Recent Penang Bridge Traffic Congestion and Proposed Mitigation Strategies by Dato' Log. Ts. Chang Kah Loon

Recently, motorists experienced severe congestion on the Penang Bridge, with some delays lasting several hours. Dato' Log. Ts. Chang Kah Loon, President of The Society of Logisticians Malaysia (LogM) and Chairman of The Chartered Institute of Logistics and Transport - Penang Section, was interviewed on the matter. He emphasised the need for a comprehensive traffic mitigation strategy, suggesting improvements such as a fully integrated accident investigation unit, enhanced public transport options (including LRT and a feeder-mother bus system), and promoting the concept of "moving people, not cars" to alleviate traffic issues.

Dato' Chang identified a key challenge as the delayed response times of relevant departments in accident-related cases, which often prolongs congestion. He proposed that these departments utilise existing road monitoring systems, including CCTV, to enable a coordinated rapid response unit for traffic accidents. This integration could minimise delays and prevent serious consequences for affected road users, who may require timely access to medical care or other critical appointments.

Fortunately, the traffic issues on Penang Bridge have not impacted local sea and air freight logistics, thanks to the strategic locations of the region’s seaport and airport. With most sea freight operations based on the mainland and the airport situated near air freight customers, logistics distribution processes for imports and exports have remained largely unaffected.

In his conclusion, Dato' Chang highlighted the importance of proactive integration, swift action, and effective coordination, combined with regular reviews of strategies, as essential steps in advancing Penang’s transport and logistics systems.

Professional logisticians are often required to conduct research, particularly when exploring new services, entering new markets, or addressing emerging challenges. In response to this, the LogM Corporate Affairs Section (LogM CAS), in collaboration with AK Academy 勤 略 學 院, organised a specialised training session on 21 September 2024, led by our LogM President, Dato' Logistician Chang Kah Loon, FCILT, FLogM, and assisted by LogM CAS Secretary, Log. Ranni Selvaraju, CMILT, MLogM. The training focused on the development of project papers, with an emphasis on research methodologies and analytical skills. Around 50 logistics practitioners and students participated, enhancing their capabilities in this essential area in logistics business.

The President of The Society of Logisticians Malaysia (LogM), Dato' Logistician Chang Kah Loon, FCILT, FLogM, doesn't support the proposal but instead argues that RON95 should continue to receive a "universal subsidy" for all Malaysians.

How will the government decide who will receive the subsidy, despite its claims that 85% of the population will remain unaffected? Is the identification system robust? Are there cybersecurity concerns?

In an interview on Friday, he made it clear that he doesn't favour the targeted subsidy for RON95 petrol. This is because the Government defines the "wealthy" as those who pay taxes, which often exceed the fuel subsidies provided by the Government.

Therefore, since both the so-called wealthy and the less privileged fulfill their tax obligations, they should receive the subsidy equally, which would be fair.

He further stated that, despite being wealthier than the lower and middle classes, the middle and upper classes pay a higher proportion of taxes relative to their income and bear significant financial burdens. However, the subsidies may not apply to them.

He pointed out that the Government has not yet revealed the specifics of the targeted subsidy mechanism's implementation or confirmed the rumoured requirement for individuals to present their MyKad during refuelling. However, if the identification system is not robust, it could lead to significant controversies.

"For instance, if I present my MyKad to the petrol station staff during refuelling, does this excessively expose my personal data?" How will the Government ensure that MyKad data remains secure when inserted into a machine? Otherwise, cybersecurity may be a topic for further discussion.

However, he admitted that it might be premature to comment on the potential ripple effects of the proposed measures.

But the Government must consider these concerns. Another concern is that the implementation of the targeted subsidy could potentially impact petrol allowance systems for employees across various companies and organisations.

He pointed out that if employees from different income groups, some eligible for Government subsidies and others not, continue to receive petrol allowances based on mileage or lump-sum payments, it could lead to disputes.
