IKEA gearing up for opening on 28 March 2019

Swedish home furnishings retailer IKEA today announced its recruitment drive for the new store, IKEA Batu Kawan, Penang. Malaysians from all walks of life, especially those living in Northern Malaysia, are welcome to attend the walk-in interview fair to be held from 27 to 29 July 2018, 9am daily at The Light Hotel in Seberang Jaya, Penang.

The new store, which is situated in the promising Batu Kawan township, is set to extend over 200 job opportunities in the region. Rehda proposes new affordable housing price thresholds

The Real Estate and Housing Developers’ Association Malaysia (Rehda) Institute has proposed affordable housing price thresholds in Peninsular Malaysia, with residential units in Kuala Lumpur and the Klang Valley topping the list at RM500,000.

In its summary research report on affordable housing released today, Rehda Institute said the benchmark for affordable housing varied across the country, based on the states’ median income loan eligibility.

Herewith, the thresholds proposed by Rehda Institute:-

Urban 1 : Kuala Lumpur and Klang Valley: RM500,000
Urban 2 : Other parts of Selangor, Penang Island and Johor Bahru: RM400,000
Urban 3 : Seberang Perai (Penang), Johor, Melaka, and Negeri Sembilan: RM350,000
Urban 4 : Terengganu, Kedah, Perak, Perlis, and Pahang: RM250,000
Urban 5 : Kelantan: RM200,000
The report states that affordable housing is currently being built across the country but there is no market demand for it as 14,739 units fetching below RM500,000 were unsold as at the first quarter of 2018.

The research identified nine structural problems in the current affordable housing system, namely the fragmented and unlevel playing field, rigid housing policies, noted unsuitable location, and land price.

Other issues pointed out were the uneven cross-subsidy, rising development cost, unproductive use of public resources, low financial capacity for Bottom 40 and Middle 40 income groups, and absence of housing market data.

The research says that unsold Bumiputera quota that is not released to the open market was also adding up to holding cost and overall cost of development.

“This will add to increase prices of non-Bumiputera lots as cost per unit is passed on to the buyers,” it said.

In order to resolve the problems, the research suggests that it is the government’s responsibility to build affordable housing and the private sector to deliver market-driven properties without price control and quota.

It also suggests that the government must walk the talk to unlock land for social and public housing purposes, as well as housing financial assistance.

However, Rehda Malaysia President Datuk Seri Fateh Iskandar said that the findings did not reflect the stand of the association.

“Rehda Institute is an independent arm of Rehda Malaysia. Their research and studies were done independently,” he told a press conference after the presentation of the research today.

Stressing that Rehda acknowledged the growth of intrastate migration, especially to cities like Kuala Lumpur for various reasons, including work and education, he said housing demand was on the rise due to such migration.

“Once the economy picks up again, the demand for housing will be greater and we need to find a solution to this, in which we hope the government can work with us,” it said.

Rehda Institute will compile its full report in four to five weeks’ time.

Houses become unaffordable as salary remains flat, says Rehda

The almost unchanged salary over the years is the reason why many are deprived of the luxury to own a house, said a national association for developers.

The Real Estate and Housing Developers’ Association Malaysia (Rehda), which represents the interests of about 1,400 property developers, said there is a need to revisit key fundamentals related to housing unaffordability.

Rehda president Datuk Seri Fateh Iskandar Mohamed Mansor said it is important to look at the structural issues related to the country’s economy.

“It is said that the maximum affordable price for a house in Malaysia is RM282,000. But the World Bank said Malaysia is one of the affordable places to own a home. So, we have two conflicting views.

“The RM282,000 figure is because the salary has not gone up,” Fateh Iskandar said in Petaling Jaya (PJ) yesterday.

Developers have been blamed for jacking house prices, overbuilding and constructing properties which are not suitable for the salary brackets of most Malaysians.

Data released last year showed houses in Kuala Lumpur (KL), PJ, Johor Baru and Penang are the “most unaffordable” in comparison to the average household income levels.

Georgetown tops the list with the highest median house price at RM600,000 when the maximum housing-cost burden (HCB) is only RM256,000. KL is second with an average house price of RM580,000 when the maximum HCB is RM385,000.

Bank Negara Malaysia (BNM) in its annual report said houses continue to be unaffordable, especially in key employment centres.

The central bank said unsold housing units reached 129,052 as at end-September 2017. More than 80% of the unsold units are priced at RM250,000 and above.

Total unsold residential properties rose to a decade high of 146,497 units in the second quarter of 2017 (2Q17).

The central bank’s annual report 2017 also underlined that the bottom 40% of households by income only grew from RM2,537 to RM2,848, about a RM150 increase annually between 2014 and 2016.

BNM’s report also outlined a living wage for a single adult in KL would be RM2,700, a couple without child (RM4,500) and a couple with two children (RM6,500).

But the living wage for the three categories would be sufficient to rent one room (adult single), a one-bedroom apartment (a couple without child) and a three-bedroom apartment (a couple with two children).

Fateh Iskandar hopes the association will be given the avenue to discuss its views with the authorities.

He suggested more efforts to build units for rental to resolve the house affordability issue.

Penang receives approvals for two reports on reclamation project

Penang has received approvals for two technical reports for the proposed Penang South Reclamation (PSR) project, which will involve building three islands.

State Local Goverment Committee chairman Chow Kon Yeow said the Marine Department approved the Marine Risk Analysis report last Thursday.

He said the report was related to safety issues of the waterways where the PSR project would be developed.

He said the Drainage and Irrigation Department had, on July 18, last year, given approval for the Hydraulics Study, which covered the engineering aspect of the reclamation.

“We are still awaiting approvals for reports on social impact assessment, fisheries impact assessment and traffic impact assessment,” he said, adding that the reports were supporting documents for the overall Environmental Impact Assessment.

Speaking to newsmen in Komtar here today, Chow reiterated that the state government would not start work on the reclamation project without obtaining the approvals.

The PSR project, designed to fund the state’s milti-billion ringgit Penang Transport Master Plan, includes the creation of the three islands at Permatang Damar Laut.

The islands will have a size of 809ha, 526ha and 323ha each.

Govt maintains stamp duty rates for properties above RM1m in 2018

PETALING JAYA (Dec 20): The government will not raise the stamp duty rate from 3% to 4% on the instruments of transfer (Form 14A) for properties worth over RM1 million from Jan 1, 2018, as announced in Budget 2017, according to the Ministry of Finance (M*F).

The stamp duty rate on the transfer of property (Form 14A) which is worth more than RM1 million is maintained, the ministry said in a press release today.

The rates, based on the selling price or market value of property (whichever is higher), are as follows:

First RM100,000 — 1%

RM100,001-RM500,000 — 2%

RM500,001 onwards — 3%

The proposal to increase the stamp duty from Jan 1, 2018 was first announced by Prime Minister Datuk Seri Najib Tun Razak in the tabling of the Budget 2017 in October 2016.

Dream home turns to nightmare

JOHOR BARU: First-time housebuyer Nora dreamt for months of moving into her own house after securing a loan through a lawyer for an affordable home in Johor. Then, it was time to get the keys to her dream home. And her excitement turned to despair.

Nora, a civil servant, was told by the developer that the cheque issued by her lawyer totalling more than RM140,000 had bounced.

“I was so upset and went to the lawyer’s office but they kept giving me excuses. I decided to lodge a police report,” she said.

After going to the police, she realised that she was only one among many housebuyers who had been scammed.


“I heard about this Johor affordable house scheme last year and decided to apply for it. I was happy when I was selected and the developer assigned this lawyer to do the necessary documents.

“But I suspected something amiss when my government loan was approved but the developer did not give me the keys to the house once it was completed,” said Nora, who now has RM700 deducted from her salary for the Johor affordable home. The deductions began in September.

“I am already renting a house for RM300. Now I am stuck with payments of up to RM1,000 each month,” she said.

Nora hopes the authorities will help her get the double-storey house.

“If they do not want to give me the house, then at least discontinue the loan repayments.

“I am so sad now. I followed all the procedures, I paid the deposit and even the legal fees to the lawyer totalling almost RM5,000,” she said.

It is believed the lawyer had carried out the transactions for the houses and once the loans were approved, did not remit the money to the developer.

Instead, the lawyer allegedly siphoned off the money and issued invalid cheques to the developer.

The developer then decided to hold back the keys to the houses.

Many police reports have been lodged against the lawyer with losses running up to hundreds of thousands of ringgit.

Police do not discount the possibility of more victims being cheated in other similar housing deals.

(布城21日讯)从明年1月1日期起,政府强制全国雇主为外籍劳工缴付人头税。

人力资源部发布声明,所有雇主必须承担新雇用及已更新临时工作准证(PLKS)的外劳人头税。

声明说,没缴付外劳人头税及遵守相关的法律、条规及政策的雇主,将被采取严厉行动。

声明说,雇主在获允许雇用外劳之前必须签署一份涵盖承担人头税的宣誓书。

西马半岛制造业、建筑业和服务业的外劳人头税为1850令吉、园丘及农业领域为640令吉,女佣则介于410令吉至590令吉(胥视人数而定)。

在沙巴和砂拉越方面,制造业和建筑业的外劳人头税为1010令吉、服务业1490令吉、园丘业590令、农业410令吉以及女佣介于410令吉至590令吉。

声明续说,内阁于2016年3月25日议决,将从2017年1月1日起,推行强制雇主承担外劳人头税政策。后来因引起反弹,当局才延迟一年落实这项政策。

Employers need to pay levy for foreign workers from Jan 1

PUTRAJAYA: Starting Jan 1, 2018 employers nationwide are required to pay a levy for their foreign workers.

The Human Resources Ministry in a statement here on Wednesday (Dec 20) said all employers must pay the levy for new foreign workers as well as for foreign workers who have renewed their Temporary Employment Visit Pass (PLKS).

"This policy also applies to employers who have already forwarded their levy payments before the policy comes into force, even if the PLKS period is still active from this year and expires in 2018.

"Strict action will be taken against employers who fail to comply with the law, regulations and policies set forth with regard to the levy payment of foreign workers," it said.

The levy payment ruling is already stipulated in the Employers Undertaking document which must be signed by employers before they are allowed to hire foreign workers.

The levy rates for foreign workers in Peninsular Malaysia for the manufacturing, construction and services sectors are fixed at RM1,850, while for the plantation and agriculture sector the rate is RM640, and for maids ranging from RM410 to RM590.

For Sabah and Sarawak, the levy for foreign workers in the manufacturing and construction sectors are RM1,010, services (RM1,490), plantation (RM590), agriculture (RM410), and domestic maids ranging from RM410 to RM590.

The Government, via the 11th Malaysia Plan, has outlined initiatives to improve the foreign workers management system in Malaysia, including limiting the employment of foreign workers to 15% of the country's total employment rate by 2020, and regulating the influx of low-skilled foreign workers through the improvement of the foreign workers levy system.

In order to achieve the initiative, the Cabinet on March 25, 2016, approved that the levy for foreign workers must be borne by employers effective Jan 1, this year (2017).

However, after receiving the views and feedback from employers' organisations and taking into account the cost of doing business, the Government decided that employers nationwide pay the levy on foreign workers, starting January next year. - Bernama
