Here's a quick guide to get you started. Please ensure your valuables are packed according to the guidelines below to maintain their condition throughout the delivery process.
*Carton Box Strength*
Carton boxes should ideally be at least double-walled to protect your items. If the carton is single-walled or the items inside are heavy, use additional layers of shrink wrap and bubble wrap to reinforce the external carton.
*Original Product Boxes*
If preserving the integrity of the original product box is important, protect it as part of the product and place it in a larger external box.
*Leave No Empty Spaces*
Use filler material to minimize lateral movement of the product, reducing the risk of damage to items or boxes during transit. Ensure the filler material provides sufficient support for your products.
*Find the Right Fit*
Always place your products in the center of the box, ensuring some distance from the walls and corners. Properly filled with filler material, this spacing will provide additional cushioning and protection.
*Separation Is Key*
When shipping multiple items in a single package, wrap each item separately. Use dividers to prevent the items from coming into contact with each other during transit.
*Using Polymailers?*
Polymailers are suitable for shipping your products but offer minimal protection. Ensure that individual items within the polymailers are well-shrink-wrapped and bubble-wrapped for added protection.
*Odd-Shaped Parcels*
For large items that do not fit into boxes, tightly shrink-wrap them together before bubble-wrapping, covering all surfaces. Protect any edges with bubble wrap, shrink wrap, or cardboard.
*Cling-Bubble-Cling*
Start by cling-wrapping the item to hold it tightly together. Then, bubble-wrap the item. Finally, add a few layers of shrink wrap to seal the air pockets and provide enhanced protection.
*The Right Tape*
Use strong carton sealing tape, such as pressure-sensitive plastic tape, water-activated tape, or reinforced tape, that is at least 2 inches wide. Avoid kraft paper tape, masking tape, or string.
The ongoing Red Sea Crisis is causing a significant surge in ocean freight rates. Geopolitical tensions and conflicts in the region are disrupting major shipping routes, leading to delays and increased costs for shipping companies.
This has a direct impact on businesses and consumers worldwide, as higher operational costs are passed down the supply chain. Following initial vessel attacks, carriers have rerouted, resulting in longer transit times and congestion at global ports. This has driven up freight costs..
Impact on Rates :-
Ocean rates have more than doubled since January due to various factors:
Route Diversions: Ships are circumventing the Red Sea, opting for longer routes around the Cape of Good Hope, adding 2-3 weeks to travel time and increasing operational and fuel expenses.
Additional Costs: Carriers have imposed surcharges to cover the heightened costs from these diversions and the prolonged crisis.
Port Congestion :-
The crisis has led to significant congestion at key ports in Asia and the Mediterranean. In Singapore and Manila, waiting times have increased notably, causing disruptions in the global supply chain.
Carrier Adjustments :-
To manage congestion, some carriers are implementing blank sailings and adjusting their capacity. Despite these measures, high demand and limited vessel availability continue to push rates higher.
Recommendations for Shippers :-
Experts recommend that shippers enhance visibility and forecast their volumes to better manage costs. They should avoid exceeding their weekly allocations to prevent higher rates and maintain consistent communication about container forecasts. This proactive approach is crucial in navigating expenses in the current volatile market.
国内所有参与鲜果输华的榴梿园,皆须在农业及粮食安全部(MASF)监管下,建立完善的质量管理体系和溯源体系,并实施良好农业规范(GAP)。
取得的马来西亚与中国日前所签署《马来西亚鲜食榴梿输华植物检疫要求议定书》内容,所有输华果园和包装厂须经大马农粮部备案,并由中国海关总署(GACC)与该部共同批准注册,注册信息包括名称、地址及注册号,以便在出口货物不符合该议定书相关规定时准确溯源。
其中条件包括必须确保果园卫生条件,如周围无影响水果生产的污染源、及时清理落果、烂果等,并实施有害生物综合治理(IPM),如有害生物监测调查、物理、化学或生物防治以及农事操作等防控措施,以降低或避免有害生物的发生。
所有要求和措施,旨在确保从大马出口至中国的榴梿符合高标准的质量和安全规定,防止有害生物的传播,以保障中国市场的食品安全及促进两国间的贸易合作。
《鲜食榴梿输华植物检疫要求议定书》其他内容:
一:果园管理与有害生物控制
果园必须保持卫生条件,防止污染源影响水果生产,及时清理落果和烂果,并实施有害生物综合治理(IPM)。
MASF按照国际植物检疫措施标准(ISPM 6)制定管理计划,并全年组织果园监测,确保榴梿不携带中方关注的检疫性有害生物。
针对特定有害生物的措施包括:
蚧虫(Scale Insects):例如新菠萝灰粉蚧(Dysmicoccus neobrevipes),每15天监测一次果实、枝条、茎干和叶片是否有粉虱,并采取物理或化学防控措施。
榴梿蛀果蛾(Mudaria luteileprosa):定期监测果实表面有无虫孔,使用诱光陷阱和性信息素诱捕法,一旦发现应立即采取消除措施。
可可花瘿病菌(Albonectria rigidiuscula):实施农场栽培和喷洒保护性杀菌剂以防止病害发生。
二:包装厂的操作规范
所有榴梿的包装、加工、储藏和装运须在MASF的检疫监管下进行,包装厂需整洁卫生、地面硬化,并有独立的原料场和成品库。不同功能区应独立设置,布局合理,与生活区隔离。
包装过程中,榴梿需经过人工挑选、分级和清洁,剔除病果、虫果、烂果等。所使用的干净包装材料,需符合国际植物检疫措施标准(ISPM 15)要求。
包装好的榴梿如需存储,应立即入库,并确保单独存放,避免再度感染。每个包装箱上须用中文或英文标注详细信息,包括水果名称、出口国家、产地、果园及包装厂的注册号等。
三:出口前检验和检疫
MASF对每批输华榴梿进行抽样检查,初期抽样比例为2%,两年内无问题可降至1%。
如发现检疫性有害生物、土壤或植物残体,整批货物不得出口,并暂停相关果园或包装厂的输华资格。
符合检疫要求的榴梿,MASF会根据国际植物检疫标准签发证书,注明果园和包装厂信息,并声明货物符合议定书的要求,MASF需向 GACC提供植物检疫证书样本。
四:入境检验和不合格处理
中国海关在榴梿抵达口岸时会进行检验和检疫,检查植物检疫证书和货物标记。要是发现不符合规定,GACC将通知 MASF,并可能暂停相关果园或包装厂的榴梿进口,MASF则需查明原因并督促改进。
五:符合性和回顾性审查
贸易开始前,GACC将派专家到大马榴梿产区实地或远程检查。根据有害生物的动态和截获情况,GACC可能开展进一步的有害生物风险评估,并调整检疫性有害生物名单和检疫措施。如有需要,GACC或派遣专家团队到我国进行回顾性审查。

马来西亚关税
马来西亚作为世界贸易组织成员国,关税水平一般较低。大多数品目的海关税率低于25%。基本食品的海关税都不超过5%,保健品的关为10%加5%销售税。另外马来西亚的电子商务进口免税门槛是RM500,如果包裹申报的货值超过RM500,大马海关就会有可能向收件人收取海关进口税及消费税。

所有进出口马来西亚的货物无论是否应纳税都需要按照规定提交相关的文件给马来西亚海关部门。海关规定的表格如下:

海关报关单(K9)~ Requisition/ To clear dutiable cargo from customs bonded warehouse. *Can also clears the cargo partial by partial out from the warehouse probably due to high duty charges.

Import/Export The importations of goods specified below are prohibited except under an import licence or permit from relevant authorities:

Those who wish to import or export goods, which require a license, traders first must register with the Companies Commission of Malaysia. Once registered, a company must then apply for an import license from the Ministry of International Trade and Industry (MITI).
Whereas MITI, ministry of the Government of Malaysia that is responsible for international trade, industry, investment, productivity, small and medium enterprise, development finance institution, halal industry, automotive, steel, strategic trade. Malaysia uses a privatized single digital window for all import and export regulations called Dagang Net.
Our in-house forwarding licenses have all e-DagangNet ready system to facilitate your importation & exportation of goods.
Normally, import of goods to Malaysia requires three categories of procedures wherever required. One-time registration procedures to act as an Importer in Malaysia, Specific import licence to import goods to Malaysia if applicable, and certain certification from concerned government agencies of Malaysia related to each import wherever applicable.
The Royal Malaysian Customs Department, abbreviated RMC or JKDM, is the government agency responsible for regulating inflow and outflow of goods in the country, administrating the nation’s indirect tax policy, customs border enforcement and narcotic offences.
Necessary documents need to be submitted with the RMC for import clearance process.
The documents may have to be prepared in a particular way to comply with the requirements of the import or export country.
Usually, for import of goods, three categories of procedures are required. One-time registration procedures to act as an Importer in importing Country, Specific import license to import goods if applicable, and certain certification from concerned government agencies of importing country related to each import wherever applicable. The certification from certain agencies of governmental and nongovernmental of exporting country may be obtained by exporter if applicable.
Import Licence or import permit has to be obtained from Importing country’s government for importation of certain commodities to Importing country. There are separate Importing country government agencies to issue such import permit or import licence.
Prohibited goods notified by importing country are not allowed to import, hence no permit or licence is granted to import such goods to Importing country.
The documents required in importing country to take delivery of imported cargo is based on the product importing, multilateral trade agreements, bilateral or unilateral trade agreements, and other trade policies of Importing country government. The import documents required in Importing country also depends up on the nature of goods importing (General goods, Personal effects, Dangerous goods, Livestock etc.) ,regular trade policy of Importing country Government, specific goods importing to Importing country (Arms and ammunition, health products, food products, chemicals etc.)
1.Commercial Invoice cm packing list issued by seller of goods (CIPL)
2.Certificate of Origin issued by competent authority of origin country of goods.
3.Certificate of Analysis if applicable. The buyer may insist the seller to enclose certificate of analysis about the goods. The same certificate helps Importing country customs authorities to confirm the product imported to Importing country.
4.Health Certificate if applicable.
5.Phytosanitary Certificate/quarantine certificate if applicable
6.Ingredients Certificate if applicable.
7.ISPM 15 (Wood Packaging) Marking certificate if applicable
8.Fumigation Certificate if applicable
9.Dangerous Goods Certificate if applicable, e.g. MSDS
10.Product manual or Product catalogue if applicable
11.Product specification certificate, other specified documents if applicable

Applications of the agricultural and agrofood products import and export permit where you can refer to below :-
1.FOSIM - Food Safety Information System of Malaysia.Importation of food must always be registered with the Food Safety Information System of Malaysia ("FOSIM"), which is essentially a database for importers. Import authority. Some types of food are regulated by specific authorities. In this case, normally our in-house forwarding will act on behalf to apply the permit via FOSIM website.
2.OGA, Why sometime your shipment being held by OGA? The term OGA refers to Other Government Agencies (OGA). Some items from the shipments may require Other Governmental Agencies (OGA) clearance or permit.
3.MAQIS permit, Malaysian Quarantine and Inspection Services - import and export of plants (live) , animals (live also) , carcasses, fish, agricultural produce, soils and microorganism and include inspection of and enforcement relating to food and for matters related to it.
4.DVS permit,
5.FAMA 3P or e-sijil 3P that that makes grading (1st), packaging (2nd) and labelling (3rd) compliance fast and easy via online system.
Import authority :

Some types of food are regulated by specific authorities. For example, the DVS and the MAQIS are in charge of regulating the import of food such as raw meat, milk and dairy products. In general, the DVS is in charge of ensuring that the products originate from a country which complies with the required standards. MAQIS, on the other hand, has the responsibility of enforcing compliance with the import requirements through the conduct of spot-checks at the point of importation. In this case, an E-Permit, once issued, will be valid for one consignment and for 30 days. This can be extended to 60 days upon request.
Inspection and testing of imported foods
Imported foods will first be checked by MAQIS officers or another relevant body (depending on the identity of the foods and the body regulating their import/export). Upon the matching of their documents/permits with the imported food, and assuming that there are no further issues, the inspection by the MAQIS officers is concluded.
Another inspection round will then be conducted by Customs. This will be done on a random basis rather than on every imported food. Customs is usually more lenient in terms of inspection of food when the imported food arrives at the Malaysian border. Customs understands that the food, especially fresh food, should not be delayed too long at the border.
The only way to minimize delay at the border is to ensure that the permits and documents are prepared properly and are readily available to avoid giving rise to any doubts and/or suspicion on the part of the officers, which would lead to further investigations and unavoidable delays.
Export permits/clearances :-

Export requirements differ depending on the product and destination country. For example, food regulated by MAQIS requires an export permit to be applied for by submitting the relevant documents and registering on the online registration system called DagangNet. Export permits are much easier to obtain than import permits.
Other notifications/approvals/licenses
Depending on the type of food, certain foods may require additional licenses or certificates before they can be imported into Malaysia. The list of such foods and any additional requirements is continuously being updated on the FOSIM's website. For example, a health certificate from the importing country will be required for food such as meat and poultry.
In the event such requirements are not complied with, the consignment will be placed under Level 5 of the FOSIM and be subjected to a "Hold, Test and Release" procedure where sampling would be conducted on the consignment.
