It all begin in 23 December 2014 when Bank Negara Malaysia (BNM) published an Payment Card Reform Framework. In the circular, it says that with effect from 1 July 2015:
这应该从2014年12月23日讲起， 大马国家银行发表了Payment Card Reform Framework通告，从2015年7月1日起:

Debit card interchange fee will drop to 0.15% of the value of the transaction or 50 sen plus 0.01% of the value of the transaction, whichever is lower. Before 1 July, the average is 1%. The interchange fee for credit card will be capped at an ceiling of 1.1%. Before 1 July, the average is 1.32% to 1.8% .
扣账卡交易费用跌至0.15%或50仙加0.01%，视何者为低。7月1日之前平均是1%。信用卡交易费用上限为1.1%。 7月1日之前平均是1.32% to 1.8%。

This interchange fee is the fee the paid by acquirer bank (the bank providing credit card terminal to merchant) to the issuer bank (the bank which issue credit card to us, the consumer), it is an income of the issuer bank. Using this income and other incomes like interest, late payment penalty, the issuer bank will be able to give you reward points, cash rebates, contests, free entrance to airport lounge and so on.
这个交易费是我们的信用卡扣账卡发行银行的收入。有了这个收入加上其他收入如利息迟还罚款等等，发行银行可以给你回馈分数，现金回扣，竞赛，免费用机场贵宾室等等。

With this income adjusted downward from 1 July 2015, to maintain banks’ profit margin and profit level, they have no choice but to reduce the benefits to their cardholders (like you and me!)

Maybank announce in Feb that they are revising their Treat Point from RM1=250 points to RM1 = 400 points 1 May. On 26 June, some forumer from lowyat notice that the 5% weekend cash rebate for Maybank 2 Cards Amex will be limited to dining only with effect from 1 August, currently the weekend cash rebate is for any spending. This is a big thing for all of us because there are really a lot of Maybank 2 Cards cardholder since it was launch 4 or 5 yrs ago.

Citibank announce lots of credit card benefits revision in March to exclude certain categories of purchases or transactions from earning Reward Points or Cash Rebates, discontinuing the numerous free travel insurance benefits with effect 15 March 2015.
