MATTER OF URGENT PUBLIC IMPORTANCE ON THE NEED TO ADDRESS THE DISPARITY IN JAMB PERFORMANCE.

Moved By RT Hon. (Comrade) Chinedu N. Ogah, OON.

House:

Note that, in Nigeria, the government is enjoined by the provisions of Section 18 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) to ensure that there are equal and adequate educational opportunities at all levels.

Also note that, Joint Admissions and Matriculation Board (JAMB) is a Nigerian entrance examination board for tertiary-level institutions.

Further note that, the board conducts entrance Unified Tertiary Matriculation Examination for prospective undergraduates into Nigerian Universities and the board is also charged with the responsibility to administer similar examinations for applicants to Nigerian public and private monotechnics, polytechnics, and colleges of educations.

Aware that, on annual basis, the Joint admissions and matriculation board (JAMB) conduct examination for students across the country which serves as a pre- condition requirement to access higher education system in Nigeria and candidates must have obtained a certain mark to be certified to have passed the examination.

Also aware that, the Unified Tertiary Matriculation Examination (UTME) is only valid for a year and the grade is between 0 and 400.

Further aware that, since establishment of Jamb in 1977, Students write the Jamb examinations using paper and pencil model but in 2015, the full fledged of using Jamb CBT ( Computer Based Test) to write exams was manifested.

Worried that, it has become increasingly apparent that the current Computer Based Test (CBT) mode is creating a significant disadvantage for candidates from less privileged backgrounds, with special interest to those in rural areas.

Also worried that, about 75% or more of Nigeria's secondary schools, especially those in rural areas, lack computer laboratories, this puts candidates from these schools at a severe disadvantage, as they are often not exposed to computer usage before the JAMB examinations.

Disturbed that, majority of candidates from villages, experiencing a computer for the first time in life, face daunting challenges ranging from inability to acclamatized themselves with the gadgets and other operations of the computers leading to massive failure of those particularly from the rural settings for the reason that they were not computer literate.

Also disturbed that, this unfairly slants the results in favor of candidates from more privileged backgrounds, who have had better exposure to computers system.

Concerned that, this disparity is more evident in the admission process as students from wealthy homes, who attend well-equipped private schools, tend to perform better and secure admission into professional courses like medicine, law, nursing, engineering among others.

Cognizant that, this situation raises puzzles about the equality of education in Nigeria which is clear that the issue is not about intelligence but about access to resources and infrastructure.

Also cognizant that, it is imperative that we uphold the principles of fairness and equality in education, ensuring that every Nigerian child has an equal opportunity to succeed, regardless of their background.

Further cognizant that, the pressing issue requires our swift action to address and reduce drastically the rate of students failure in Jamb examinations in Nigeria.

Resolves to:

1. Mandate the Committees on Information Technology and Communication to direct the Federal Ministry of Communication, Innovation and Digital Economy to ensure the establishment of Information Communication Technology (ICT)centres for basic training of pupils in one secondary school of each electoral ward in Nigeria.

2. Mandate the House Committee on Education and Universal Basic Education (UBEC) to direct the Ministry of Education and Universal Basic Education (UBEC) to provide computers to one secondary school of each electoral ward in Nigeria.

3. Mandate the Committee on Appropriation to liaise with the above mentioned Ministries to make budgetary provisions in the 2024 Supplemental Appropriation Bill as well as the 2025 Appropriation Bill to cater for the training centres and computers.

4. Mandate the Committee on Education, Universal Basic Education ( UBEC), Information Technology, Communication, Appropriation and Legislative Compliance to ensure implementation of this resolution.

APPROVAL/RESOURCE INSPECTION OF BLESSED MARTINS INTERNATIONAL INSTITUTE OF SCIENCE AND TECHNOLOGY (BMIIST)

It is in a congratulatory mood that we report the accreditation of Blessed Martins Institute of Science and Technology (BMIIST)/Blessed Martins College of Nursing Science (BACONS), by the National Board for Technical Education (NBTE).

It was a remarkable day as BMIIST received a team of NBTE who came for inspection and accreditation for the award of National Diploma (ND) and Higher National Diploma (HND) led by the team leader; Dr. Fatima Kabir Umar, Director NTIRD, NBTE, in line with the Board's procedure for accreditation.

During the inspection, the team was able to look into the following areas of importance;
1. ND Medical Imaging Technology; led by Mexittan President; Mr Akiene Nunyor, Program Officer; Rufa'u Ahmad.
2. ND Environmental Health Technology; led by EHCON Representative; Dr. Kalu Ojo and the Program Officer; Fahad Abdallah.
3. ND Community Health Technology led by, CHPRBN Representative; Mr Bartholomew Nwokpuru Ogbonna and Musa Garba.
4. ND Health Information Management, led by HRORBN Representative; Mr Inyang Okon and Mrs. Jennifer Akor, among others in the team.

The team who were marvelled by the level of projects and equipment in the school, urged the school management to waste no time in writing to the Director of NYSC since it's clear that the school has surpassed all the necessary accreditation requirements by far, henceforth all admission to BMIIST from next year will be by Joint Admission and Matriculation Board (JAMB). They also called on Nigerians to do well to apply through the JAMB portal next year to be able to benefit from this uncommon training going on at BMIIST in Ohatekwe Amagu-Ikwo, Ebonyi State.

The Rector and the Registrar of BMIIST, Dr Emma Okoro and Rev. Sis. Ifenyinwa, thanked the team while informing them that the Founder and Director of the institution would never compromise the qualitative educational standards of the school, aimed at complementing Ebonyi Governor's People's Charter of Needs on Education.

The CMD AE-FETHA was not left out as he poured encomium on the founder and his wife; Chief Mrs. Mary Chinedu Ogah. "What these people have done and are still doing in the school is one of the major things that is capable of bringing peace and unity in the country", he said. Noting that the accreditation will enable the school to rain Nigerians, not only Ebonyians".

Among the places inspected under the four major Departments were: NCC (where the school has access to E-library and E-learning, Internet Networks, etc), ICT, Library, X-ray (Dark Room) Med. Lab, Chemistry Lab, Physics Lab, Entrepreneurship Lab (where all clothes, gowns, and other wears are produced), Teachers Qualifications, Structures, Delivery Ward, FETHA (where the school is affiliated), for effective training and Practices, etc.
