية التي ميزت تاريخ هذه العلاقات، مسلطا الضوء أكثر على أهمية العمل الدبلوماسي المغربي سواء الرسمي أو الموازي، خصوصا الشق المتعلق ب"الجانب الأكاديمي الجامعي". ولم يفت الأستاذ المحاضر أن يتناول عدة منعطفات من عمر العلاقات التي واكبها بحكم اختصاصه وإقامته لمدة طويلة بأمريكا اللاتينية، لافتا النظر إلى أهم المحطات التي مرت منها العلاقات في الظروف الصعبة مع قضية الوحدة الترابية للمغرب، وأهم السفراء، فضلا عن الزيارات الملكية التي قام بها الملك محمد السادس، والمشاريع الهامة للتعاون الاقتصادي جنوب جنوب، علاوة على الدور المتزايد سواء من الجانب المغربي أو من طرف دول أمريكا اللاتينية، وكذا أهمية المجالات الثقافية والاقتصادية ضمن هذه العلاقات.
وفي ختام مداخلة الأستاذ عبد المنعم بونو، تقدم الطلبة بعدة أسئلة وآراء حول هذه التجربة وأهمية الاحتكاك بالثقافة اللاتينية التي تتميز بحيويتها، وشجع الأستاذ الطلبة على التمكن من اللغات خصوصا الإسبانية، معتبرا أن الباب مفتوح لكل من يهتم بتاريخ القارة لاستكمال دراسته في إطار الشراكات التي تجمع الجامعات المغربية بنظيرتها في عدد من الدول اللاتينية.

in accordance with its annual program, the Laboratory of Morocco and the Outside World (Depatmdnt of History), which belongs to the Faculty of Letters and Human Sciences of Ben M'Sik Hassan II University of Casablanca, organised an important meeting. a valuable lecture, entitled "Morocco's Relations with Latin America", was delivred by Professor Abdelmounaim Bounou, Professor at Mohammed V University in Rabat, for the benefit of doctoral and master’s students, and undergraduate students in the Department of History and Civilization; On Monday, May 16, 2022 AD, at half past nine in the morning.
The meeting was moderated by Professor khaled Serti, head of the laboratory and professor of medieval history at the same university. At the beginning, Ms. Lëila Maziane, Head of the Department of History and Civilization and Coordinator of the Master's "Diplomacy in the History of International Relations of Morocco" DHRIM, made a speech in which she welcomed the lecturer and presented his biography.
Then, the floor was given to the lecturer, who started his lecture with introducing the geographical area of Latin America. He disccussed the early beginnings of Moroccan relations with a considerable number of these countries, which in the nineteenth century and the beginning of the twentieth century. Professor Buonou tried to shed light on the situation of Central and South America and the Caribbean. He also discussed the most important historical moments that marked the history of these relations, including the importance of Moroccan diplomatic job, whether official or parallel, especially the aspect related to the "university academic aspect". The lecturer addressed several turning points in terms of the relations that he encountred due to his competence and his long stay in Latin America, encompassing the most important stations through which the relations passed in difficult circumstances. He also discussed the issue of the territorial integrity of Morocco, the most important ambassadors, as well as the royal visits made by the King Mohammed VI, and the important projects of "South-south" economic cooperation, in addition to the increasing role of both the Moroccan side and the Latin American countries, as well as the importance of the cultural and economic fields within these relations.
Finally, the students asked several questions and gave opinions about this experience and the importance of communicating with the vibrant Latin culture. The professor encouraged the students to master languages, especially Spanish, and told the students that there was a possibility to continue studying in Latin countries within the framework of partnerships.

ثلاثة صناع محتوى لتاريخ المغرب"
كان هذا عنوان مقال نشر عبر موقع جريدة هسبريس بالانجليزية يوم الثلاثاء 19 أبريل 2022. والذي تحدث عن دور بعض صناع المحتوى في الأخذ بمبادرة تبسيط التاريخ للقارئ المغربي عبر وسائل التواصل الإجتماعي.
من بين هذه المنابر، صفحة "تاريخ المغاربة" التي يديرها محسن بگاري. طالب في سلك ماستر الدبلوماسية في تاريخ العلاقات الدولية للمغرب، بكلية الآداب والعلوم الإنسانية بن مسيك-جامعة الحسن الثاني-الدارالبيضاء. الذي تم اختيار صفحته، من بين عدد غفير من المنابر، كي يشارك تجربته في هذا المجال.
تحدث في البداية عن شغفه بتاريخ بلده المغرب منذ طفولته. الشيء الذي أدى به إلى أن يتخصص أكاديميا في الحقل المعرفي التاريخي.
يحاول عبر منصتي فيسبوك (12 ألف متابع) وإنستغرام (5800 متابع)، القيام بدور الوسيط بين الجامعة المغربية والقارئ العادي. عبر صياغة مقالات تبسيطية تسهل على قارئها تلقي المعلومة بشكل سلس. محترما لشروط الأمانة العلمية والصرامة الأكاديمية التي يتقيد بها خلال تكوينه بالجامعة.
وختاما، شارك الجريدة تطلعاته المستقبلية المتمثلة في رغبته بالتخصص في تاريخ العلاقات الخارجية المغربية خلال الفترة الحديثة. وتحديدا علاقات المغرب مع إسبانيا والبرتغال.

“ 3 Moroccan Content creators feature Morocco’s complex history”.

Was the big title for an article published this April 19th 2022 on Hespress English website . Aiming to demonstrate the important role of some content creators in order to take the initiative for the sake of vulgarizing Morocco’s history.
One of these chosen pages was “Moroccans History”. Founded by Mohcine Baggari, Studying for a master’s degree in “Diplomacy in the history of international relationships of Morocco” at the faculty of humanities-Ben M’sik, Hassan II University-Casablanca.
Who was, since its childhood, passionate by historical events. In particular the history of his fatherland “Morocco".
He highlights the importance of Morocco’s history through its pages (5800 followers on Instagram, 12 000 followers on Facebook). Adopting a vulgarized method to provide historical articles. Parallel to respect the strict academic methodology.
The content creator is planning to continue his academic studies on the History of Moroccan relations with Western Europe. And his futuristic goal is to specialize in Moroccan – Iberian relations during the “Modern Era”.

نظمت شعبة التاريخ والحضارة بكلية الآداب والعلوم الإنسانية اليوم على الساعة التاسعة صباحا لقاء تواصليا لفائدة طلبة ماستر "الدبلوماسية في تاريخ العلاقات الدولية للمغرب"، وكذا طلبة الإجازة المهنية "التراث والسياحة الثقافية"، ألقاه الباحث سعيد النسيوي في موضوع: "المنح الدراسية في قطر وتركيا".
وقد حضر اللقاء كل من الأستاذين دة. ليلى مزيان رئيسة شعبة التاريخ والحضارة، و د. إبراهيم فدادي نائب العميد في الشؤون البيداغوجية، حيث شكل هذا اللقاء فرصة لتعرف الطلبة على المنح الدراسية بكل من دولتي قطر وتركيا، وتمت الإحاطة بكل ما تمتاز به، وكذا شروط القبول بها، بالإضافة إلى طرق التسجيل بها عبر المواقع الرسمية... مع الإشارة للمسالك والتخصصات المفتوحة في وجه الطلبة.
ولتقريب الطلبة أكثر من الموضوع شارك الطالب الباحث تجربته بمعهد الدوحة للدراسات العليا، التي استفاد منها كثيرا، فبالإضافة لكونه طالبا استطاع أن يعمل كمتطوع هناك، وتحديدا كمرشد للطلبة الراغبين بالحصول على منح دراسية. كما شارك مع الطلبة أساليب التوثيق الأكاديمي وطرق صياغة المقالات الأكاديمية والخطابات الشخصية المرتبطة بالمنح الخارجية.
وقد اختتم اللقاء بالإجابة على مجموع من الاستفسارات التي طرحها الطلبة الحاضرون، كما حثهم الباحث على الاستعداد الجيد لهذه المنح الدراسية، خصوصا فيما يتعلق بتطوير مهاراتهم اللغوية التواصلية، وكذا المشاركة في أعمال تطوعية وتظاهرات ثقافية سواء داخل الجامعة أو خارجها من أجل تعزيز ملف ترشحهم.
The department of "History and Civilization" - Faculty of Arts and Humanities organized on Friday, April 8, at 9:00 AM, a communicative meeting for the benefit of Master’s students “Diplomacy in the History of International Relations of Morocco”, as well as the students of the professional B.A “Heritage and Cultural Tourism”, delivered by researcher Said Ennissioui on the topic: “Scholarships in Qatar and Turkey”.

Both professors, Dr. Laila Meziane, Head of the depatment of History and Civilization , and Dr. Ibrahim Fadadi, Deputy Dean for Pedagogical Affairs, atended this valuable meeting, which was a precious opportunity for students to discover the secrets of scholarships in Qatar and Turkey. It displayed all the advantages related to those scholarships, the conditions for admission, as well as the methods of registration through the official websites, including various accessible references and paths.

In order to shed light on this valuable opportunity, the researcher student shared his experience at "Doha Institute for Graduate Studies", where he benefited greatly and properly. In addition to being a student, he was able to work as a volunteer there, specifically as a guider for the students wishing to obtain scholarships. He also shared with the students the methods of academic documentation, methods of drafting academic articles, as well as personal letters related to foreign scholarships.

The meeting was concluded by answering a considerable set of questions delivered by the students. Moreover, the researcher asked them to prepare well for these scholarships. He stressed the major role of languages and communicative skills, as well as taking part in volunteer work and cultural events, both inside and outside the university, in order to promote their candidacy file.

"المغارب وصورة أوروبا والاتحاد الأوروبي: بين المنظور التاريخي والخطاب السياسي والتصورات"
« Les pays du Maghreb et l'image de l'Europe et de l'UE : Perspective historique, discours politique et perceptions »

في إطار تنزيل برنامج علمي مغاربي أوروبي، كحوار بين ثلة من الأساتذة الجامعيين "جون موني" المتعلق بإصدار عدة منشورات وتنظيم موائد مستديرة لفائدة الطلبة الباحثين من بلدان المغرب العربي وبعض الدول الأوروبية، وبتمويل من المفوضية الأوروبية، استضاف فضاء مؤسسة مكتبة الملك عبد العزيز آل سعود يوم الثلاثاء 29 مارس 2022، لقاء علميا هاما يهدف إلى مقاربة السياسية الخارجية وتقييم حصيلتها بكل الأبعاد العلمية والتاريخية، بالحوض الأبيض المتوسط. وبالرغم من صعوبات تنزيل هذا البرنامج الطموح، بسبب ظروف جائحة (كوفيد 19)، وإغلاق الحدود، فقد ظلت اللقاءات وأشغال اللجان مستمرة منذ 2019. ويعتبر هذا اللقاء بالمغرب ثمرة هذا العمل المتواصل والدؤوب.
وقد افتتح اللقاء الأستاذ محمد صغير جنجار نائب مدير مؤسسة الملك عبد العزيز آل سعود الذي أكد في كلمة مقتضبة على دور الجامعات والمؤسسات العلمية والبحثية وأهمية هذا المشروع البحثي ودعم المؤسسة لكل الاعمال الفكرية واللقاءات الثقافية، مرحبا بالضيوف (باحثين وأساتذة وطلبة). كما أكد رئيس جامعة الحسن الثاني الأستاذ محمد طالبي بدوره على مشروع الشراكة الأوروبية-المغاربية وأهميتها للنهوض بالبحث العلمي، معرفا بمشروع "جون موني" وبعمق الشراكات العلمية بين بلدان المغرب العربي وأوروبا وجامعاتها، خصوصا جامعة الحسن الثاني بالدار البيضاء.
بعدها مباشرة، تقدمت الأستاذة انا بلادينتي من جامعة بروجيا الايطالية، وهي بالمناسبة عضو اللجنة العلمية لمتابعة المشروع بكلمة معبرة باللغة العربية رحبت فيها بالمشاركين، وأثنت فيها أيضا بعبارات الشكر والثناء على دور مؤسسة آل سعود ومجهودات الجامعات الأوروبية والعربية، رغم الصعوبات التي حالت دون انعقاد اللقاءات المبرمجة في مواعيدها بسبب تفشي كورونا. تناولت بعدها الكلمة الأستاذة مزيان، أستاذة التاريخ الحديث بجامعة الحسن الثاني بالدار البيضاء، كعضوة في برنامج البحث و اللجنة و العلمية لتقدم المشروع و سياقاته والجامعات المنخرطة فيه، مشيدة بالطموحات التي يراهن عليها الأكاديميون، سواء الأوروبيون منهم أو المغاربيون من خلال إصدار منشورات دورية تدعم مسلسل تطوير رؤية العلاقات الثقافية والعلمية بين الضفتين. بعدها مباشرة قدمت مداخلة تحت عنوان:
« L’Europe au miroir des diplomates marocains à l’époque Moderne : représentation et perception »، «أوروبا في مرآة الدبلوماسيين المغاربة من الحديث الى المعاصر : التمثل والتصور »، حيث لخصت فيها أهم الكتابات التي صاغها الدبلوماسيون المغاربة عن أوروبا، من خلال الرحلات، وكيف كانت العلاقات التجارية والسياسية بين الطرفين، وطبيعة المهام التي تكلف بها هؤلاء المغاربة من لدن السلاطين، مستعرضة جملة من الأحداث المهمة التي طبعت علاقات دول أوربا بالمغرب، خصوصا إسبانيا، وأهم الكتابات التي ألفها هؤلاء السفراء ووصفهم الدقيق للمجتمع الأوروبي من الفترة الحديثة إلى غاية بداية القرن التاسع عشر.
وفي نفس الاتجاه، تقدم الاستاذ توومو ميلاسوو، استاذ بجامعة تامبيري بفلاندا بعرض عبر الأنترنيت تحت عنوان:
"Les regards réciproques et croisés des Nordiques et des Maghrébins du XIXe siècle jusqu’aujourd’hui"
"وجهات النظر وتقاطعات بلدان الشمال والمغارب من القرن التاسع عشر إلى الآن"
وقد اشار الاستاذ المحاضر إلى ميزة المغاربة وشغفهم بالرحلة، ووقوفهم بنباهة منذ القدم على وصف المجتمعات الأوروبية، مذكرا بمشاهدات الشريف الادريسي لفلندا. كما غاص في رحلة ابن فضلان وما تركه من معلومات عن الصقالبة، ورؤية ابن خلدون وغيره، ليخلص إلى روايات الكاتب الطاهر بن جلون الذي عاش الرحلة وتماهى مع الآخر كخاصية تميز المغاربة، خاصية تجسدت في حب الاكتشاف والانفتاح اللذان يعكسان هويتهم وثقافتهم.
أما مداخلة الاستاذ عمر لمغيبشي من جامعة الحسن الثاني فكانت حول نظرة اليهود المغاربة لأوروبا ما بين القرن التاسع عشر والقرن العشرين « L’Europe vue par les Juifs marocains aux XIXe et XXe siècles »، حيث كانت فرصة لتسليط الضوء على عتمات من تاريخ يهود المغرب وعلاقاتهم بالأوروبيين، إذ قدم في البداية معطيات إحصائية للجماعات اليهودية بالمغرب الذين شكلوا نسبة ديمغرافية مهمة، ثم انتقل للحديث عن مظاهر التثاقف والمثاقفة التي بدأت تتشكل منها حياة يهود المغرب بعد احتلال تطوان من طرف الإسبان عام 1860، وشروع اليهود في تقليد الغرب وتعلم الثقافة الأوربية، خصوصا بعد افتتاح أول مدرسة إسرائيلية حديثة في تطوان عام 1862. كما عرج على عدد من الصور والأحداث في عدة مناطق وانتقال بعض اليهود التجار إلى أوروبا وتجنيسهم (جبل طارق)، خصوصا بعد تفشي ظاهرة الحمايات الأوروبية.

وخلال الفترة المسائية، تقدم الأستاذ نبيل الدهار من جامعة الحسن الثاني بموضوع:
« Investir de nouvelles approches au phénomène de la migration »
"استثمار مقاربات جديدة لمعرفة ظاهرة الهجرة"، وقد بدأ الاستاذ بمدخل نظري حول التحولات الرأسمالية التي انتجت بنيات وخطاب مهيمن أثر على أداء شمال/ جنوب، مستبعدا مقاربات لم تكن ناجعة كدول سائرة في طريق النمو ،بقدر ما ان الاتحاد الاوروبي في استطاعته التخلص من هذه المقاربات وخلق مجال حيوي بين بلدان المغارب واروبا، تاخد بعين الاعتبار الاستثمار في شتى مجالاته لبناء علاقة متساوية في البحيرة المتوسطية.
بعد ذلك، تقدم الاستاذ رياض بن خليفة من جامعة تونس بمداخلة عنونها ب: "التصور السياسي الاوروبي مع الجار تونس من خلال بيانات المجتمع المدني (2011-2022)
« La perception de la politique européenne de voisinage en Tunisie à travers les communiqués de la société civile (2011-2022) »
وكانت عبارة عن رصد دقيق بالأرقام والمعطيات للسياسة الاوربية في الهجرة وارتباط ذلك بالتنمية مبينا حجم التحولات الكبيرة ودور المجتمع المدني النشط وتخصصاته وتفرعاته التي راكمت تجارب مهمة في المجال، مشيرا الى ان الهجرة اصبحت قضية حيوية وعالمية. كما أشار في المقابل إلى أن مشاريع التنمية الموجهة من الاتحاد الاوربي لفائدة المجتمع المدني تغلب عليها السياسية الأمنية ومسألة الحد من الهجرة، وهو ما أفشل جميع الجهود وتحقيق الغايات المنشودة، الامر الذي يستدعي تطوير وتنوع اشكال تدبير المشاريع ومقاربات اكثر نجاعة لتجاوز الأزمة.
أما الباحثة بتاريز تومي من جامعة قشتالة الاسبانية فقد قدمت عرضا تحت عنوان:
« L’image de l'UE au Maghreb »
تعرضت من خلاله لصورة الاتحاد الاوربي لدى المغارب، عبر تقديم مقاربات ذهنية وأخرى إحصائية تلامس وقائع جديدة لازال البحث لم يقاربها بالشكل المطلوب.
وفي مداخلة للأستاذ محمد المحاسني من جامعة محمد الخامس تحت عنوان:
« Le phénomène de l’Islamophobie en Espagne au XXIe siècle : contexte et enjeux ».
"ظاهرة الإسلاموفوبيا بأوروبا في القرن 21: السياق والرهانات"، حاول الباحث استعراض هذه الظاهرة المتنامية بسبب تداخل عدة عوامل، سياسية بالدرجة الاولى ثم ثقافية، مستشهدا بتجربة الجمعية المغربية الإسبانية التي تعمل في هذا المجال. وقد عالج الموضوع من الزاوية الاكاديمية، وأضح دور المجتمع المدني عبر نماذج استطاعت أن تقارب الظاهرة وتساهم بالحد منها.
يشار إلى أن هذا اللقاء قد عرف نقاشا مثمرا ومفيدا ساهم فيه ثلة من الأساتذة والطلبة الباحثين، في انتظار لقاءات اخرى.

“The Maghreb countries and the image of Europe and the EU: Historical perspective, political discourse and perceptions”

Within the framework of a Maghreb-European scientific program "John Money", which refers to a collaboration between a group of university professors regarding the issuance of several publications and the organization of round tables for the benefit of research students from the Maghreb and some European countries, funded by the European Commission, the King Abdul-Aziz Al-Saud Library Foundation hosted On Tuesday, March 29, 2022, an important scientific meeting aims to approach foreign policy and evaluate its outcome in accordance with scientific and historical dimensions in the Mediterranean Basin. Despite the difficulties this ambitious program has faced due to the conditions of the pandemic (Covid 19) and the closure of the borders, the meetings and the work of the committees have been continuing since 2019. This meeting in Morocco is the fruit of this continuous and tireless work.
The meeting was opened by Mr. Mohamed Sghir Janjar, Deputy Director of the King Abdul-Aziz Al-Saud Foundation, who emphasized in a brief speech the role of universities and scientific institutions, the importance of this research project, displaying the Foundation's support for all intellectual works and cultural meetings, and welcoming guests (researchers, professors and students). Moreover, the President of Hassan II University, Professor Mohamed Talbi, emphasized the European-Maghreb partnership project and its importance for the advancement of scientific research, introducing the "John Money" project and the depth of scientific partnerships between the countries of Maghreb and Europe and their universities, especially Hassan II University in Casablanca.
Immediately, Professor Anna Baldinetti from the Italian University of Perugia, a member of the scientific committee to follow up the project, presented an expressive speech in Arabic in which she welcomed the participants, praising the role of the Al-Saud Foundation and the efforts of European and Arab universities, Despite the difficulties that prevented the scheduled meetings from taking place on time due to the Coronavirus (COVID 19). The speech was then taken by Ms. Meziane, Professor of Modern History at Hassan II University in Casablanca, as well as a member of the Research Program and the Scientific Committee for the Progress of the Project, praising the ambitions of those academics, whether Europeans or Maghreb ones, who are trying energetically to create periodic publications discussing a vision of cultural and scientific relations between the two sides. Then She displayed a presentation entitled: “Europe in the Mirror of Moroccan Diplomats in the Modern Era: Representation and Perception”, In which she summarized the most important writings written by Moroccan diplomats about Europe through their trips, and how were commercial and political relations between the two sides, discussing the nature of the tasks assigned to these Moroccans by Sultans, reviewing a considerable number of important events that characterized the relations of Morocco and European countries , especially Spain. These reports written by Moroccan ambassadors include their accurate description of European society from the modern period until the beginning of the nineteenth century.
In the same context, Mr Tuomo Melasou, a professor at the University of Tampere in Finland, made a presentation via the Internet about: "The reciprocal and crossed views of Nordics and North Africans from the 19th century until today". He referred to the Moroccans' ambition and passion for the journey, as well as their cleverness since antiquity to describe European societies, recalling Sharif Al-Idrisi's observations regarding Finland. He also dived into the journey of Ibn Fadlan and a set information he left about the Saqalibah (In Andalusia). He also discussed facts about Ibn Khaldun and others. He concluded with the novels of the writer Taher bin Jelloun and his experience with the journey, which is one of the characteristics that have distinguished Moroccans.
The presentation of Professor Omar Lamghibchi from Hassan II University was about “Europe seen by Moroccan Jews in the 19th and 20th centuries”. It was an opportunity to shed light on the darkness of the history of Moroccan Jews and their relations with Europeans, as he initially presented statistical data concerning the Jewish groups in Morocco who formed an important demographic ratio. He also discussed the acculturation that changed their life style, especially after the occupation of Tetouan by the Spaniards in 1860. Moroccan Jews Started imitating the West and their European culture, especially after the creation of the first modern Israeli school in Tetouan in 1862. He also displayed a set of pictures and events regarding Moroccan Jews, the flights of some merchant Jews to Europe and their naturalization (Gibraltar), as well as the phenomenon of European protections.
During the evening session, from Hassan II University, Mr. Nabyl Eddahar discussed the following topic: "Investing in new approaches to the migration phenomenon". The professor started with a theoretical approach about capitalist transformations that produced specific structures and hegemony speech that affected the performance of "North and South", ruling out approaches that were not effective as "Developing countries ". He stressed that the European Union is able to get rid of these approaches and create a vital space between the countries of the Maghreb and Europe, taking into account the investment in various fields to create an equal relationship in the Mediterranean.
Professor Riadh Ben Khalifa from the University of Tunis displayed a presentation entitled: “The European Political Perception with the Tunisian Neighbor through Civil Society Data (2011-2022)". Reinforced by statistics and data, It was an accurate monitoring of the European policy in migration and its impacts on development, indicating the great transformations, the role of active civil society, and its specializations and branches which accumulated important experiences in the field. He stressed that migration has become a vital and global issue. Moreover, he pointed out that the development projects directed by the European Union for the benefit of civil society were dominated by the security policy and the issue of limiting immigration. As a result all targeted goals failed , which calls for improving and diversifying the methods of project management and creating more effective approaches to overcome the crisis.
Beatriz Tomé, from the University of Castile, Spain, made a valuable presentation entitled: "The image of the EU in the Maghreb". Through his presentation, She exposed the image of the European Union to the Maghreb, by presenting mental and statistical approaches that deliver new facts that the research still did not cover as required.
Regarding the intervention of Professor Mohammed El Mhassni from Mohammed V University, which was about “The phenomenon of Islamophobia in Spain in the 21st century: context and issues”, the researcher tried to review this growing phenomenon due to the overlap of several factors, primarily political and then cultural, citing the experience of the Moroccan-Spanish Association that works in this field. This topic was treated academically. The role of civil society became clear through models that were able to approximate the phenomenon and contribute to limiting it.
It is noteworthy that this meeting has witnessed a fruitful and useful discussion in which a number of professors and student researchers contributed. Moreover, they are all looks forward to organizing further such meetings.
