As a part of the Government’s COVID Debt Repayment Plan, the Victorian Government has announced a series of land tax increases that will apply for a 10 year period starting from 1st January 2024.

Notably, the absentee owner surcharge will be applicable to Victorian land for a land tax year if the owner is an “absentee owner” (a natural person absentee, absentee corporation or absentee trust).

This surcharge is 4% from the 2024 land tax year (previously 2% for 2020 to 2023, 1.5% for 2017 to 2019, and 0.5% for the 2016 land tax years). Find out what are the changes here.

As a foreign property investor, it is important to keep up with the latest tax policies in different markets. The recent tax rate changes in Singapore have had a significant impact on the stamp duty payable by foreign buyers.

In Singapore, the recent increase in 𝐀𝐝𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐁𝐮𝐲𝐞𝐫'𝐬 𝐒𝐭𝐚𝐦𝐩 𝐃𝐮𝐭𝐲 (𝐀𝐁𝐒𝐃) rates for foreign buyers has made it more expensive for foreigners to invest in the country's property market. With ABSD rates of up to 60%, foreign buyers are facing significant additional costs on top of the existing Buyer's Stamp Duty (BSD) rates. This may deter some foreign investors from entering the Singapore property market or cause them to consider alternative investment destinations.

On the other hand, in addition to the local stamp duty imposed on property purchases in the state of Victoria of Australia, foreign investors are required to pay a 𝐅𝐨𝐫𝐞𝐢𝐠𝐧𝐞𝐫 𝐏𝐮𝐫𝐜𝐡𝐚𝐬𝐞𝐫 𝐀𝐝𝐝𝐢𝐭𝐢𝐨𝐧𝐚𝐥 𝐃𝐮𝐭𝐲 (𝐅𝐏𝐀𝐃), which is an additional 8% of the purchase price. While the FPAD rate of 8% and the existing approximate 5.5% local stamp duty rate plus the recent doubled of 𝐅𝐨𝐫𝐞𝐢𝐠𝐧 𝐈𝐧𝐯𝐞𝐬𝐭𝐦𝐞𝐧𝐭 𝐑𝐞𝐯𝐢𝐞𝐰 𝐁𝐨𝐚𝐫𝐝 (𝐅𝐈𝐑𝐁) 𝐟𝐞𝐞 may still be relatively high, this rate is significantly lower than the 60% tax rate in Singapore. This makes Melbourne still relatively favourable investment destination compared to other country with more complex stamp duty structures.

However, it's important to note that tax rates and policies can change over time. Therefore, we encourage you to act fast and make informed investment decisions before any potential tax increases occur.
