The Penang government is committed to providing affordable homes through diverse schemes, assured Chief Minister Chow Kon Yeow.
He announced an extension of the âHome Ownership Campaignâ to a new phase, termed âHome Ownership Campaign 3.0 Plus,â from January 2024 to December 2024.
He also highlighted a 10% reduction in the prices of affordable homes under the campaign.
âOn the island, the maximum ceiling price of RM300,000 would be lowered to RM270,000, and on the mainland, the ceiling price of RM250,000 would decrease to RM225,000 for units with a minimum of 850 sq ft,â he said.
Stressing the importance of expos like this for both potential buyers and developers to understand market demands, Chow affirmed the governmentâs role in promoting homeownership.
âThis is an initiative by the state government to help promote homeownership in the community,â Chow said during the Penang Affordable Homes and Property Expo at the Butterworth Arena today.
Meanwhile, Penang Housing and Environment Committee chairman Datuk Seri Sundarajoo Somu urged affordable home applicants to update their details through the Penang Housing Boardâs housing information system.
Sundarajoo introduced a new affordable housing category for B40 families earning between RM3,500 to RM5,000, specifically targeting youths.
During the event, 20 applicants received offer letters as a symbolic gesture out of the 300 successful applicants for various affordable home schemes.
Sundarajoo also highlighted the establishment of the HOPE (Housing Outcome Performance Committee) to facilitate the process of offering affordable housing units.

Malaysia attracted a record amount of approved investments worth RM306.5 billion in the manufacturing, services and primary sectors in 2021, driven by higher foreign direct investment (FDI) and increased projects in the manufacturing and the electrical and electronics (E&E) sectors, according to the Malaysian Investment Development Authority (MIDA) at its annual media conference on Tuesday (March 8).
In a statement, MIDA said that Malaysiaâs FDI of RM208.6 billion accounted for 68.1% of total approved investments, with the remaining 31.9% coming from domestic direct investment (DDI) at RM97.9 billion.
Year-on-year, Malaysiaâs FDI was significantly higher by 224.9% from RM64.2 billion in 2020, however, DDI declined marginally by 5.13% from RM103.2 billion the year before.
âThe Netherlands (RM78 billion), Singapore (RM47.3 billion), the Peopleâs Republic of China (RM31.3 billion), Austria (RM18.9 billion) and Japan (RM9.9 billion) accounted for 88.9% of total FDI approved in the manufacturing, services and primary sectors.
âPulau Pinang (RM83.5 billion) recorded the highest investments approved last year, followed by Kedah (RM68.3 billion), Kuala Lumpur (RM37.7 billion), Selangor (RM28.8 billion) and Sarawak (RM25.7 billion).
âThese five states contributed 79.6% of total approved investments in 2021,â the statement read.
Officiating the event was Senior Minister and International Trade and Industry Minister Datuk Seri Mohamed Azmin Ali, who said the record-breaking approved investments for the manufacturing, services and primary sectors were a 83.1% jump from 2020âs figure.
Azmin added that Malaysiaâs RM97.9 billion DDI in 2021 is a signal that local industry players had grown in terms of capabilities and business capacity to be competitive on the global stage.
âMoving forward, I am delighted to share that MIDA has already secured 352 projects in the pipeline with proposed investments of RM39.2 billion for the manufacturing and services sectors.
âThese projects will create more than 19,000 new job opportunities for the rakyat,â Azmin said.
Manufacturing sector continues to be mainstay with E&E topping approved investments
Meanwhile, the manufacturing sector led total investments approved in 2021 by recording RM195.1 billion, followed by the services sector and the primary sector at RM94.1 billion and RM17.3 billion respectively.
The manufacturing sector reported a leap in approved investments by 113.7% from RM91.3 billion in 2020, while the services and primary sectors saw improvements of 34.4% and 183.6% from RM70 billion and RM6.1 billion respectively.
Notably, the E&E industry contributed the bulk of the FDI as well as total approved investments within the manufacturing sector by recording RM148 billion for 94 approved projects.
Chief among the E&E industryâs RM148 billion in total approved investments included RM42.2 billion from Risen Solar for the design development and manufacturing of solar modules and solar cells, followed by Intel Electronicsâ RM30 billion to produce wafer fabrication and stacked dies in Pulau Pinang, AT&Sâ RM8.5 billion to establish design development and manufacturing of integrated circuit substrates in the Kulim Hi-Tech Park, and Infineon Technologiesâ RM3.25 billion in Melaka.
MIDA, the countryâs investment promotion and development agency, said that Malaysia secured 75 capital-intensive projects valued at RM100 million and above in 2021, which could spur the growth of new advanced manufacturing technologies and produce a highly-skilled workforce.
Meanwhile, the services sectorâs 34.4% improvement in 2021 was driven by sub-sectors such as real estate (RM28.8 billion), global establishments (RM19.7 billion), financial services (RM12 billion), utilities (RM9.6 billion), and information and communications (RM8.2 billion).
The bulk of the primary sectorâs approved investments were led by the mining sub-sectorâs RM17.1 billion or 98.7% amid higher crude oil and natural gas prices, while the plantation and commodities and agriculture sub-sectors brought in RM211.4 million and RM20.5 million respectively.

There will be no increase in electricity charges for residential consumers in the peninsula until Dec 31, 2024, the Energy Commission announced yesterday.
This followed speculation that a new tariff rate would be implemented from Feb 1.
The Energy Commission said domestic users in the peninsula will also receive a rebate of 2 sen per kWj with no surcharge imposed from Feb 1 to June 30.
However a surcharge of 3.7 sen/kWj will be imposed on all non-domestic users, such as commercial and industrial companies.
The Energy Commission said electricity costs had increased by 45% because of higher prices of coal, on which the peninsula is highly dependent.
It said the government had allocated RM715 million from the Electricity Industry Fund to cover the cost of the full rebate and surcharge for all domestic consumers.

A section of the Bukit Kukus paired road project under the Penang Island City Council (MBPP) is expected to be officially open to road users on Jan 13 this year.
Chief Minister Chow Kon Yeow and state Transport and Infrastructure Committee chairman Zairil Khir Johari, together with MBPP mayor Datuk Yew Tung Seang and MBPP secretary A. Rajendran, visited the project site today.
Zairil said MBPP had already completed its portion of the construction works recently.
âWe are happy that finally a section of the project is 100% completed after six years in construction.
âIt has been delayed for a few times due to the landslide incident, the Covid-19 lockdown and some technical issues involving additional works.
âNevertheless, it has been completed now. We hope this iconic project will be able to solve traffic congestion at a rate of up to 30%.
âAt a height of 55m from the pile caps, is the highest elevated highway in the country.
âThus, this project is the state governmentâs legacy for the people of Penang.
âHopefully, it will bring many benefits to the road users, especially residents of Balik Pulau, Paya Terubong and nearby areas,â Zairil told Buletin Mutiara during a site visit today.
The 5.5km paired road project, costing RM545.6 million, consists of three sections. It connects Paya Terubong and Relau.
The state government, through MBPP, is responsible for the construction of a 3.3km stretch that costs RM275.6 million.
Meanwhile, two more developers, PLB Land Sdn Bhd and Geo Valley Sdn Bhd, are responsible for the remaining 1.4km (RM150mil) and 0.8km (RM120mil) stretches respectively.
According to Zairil, the other two portions by the private companies would not be ready this year.
âPLB Landâs section is expected to be completed in 2025.
âMeanwhile, for Geo Valleyâs section, the completion date is unknown due to an ongoing court case but they will do their best to expedite the project,â he added.

Construction works of several components are scheduled to begin in Gurney Wharf by middle of next month.
Penang Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo said the state government looked forward to the groundbreaking ceremony.
âThere are several components that need to be worked on, and they are divided into two âprioritiesâ.
âThey are âPriority Oneâ and âPriority Twoâ.
âSeveral components such as childrenâs playground, skate park, viewing deck (south vantage point), public toilets, pedestrian promenade, traderâs kiosks, recreational park, landscape areas and open space carparks are categorised under âPriority Oneâ.
âWorks on the components under âPriority Oneâ will begin next year. The facilities are scheduled to open to the public by the end of next year (2022).
âWorks on âPriority Twoâ and âPriority Oneâ will start simultaneously.
âWe hope that the components of âPriority Twoâ will be completed by the second quarter of 2023,â he told a press conference at Gurney Drive today.
Jagdeep said the components listed under âPriority Twoâ were additional landscaping areas, more recreational parks, a hawker centre, viewing deck (north vantage point), public toilets, more traderâs kiosks, multi-storey carparks, open space carparks, beach area and boardwalk, water garden, and the drainage system.
âWe want to have more green parks in Penang. And we will see many green components in Gurney Wharf,â he said.
Jagdeep added that land reclamation is nothing new.
âThere are many land reclamation projects that are implemented around the world, especially the island states where land are scarce.
âThe question is whether can land reclamation be done in a sustainable manner. And we will ensure that land reclamation projects in Penang are done sustainably.
âWith these additional land made available via land reclamation, we can build more affordable housing for the people, and we can have more green areas too,â he said.

The Seberang Perai City Council (MBSP) is gearing up for the Phase Three of the National Recovery Plan (NRP) now that more people have been vaccinated as well as there has been a decline in the number of Covid-19 cases.
Its mayor Datuk Rozali Mohamud said the council has drafted action plans in case the state moves to next phase of NRP. Penang has been under Phase Two of NRP since July 7 this year.
âThe action plans involve the market and food complexes, night markets, morning markets, uptown, recreational parks and stratified buildings.
âIn addition to the basic standard operating procedures (SOPs), we will take sterner measures at the 14 âhotspot marketsâ, which are only open to those who have completed taking two doses of vaccine.
âWe will also improve the supervision of the markets by installing more mobile closed-circuit televisions (CCTVs).
âThose who are found to violate SOPs will have their businesses suspended for three days.
âKids who are below 12-years-old are now allowed to enter these âhotspot marketsâ,â he said during a press conference yesterday.
The 14 markets are in Bukit Mertajam, Kampung Baru, Chai Leng Park, Taman Selamat, Sri Rambai, Kompleks Bunga Raya, Sri Bandar, Bagan Ajam, Tasek Gelugor, Kepala Batas, Taman Berjays, Bukit Panchor, Perkampungan Valdor and Tambun Indah.
On the recreational parks, Rozali pointed out that the council would implement a static control in Taman Tunku, Bukit DO, Robina Eco Park, Pantai Bersih and Vision Park Bertam.
âWe will have a certain time of monitoring in 17 of the recreational parks and 925 open spaces.
âOutdoor gym facilities are allowed to operate under strict SOPs, including permitting only those who have completed two doses of vaccine to use the equipment.
âThe operating hours for recreational parks are from 6am to 8pm daily,â he said.
Meanwhile, in conjunction with the World Mental Health Day and MBSP City Day, the council has launched âExplore Your Mindâ (Teroka Minda Anda) online programme to focus on the mental health of employees.
Rozali said the pandemic has changed the peopleâs normal life and some may feel depressed after staying at home for a long period.
âThis online application is a joint effort by the Health Service Department with Information Technology Department and MBSP Communication Department. It is aimed at identifying the risk of depression and stress level among council staff, especially during the post-pandemic period.
âThis application can be accessed through https://dass.mbsp.gov.my/dass/ beginning tomorrow (Oct 5).
âThere will be 21 questions for the council staff to answer and the results will be analysed further,â he said.
In another development, Rozali said the council has collected a total revenue of RM57.5 million from July 1 to Aug 31 this year, exceeding the RM50 million target.
âDuring the assessment tax collection period, many have stepped forward to pay,â he said.

The proposed Penang Hill cable car project does not affect the Unesco recognition of the Penang Hill Biosphere Reserve, says state Local Government, Housing, Town and Planning Committee chairman Jagdeep Singh Deo.
He said many areas which have been listed as Unesco biosphere reserves throughout the world have cable car projects, some even 10 times larger than the one proposed for Penang.
âThe proposed Penang Hill cable car project is located in the transition zone of the Penang Hill Biosphere Reserve and is thus allowed.
âThe Unesco listing of the Penang Hill Biosphere Reserve is another feather in our cap. To all the naysayers out there, it is not easy for us to achieve it.
âWe will ensure the status is maintained under this Penang governmentâs watch,â Jagdeep said during a press conference on the current status of the Penang Hill Special Area Plan and the George Town World Heritage Site near the Clock Tower in Light Street on Monday.
He continued: âWe want to allay your fears; we are doing this for the better of Penang.
âJust like the Gurney Wharf, the response is overwhelming. We want to move forward and we will certainly not endanger such recognition because we love Penang.â
Jagdeep also commended Penang Hill Corporation general manager Datuk Cheok Lay Leng and other stakeholders for successfully obtaining the Unesco listing for the Penang Hill Biosphere Reserve.
The Federal Government, under Pakatan Harapan, announced a RM100 million initial allocation for the cable car project but after its fall, the incoming Pakatan Nasional government rescinded the decision in April 2020.
The Penang government then decided the cable car project to be built under a public-private financing model.
Cheok said many renowned national parks, nature reserves and even Unesco World Heritage Sites and Biosphere Reserves around the world, like in Africa, Japan and China, have cable car system.
âCable car system is very environmental-friendly. Its construction does not require massive deforestation so this will not bring detrimental effects to the environment.
âCable cars run on electric power and has low noise pollution.
âFurthermore, cable cars will help the older folks to go up and down the hill and still enjoy the scenery.
âWe will ensure the project is well planned and executed in accordance with the stringent technical and safety requirements, and more importantly, meet environmental standards,â Cheok said during a phone interview.
