Latest update from IRBM:

The Inland Revenue Board of Malaysia (IRBM) acknowledges the commitment of taxpayers in complying with the e-Invoice legal requirements, which requires sufficient time, especially involving industries with challenging and complex business environments.

To ensure the smooth implementation of e-Invoices, the government has agreed to grant taxpayers a six (6) month grace period from the mandatory e-Invoice implementation date to issue consolidated e-Invoices for all transactions as follows:

a) All activities/industries are permitted to issue consolidated e-invoices including self-billed invoices
b) Any transaction description can be entered in the "Product or Service Description" field
c) If there is a request for an e-Invoice from the buyer, the seller is allowed to issue consolidated e-Invoice without issuing an e-Invoice for each transaction.

IRBM also confirms that during the six (6) month period, no prosecution action will be taken under section 120 of the Income Tax Act 1967 for non-compliance with e-Invoice regulations, provided that the taxpayer complies with the consolidated e-Invoice requirements as stated above.

This grace period is expected to provide sufficient time for taxpayers to ensure the full implementation of e-Invoices, effectively covering all aspects such as system availability, smooth business operations, and management change in business.

第二财长拿督斯里阿米尔韩查说，目政府规定年营业额低于15万令吉的小商贩无需开出电子发票 (e-Invoice)。

他今日回答行动党马六甲市区国会议员邱培栋的提问时说，政府意识到商贩在面对电子发票制度上面临的挑战和限制，尤其是卖炸香蕉摊贩、路边摊或送货的小商家，他们皆需要一段
长时间适应电子发票措施。

他指出，目前，年营业额低于15万令吉的小商贩无需开出电子发票，惟政府始终鼓励小商家参与电子发票措施，以符合我国实现商业数字化的愿景。

因此，他说， #政府决定允许中小微企业开具合并电子发票，这是一种数字收据形式，按月合并所有销售交易。

他说，政府将采取教育和纠正的方式，确保能更灵活实施电子发票的过渡期。

"在这段过渡期，政府将致力帮助微型和中小企业(PMKS)、小商贩在内的所有公司全面实施电子发票。”

阿米尔说，政府将从今年8月起依据商家的年营业额门槛值，分阶段实施电子发票系统。

Finance Minister II Datuk Seri Amir Hamzah Azizan (pic) says that micro, small, and medium enterprises (MSMEs)/traders with annual sales below RM150,000 are not required to issue e-invoices.

“But the government encourages the participation of small traders in the e-invoicing initiative, which is in line with the national aspiration of digitalising businesses,” said Amir Hamzah during Question Time in Parliament on Tuesday (July 2).

Therefore, Amir Hamzah said the government decided to allow MSMEs to issue e-invoices, which is a form of digital receipts that combines all sales transactions on a monthly basis.

No❌ e-Invoice is not your regular invoice but must be in XML or JSON format and requires validation from LHDN. It also requires more specific information such as TIN number and IC number.
