Penang International Airport’s multi-storey car park is open now.

The new facility has 1770 parking lots for cars and 600 lots for motorcycles.

Car park rate in April continues with the existing rate (RM2 per hour, RM24 for overnight).

After April, it'll be:
• First hour: RM3
• Subsequent hour: RM2 per hour
• Whole day: RM33

New ferry is coming!

Butterworth terrminal for motorcycles and bicycles will be temporarily closed (Jan-July 2023) for upgrading work for new ferry.

Speedboat services for pedestrian passengers will continue as normal.

200 free sheltered parking slots will be made available to motorcyclists (6am to 9pm daily) at the terminal so that they can take the passenger speedboats across.

Passengers can also use the free CAT Bridge bus from Seberang Jaya which will continue as usual.

There will also be free parking slots for motorcyclists (6am to 9pm daily) at the godown area in Swettenham Pier.

Penang state government and Rapid Penang will launch a new free CAT Bridge bus service from BM Summit through Bandar Perda at Bukit Mertajam to Komtar on Penang island from January 1st onwards.

New four-speed ferries are expected to arrive in June next year to replace the current fleet of speedboats.

Ferry service for two-wheeled vehicles will resume on August 1, 2023.

The president of NGO Jaringan Ekologi dan Iklim (JEDI), Khoo Salma said that the RM 276,000 that her NGO receives from UNDP is for “research and documentation” and not for anti-development purposes. (See her WhatsApp reply below.)

The amount is like being paid RM 23,000 per month for one year, or RM 11,500 per month for 2 years.

What are the activities her NGO JEDI has done?

• Exhibitions that show anti-development video with talks by individuals who are against the development of Penang South Islands (PSI).

• Film screening that shows anti-PSI video and invite only speakers who are against PSI development.

• Symposium that spreads anti-reclamation messages targeting at PSI, with the hashtag .

• Art workshop "Tolak Tambak" with the specific purpose of creating anti-PSI posters and banners.

• Forums with anti-PSI speakers wearing anti-PSI shirt condemning the development of PSI.

Some of JEDI’s publicity materials clearly indicate that those activities are supported by money from UNDP GEF Small Grants Programme.

It is obvious that these activities are designed to criticise and protest against the development of PSI where the Light Rail Transit (LRT) depot and new industrial zone will be located.

Without the PSI, there is no space for LRT depot, no new land for long term industrial expansion, and no job creation.

Why is this NGO using UNDP’s grant money to organise activities with “neutral” title but filled with messages and views that are clearly anti-PSI and one-sided?

At all of JEDI’s forums and events about fishermen, NOT A SINGLE ONE includes speakers or fishermen who support development to present their perspective. Not balanced at all.

However, Khoo Salma claims that the RM276,000 money her NGO receives is not for anti-development purposes but for “research and documentation”.

Notice that her NGO only conducts “research and documentation” of anti-development groups, specifically Sungai Batu fishermen unit that is anti-PSI.

All of JEDI's documentaries only feature anti-PSI fishermen.

Why such a one-sided agenda?

There are 9 fishermen units and more than 900 fishermen in the south of Penang Island. But JEDI only focuses on anti-PSI groups, while ignoring hundreds of other fishermen and the other fishermen units that support PSI.

Over 400 fishermen submitted their petition to Penang State Government to continue the PSI project after its approval was revoked. More than 1,500 residents of the south of Penang Island signed the petition supporting PSI.

It looks as if Khoo Salma's NGO JEDI receives RM 23,000 a month to push their one-sided and anti-development agenda.

Pertubuhan Jaringan Ekologi dan Iklim Pulau Pinang (president is Khoo Salma) received US$ 62,860 (RM 276,000). This NGO uses the fund to organise activities designed to smear the Penang South Islands (PSI) development.

That is like receiving about RM 23,000 a month for one year (or RM 11,500 a month for two years) to organise activities to protest the PSI project.

These amounts are only from published sources (UNDP website and Yayasan Hasanah report). If include unpublished records, the amount will be much higher?

Now you know why these NGO so free to protest against Penang’s development.

Penang LRT update

Penang State Government has submitted the environmental impact assessment (EIA) for the Penang South Reclamation (PSR) project.

As stated in the EIA, the entire LRT plan depends on the depot (LRT operation & maintenance centre) to be built on Island A of the PSR. See the photo below with text extracted from PSR EIA.

Without the approval of PSR EIA, the LRT Railway Scheme will not be approved.

That means, without PSR, Penang cannot build the proposed LRT.

As required by the federal government's Department of Environment, the PSR EIA is on public display from 20 May 2022 until 18 June 2022.

Penang to start pre-qualification process, RFP for Bayan Lepas LRT project

The Penang state government will carry out a pre-qualification process for the Bayan Lepas Light Rail Transit (LRT) component project in the second quarter of this year, followed by a request for proposal (RFP) process in the third quarter.

Penang Infrastructure and Transport Committee chairman Zairil Khir Johari said the pre-qualification process was to identify interested and qualified companies and invite them to submit their proposals.

“The state government will appoint the most qualified and suitable company to implement this component. In addition to technical proposals, companies participating in the RFP are also required to propose financing models to implement this LRT component.

"For example, bidders can propose recoupment methods such as development rights, land swap, advertising and farebox revenues," he said.
